Summary

This position serves as the Business Services Specialist in the Natural Resources Conservation Service (NRCS) Assistant State Conservationist Management and Strategy (ASTC-M&S) unit in Portland, Oregon.

The incumbent performs a wide variety of duties and assignments in support of business operations and administrative services necessary to accomplish the mission responsibilities of the State or Area office and the NRCS.

Responsibilities

  • Exercises responsibility for overseeing and managing various business operations and administrative services in support of the organizational support of the organizational component.
  • Troubleshoots, escalates, and participates in resolving service issues with the NSDT’s on behalf of the organizational component.
  • Maintains and applies effective problem resolution skills, including identifying difficult problems and trends, and developing proposals and recommendations to resolve complex issues.
  • Improve the management and operation of the organization’s programs and functions.
  • Participates in conducting internal reviews and studies to evaluate the effectiveness of management practices and procedures in order to ensure that locally-based business operations and administrative services.
  • Develops recommendations for new or revised procedures, as well as corrective action or methods to improve management effectiveness and efficiency.
  • Knowledge of applicable laws, rules, regulations, and policies pertaining to a variety of business operations, administrative services, and management support programs and functions.
  • Interacts and communicates with the supervisor, organizational component leadership and staff, the NSDTs, NRCS, and departmental staff as appropriate, as well as with other Federal agencies, external organization.
  • Demonstrated ability to communicate effectively both verbally and in writing.
  • Exercises skill in establishing and maintaining effective relationships with individuals and groups in a manner that is consistent with the mission and goals of the office and agency.
  • Leads or participates in work groups and teams as assigned, and promotes effective team dynamics in order to accomplish assigned tasks and functions in support of the programs and activities in the organization.

Travel Required

Occasional travel – You may be expected to travel for this position.

  • You must be a US Citizen or US National.
  • Males born after 12/31/1959 must be Selective Service registered or exempt.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below:

Time in grade: Applicants must have one year of specialized experience at the next lower grade to be considered for the next higher grade (e.g. one year at the GS-11 grade level for consideration for the GS- 12 grade level).

Applicants must meet the following Minimum Qualifications Requirement to be considered:

Specialized Experience at the GS-12: To qualify for the GS-12 grade level, you must possess at least one year of specialized experience equivalent to the GS-11 level or higher in Federal service, or comparable experience not gained through Federal service. This experience must include: performing administrative duties in support of carrying out the business of conservation at the state, area, and/or field levels. Examples of specialized experience include:

  • Researching and reviewing materials and documentation pertaining to a variety of subjects, business processes, and programs in order to obtain through understanding of issues and policies and provide assistance and support to management officials and program staff;
  • Developing recommendations for new or revised procedures, as well as corrective action or methods to improve management effectiveness and efficiency;
  • Completing various reporting requirements and requests for the organizational component and provides responses to standard and ad-hoc requests for reports and other information.

Note: There is no education substitution for the GS-12 level.
