We are looking for an experienced supervisor to be the Aquatics Assistant Division Manager, Orca-Straits District, leading a team of 16 professional staff who who manage, protect, and restore aquatic lands in the majestic northwestern corner of Washington State. (Download PDF reader) This aquatic district includes 30% of all lands managed by the Department of Natural Resources, stretching from Cape Flattery to the Cascade Mountains, from the Canadian border to the Snohomish-King County line.

The Assistant Division Manager serves as a leader in both the Orca-Straits District and Aquatic Resources Division in developing and maintaining an inclusive and welcoming work environment for all. The position also directly works with individual citizens, private industry, Tribes, other governments, and stakeholders to ensure resources are managed to preserve ecological and economic viability, including clean-up, pollution prevention, habitat conservation and protection, restoration, and assessment of proper use of state-owned aquatic lands. This is accomplished primarily through aquatic land leasing. A smaller but exciting part of the job is supporting the Puget Sound Restoration Program.

Duties

The Orca-Straits District Assistant Division Manager’s responsibilities include the following:

  • Directly supervising four environmental professionals
  • Overseeing the supervision of 12 other staff
  • Setting expectations, providing feedback, coaching staff, and prioritizing workload at the district level
  • Ensuring that the team achieves the DNR vision and mission and does so consistent with the DNR values and core competencies
  • Playing a key role in the development of policy, procedures, and guidance for the Aquatic Resources Division
  • Managing and negotiating the most complex and sensitive aquatic land management issues in the district’s area of operations across eight counties: Clallam, Jefferson, Kitsap (northern half), Island, San Juan, Whatcom, Skagit, and Snohomish
  • Ensuring the proper use of state-owned aquatic lands by reviewing all leases, easements, and license documents generated by staff
  • In partnership with the Assistant Division Manager for Shoreline District, overseeing the work of the three-person Puget Sound Restoration Program (PSRP); the PSRP restores marine nearshore habitats, removes debris from beaches and estuaries, and removes derelict creosote-treated pilings and other overwater structures from the marine environment.

Qualifications

Required Qualifications: 

  • A Bachelor’s Degree in natural resource management, real estate, forestry, geography, marine science, other science, engineering, land use or environmental planning, public policy, business or other relevant field;  AND five years of related professional mid-level management and/or project management work experience in one of the aforementioned specialties.
    OR a combination of equivalent education and/or experience.
  • At least three years of supervisory experience.
  • Experience managing staff time and expenditures to meet budgets.
  • Knowledge of and/or experience with contracts, business or property management.
  • Experience interpreting and implementing guidelines, regulations, and laws.
  • Experience providing customer service.
  • Experience negotiating contentious issues in a respectful, responsive and informed manner.
  • Experience collaborating on internal and external issues in an active respectful, cooperative and professional manner.
  • Experience managing complex issues in a politically-sensitive manner.
  • Excellent verbal and written communication skills.
  • Experience and proficiency with the Microsoft suite of computer programs (Word, Excel, Outlook/Teams, and PowerPoint).
  • Excellent prioritization skills.
  • Effective relationship- and team-building skills.
  • Effective personnel management skills including hiring, training, coaching, and disciplining.
  • The large majority of work is performed in an office or meeting setting with some field work. This position is elegible for telework. Field visits involve transport by motor vehicle or small boat and include working on or around flowing water (rivers) and marine waters. Foot travel over rough terrain is occasionally required. While in field settings, the position may come into occasional contact with motor fuels and lubricants, herbicides, or creosote.
  • The incumbent in this position is required to travel. Frequent travel will be required for short periods of time and occasionally may require overnight stays away from home, typically not more than two nights per month.
  • A valid driver’s license and have two years of driving experience. This position requires driving as an essential function. Finalists and/or interview candidates will be asked to provide a driving record from all states in which they have held a license during the past three years.
