Summary
This position is located in the U.S. Department of Agriculture (USDA), Farm Production and Conservation (FPAC) Business Center (FBC), Budget Division (BD).
The primary purpose of the position is to plan, organize, and carry out a major, substantive budget for one or more national programs, ensuring the effective integration of program and budget planning and compliance with FPAC priorities, and OMB and Congressional guidelines.

Responsibilities
- Provides authoritative interpretations of Congressional legislation and OMB policies and precedents.
- Oversees and manages budget operations for one or more FPAC Mission Area Agencies or national programs, including budget formulation and execution, and data validation.
- Provides long-range analysis of the potential effects of budgetary actions on national economic, social, and political objectives.
- Resolves complex problems of prediction and forecasting which result from uncertainties or changes in the operating programs.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the 02/22/2021 of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined above.
Specialized Experience: To qualify you must possess at least one year of specialized experience equivalent to the GS-12 level or higher in Federal service, or comparable experience not gained through Federal service. For this position, specialized experience is defined as experience: 1) interpreting budgetary policies and practices; 2) formulating budget and cost estimates to support plans and programs; 3) providing technical guidance to management on the preparation of financial reports, processing flow, system interfaces and recommends improvement; and 4) assisting with drafting budget program policies and procedures in compliance with laws and regulations.
Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
