We are recruiting to hire at the Budget Analyst 1, 2, or 3 level, and we will train a Budget Analyst 1 or 2 up to the Budget Analyst 3 level. Depending on which level you are hired at, your monthly salary range will be as follows:

Budget Analyst 1 – $3,558.00 – $4,777.00
Budget Analyst 2 – $4,117.00 – $5,535.00
Budget Analyst 3 – $4,541.00 – $6,105.00

This is an opportunity to administer Ecology Office of Columbia River (OCR) contracts including subcontracts with external partners and internal program staff.

In this dynamic role, you will coordinate contract management and budget activities in the Energy, Water, and Major Projects Division.

You thrive on building collaboration and teamwork, assisting Habitat Program staff by preparing budget reviews and reports, planning exercises, budget allotments, and expenditures.

We are seeking a candidate to guide project managers in developing contracts, budgets, and sub-contracts, and data entry into Agency fiscal systems, such as CAPS Financial and Contract Management System.

Duties
Our Budget Analyst will,

  • Liaison between WDFW and Department of Ecology OCR.
  • Guide project managers with contract and budget development, and resolution of contract and billing issues.
  • Review budget management and business practices associated with Ecology OCR contract administration with project managers, and where appropriate, recommend changes to improve business practices.
  • Review allotment and expenditure reports to help ensure project managers are informed of progress and compliance with contract budgets and deliverables.
  • Guide project managers to develop statements of work, budgets, and contracts.
  • Guide project managers with spending plan development, setting up MI codes, entering allotments in CAPS Financial and monitoring expenditures.
  • Prepare and distribute monthly or ad hoc budget status reports, review and analyze monthly expenditures and projections for fiscal year and contract ending balances.
  • Advise project managers on procedures for developing new contracts or amending current contracts.
  • Provide Project Managers with reporting and ensure timely delivery of reports.
  • Submit memo requests (Journal Vouchers) and manage contract/grant close-out processes.
  • Develop tools to assist Project Manager understand the status of their funding balances.
  • Develop and update Budget tracking sheets to support analyses that inform decision making and budget refinements using Enterprise Reporting and Web Intelligence.
  • Routinely interact with supervisor to communicate positive progress on projects, contacts and deliverables and communicate those elements which are not progressing.

WORKING CONDITIONS:

  • Work Setting, including hazards:
    1. Hybrid work setting. Telework/office setting. Spend long periods at a time working on a computer, performing repetitive tasks.
  • Schedule:
    1. Monday – Friday, 8:00 AM – 5:00 PM.
    2. Workload demands may require work outside the assigned work hours.
  • Travel Requirements:
    1. Some occasional travel may be required.
  • Tools and Equipment:
    1. Standard office equipment.
  • Customer Interactions:
    1. Requires frequent contact with WDFW and DNR project managers, internal contract, budget, and fiscal staff.

Qualifications
This Budget Analyst 3 (In-Training) Series provides mentoring and career development opportunities for candidates with limited budget experience. A candidate will be hired as a Budget Analyst 1, 2, or 3, dependent on skills and experience.

To qualify at the Budget Analyst 1 level: Additional qualifying experience in professional accounting, budgeting, finance, or public administration may substitute year-for-year for the education.

  • A Bachelor’s degree. 

Or 

  • Current or recent experience as a Budget Analyst 1.

Or

  • Equivalent education/experience.

To qualify at the Budget Analyst 2 level: Additional qualifying experience in professional accounting, budgeting, finance, or public administration may substitute year-for-year for the education.

  • Bachelor’s Degree in business, public administration, accounting, economics, statistics, or relevant field and one (1) year of professional experience in accounting, budget, finance, or public administration. 

Or

  • Current or recent experience as a Budget Analyst 1.

Or

  • A master’s degree in a related field.

Required Qualifications at the Budget Analyst 3 level (Goal Class): Additional qualifying experience in professional accounting, budgeting, finance, or public administration may substitute year-for-year for the education.

  • Bachelor’s Degree in business, public administration, accounting, economics, statistics, or relevant field and three (3) years of professional experience in accounting, budget, finance, or public administration. 

Or

  • Current or recent experience as a Budget Analyst 2. 

Or

  • Equivalent education/experience. 

Please note:  A master’s degree in a related field may replace two (2) years of experience.

For all of the above:
License:

  • Valid driver’s license.

PREFERRED QUALIFICATIONS:

  • Knowledge of state and federal laws and regulations governing contracts and agreements; contracts principles, theory, and application; contracts terminology and development; contracts practices and procedures.
  • Knowledge of state government budget and business management practices, to include analysis.
  • Experience administering or managing federal, interagency, payable, and pass-through grant agreements.
  • Good working knowledge of indirect rate management.
  • Good working knowledge of state financial systems, including AFRS, Enterprise Reporting and OFM/State rules and regulations.
  • Working knowledge of WDFW budget and financial tools: CAPS, NOVATUS, Enterprise Reporting, Web Intelligence, Total Time, and payroll cost reporting system.
  • Experience developing allotments and tracking expenditures, submitting memo requests (Journal Vouchers), and managing contract/grant close-out processes.
  • Demonstrated technical knowledge and skill in using Excel, spreadsheets, importing data from other sources, and create tables and graphs from spreadsheet data.
  • Attention to detail with a high degree of accuracy.
  • Ability to work independently and as part of a team with people from all levels of the organization.
  • Ability to represent the agency in coordination with other governmental agencies.
  • Ability to effectively organize and prioritize work and manage multiple projects simultaneously.
  • Ability to absorb new information and understand and interpret verbal and written direction and question appropriately.
