The Department of Natural Resources (DNR) has an exciting opportunity within our Finance, Budget, & Economics Division. Contribute to the fiscal health of a diverse Natural Resources agency. Learn about and work with a variety of program staff as you monitor budgets and mentor staff on budget policies and procedures. Participate in business transformation as we move from legacy information systems to a new integrated system for budget analysis and reporting.  Analyze bills and discover the ever-changing impact of legislation on DNR programs.

Duties

Responsibilities:
This position performs senior level, independent budget and program planning analysis for multiple DNR programs within the agency’s central budget office.  Working with a dynamic group, providing budgetary and financial analysis to program managers and staff, while coordinating all aspects of those program budgets from budget development, allotment development, budget management, fiscal notes, and performance measures.

Qualifications

Required Qualifications: 

  • Experience and knowledge in dealing with fiscal information.
  • Experience in working independently and as part of a team, under tight deadlines and managing multiple projects.
  • Experience in working with management, professional and front line staff.
  • Experience using Microsoft Excel and Word.
  • Demonstrates initiative and develops fresh ideas that provide solutions to all types of workplace challenges.
  • Bachelor’s degree in business, public administration, accounting, economics, or statistics or equivalent professional experience in budget, management, or program analysis.
  • The incumbent in this position is required to travel.

Our ideal candidate will also have the qualifications listed below:

  • Knowledge of the state budget process including biennial appropriation request, developing and building a state budget request and allotment requests.
  • Bachelor’s degree in business, public administration, accounting, economics, or statistics and five to six years of professional experience in budgets, management, or program analysis. A Master’s degree can substitute for some experience.
  • Knowledge of the State Allotment System (TALS) and Agency Budget System (ABS)
  • Knowledge of DNR budgeting systems including DNR spending plans, variance reports, performance measures and activity inventory.
  • Knowledge of Microsoft Access, Visual Basic/Excel macros, PowerPoint, Enterprise Reporting and Web Intelligence
