The Position

About the position: This role supports the Portland Bureau of Transportation (PBOT) “Shared Micromobility” program, which addresses small, light, shared vehicles connected and enabled by digital technology.  The City of Portland is testing, piloting, and managing these emerging modes in support of citywide goals to provide travel options and reduce climate-harming emissions.  This position will have a special focus on shared e-scooters and BIKETOWN, Portland’s bike-share system. Other elements include program pilots for new modes, and actions to support vehicle electrification. These activities advance PBOT’s transportation demand management (TDM) work to ease traffic congestion and make the transportation system more efficient.

Located in PBOT’s Active Transportation and Safety Division, this position will be a key member of a Shared Micromobility Strategy Team. The position will support both the bike-share and e-scooter programs. Responsibilities include project coordination, financial tracking and invoicing, data collection and analysis, and technical research.

About the team:  The Active Transportation and Safety (ATS) Division is located within PBOT’s Policy, Planning and Projects group. The Division works to increase the number of people walking, bicycling, and taking transit; shared micromobility services are central to this goal. All ATS programs are grounded in equity and seek to advance PBOT’s work to become an inclusive, anti-racist organization.

Duties of the Bike-Share and E-Scooter Project Coordinator will include:

  • With the Operations Section Manager and New Mobility Program Manager, administer the bike-share and e-scooter projects, including performance monitoring, day-to-day communications, invoicing, and program implementation

  • Assist the New Mobility Program Manager in designing shared micromobility pilot programs and developing longer-term program structures and management practices

  • Support program improvement to ensure PBOT’s shared micromobility programs serve all Portlanders, including Black, Indigenous, and People of Color, in service to PBOT’s Transportation Justice goals

  • Utilize quantitative and qualitative data sets to measure contractor and permittee performance and evaluate the success of shared micromobility programs

  • Research, monitor and apply best practices in shared micromobility

  • Identify strategies to increase utilization of bike-share and e-scooter services

  • Coordinate bike-share and e-scooter station planning and delivery

  • Serve as the primary point of contact for inquiries from contractors, businesses, other city bureaus, and the general public regarding PBOT’s shared micromobility programs

  • Support the development of future shared micromobility initiatives

  • Build partnerships with academic and private industry sectors to evaluate programs and ensure they are meeting City needs

 Ideal candidates for the Bike-Share and E-Scooter Project Coordinator  will have:

  • Strong communication skills, including written, in-person, visual and public presentation skills

  • Strong organizational skills, including the ability to handle multiple priorities and manage their time with a moderate level of supervision

  • Ability to navigate a dynamic team structure and support projects across multiple work groups

  • Experience supporting community outreach and promotional efforts such as creating organizational partnerships and promotions to change travel behavior or encourage and assist people to take a specific action

  • Experience with standard computer software including the Microsoft Office Suite

Work Location
Currently, many positions with the City of Portland are being performed remotely due to COVID-19.   In the future, current positions classified as “full-time remote” could: 1) remain full-time remote, 2) become a remote/onsite mix, 3) revert to full-time at a city work location. As the situation evolves, the exact work location of the position in this recruitment may change based upon leadership direction and approval.    It is anticipated training may be both in person (following COVID protocols) as well as virtual.

To Qualify

The following minimum qualifications are required for this position:

  1. Knowledge of transportation demand management strategies and/or shared micromobility programs that promote people walking, bicycling, riding transit, carpooling, and using other micro-mobility modes.
  2. Experience communicating orally and in writing with a diverse audiences including Black, Indigenous and People of Color (BIPOC) communities, people with disabilities and people living on low incomes.

  3. Experience with project coordination including developing and refining project work plans, timelines, processes, communications, and reporting, while keeping a variety of projects on schedule.
  4. Experience researching information, analyzing data, identifying trends and summarizing findings
