Position Description
The City of Tacoma is recruiting for an Appointive Position of Assistant Division Manager in the Business Operations Division of the Environmental Services Department. This specific Assistant Division Manager (ADM) position oversees the Billing & Technical Services (BTS) and TAGRO sections. BTS provides customer service and billing functions for three city utilities: Solid WasteWastewater, and Stormwater. This ADM position is responsible for the operation of the TAGRO Biosolids Program.

Essential Duties:

  • Create supervisor development plans and set goals. Determine training needs required to accomplish tasks and goals. Monitor work plans, schedules, and work products; and allocate resources to effectively conduct the work of the sections.
  • Manage the daily operations in Business Operations’ Billing & Technical Services and TAGRO sections to ensure expected outputs are met. Determine the resolution of billing issues and disputes, while ensuring billing practices and the collection of revenues for wastewater, stormwater & solid waste are consistent with City ordinances and policies.
  • Review and establish practices to ensure compliance with applicable federal, state, and local regulations pertaining to biosolids use.
  • Labor relations including Labor union contract negotiations.
  • Administer the interlocal wastewater service agreements with outside agencies.
  • Prepare annual Biosolids Report for submission to the Washington State Department of Ecology, EPA, & Tacoma-Pierce County Health Department; includes the preparation of the Biosolids general permit application (5 years).
  • Assist in the preparation of the section budget and participate in utility rate studies for rate adjustment requirements and municipal code changes. Assist the Division Manager in the development and implementation of departmental goals, objectives, and policies.
Physical Requirements and Working Conditions:  

  • Office and outdoor environment subject to occasional travel.
  • Occasional evening and nighttime work to meet schedules and project deadlines, and attend public meetings.

Qualifications

An equivalent combination to:
Graduation from an accredited four-year college or university with Bachelor’s degree in civil engineering, public administration or a related field. Supervisory experience within the Environmental Department may be substituted for formal education on a year-for-year basis.

LICENSES, CERTIFICATES AND OTHER REQUIREMENTS
Valid Washington State driver’s license at time of appointment with maintenance thereafter, or evidence of equivalent mobility.

DESIRED QUALIFICATIONS:
Bachelor’s degree in environmental studies, business administration, or business management. Background, training, and/or experience in customer service and biosolids management.

Knowledge & Skills
KNOWLEDGE:

  • Operations, principles, practices, methods, and techniques of utility billing, human relation skills, including principles and practices of supervision and training, the ability to communicate both orally and in writing with tact, patience, and courtesy.
  • Asset management strategies and implementation.
  • City organization and departments, operations, policies, and objectives.
  • Credit and collection laws and statutes that govern billing and debt collection practices.
  • Labor relations including Labor union contract negotiations.
  • Ability to interpret, apply, and explain complex regulations, laws, codes and policies related to sewerage and solid waste services, and biosolids management.
  • Biosolids laws, regulations, and practices (Federal, Washington State, and Local)
  • Establish and maintain cooperative and effective working relationships with others.
  • Prepare and maintain various personnel and work-related records and reports; prepare the annual division budget; forecast personnel requirements and authorize purchases within established guidelines.

SKILLS:

  • Ability to work independently with little direction.
  • Proficient in use of all office equipment including personal computers and related software applications.
  • Ability to assign and review work of others; and plan and organize work to meet schedules and timelines.
