The Shorelands and Environmental Assistance (SEA) program within the Department of Ecology is looking to fill five (5) Aquaculture Federal Permit Manager (Environmental Specialist 4) positions. These positions will be located in our Headquarters Building in Lacey, WA.

The Aquaculture Federal Permit Manager positions are senior level environmental specialists and serve as Ecology’s Federal Permit Manager for Headquarters, these positions are responsible for upholding and enforcing state laws and policies in order to protect and promote the wise management of our state water resources.

Duties:

Agency Mission: Ecology’s mission is to protect, preserve and enhance Washington’s environment and to promote the wise management of our air, land and water for the benefit of current and future generations.

The mission of the Shorelands and Environmental Assistance (SEA) Program is to support community conservation efforts for our shorelands, wetlands, and floodplains.

Some of the key work activities of the Aquaculture Federal Permit Manager positions are:
•Manages a high volume of application for aquaculture projects.
•Makes recommendations on whether to approve Section 401 Water Quality Certifications and/or Coastal Zone Management decisions for aquaculture projects.
•Works with other federal and state agencies reviewing projects and conducting site visits as needed.
•Manages a number of aquaculture projects that need to be reviewed and permitted.
•Maintains a high volume of applications while ensuring that deadlines are not missed.

This positions will provide the successful applicant with hands on experience with a number of federal and state environmental permitting laws and processes.

At times, this position will need to deal with challenging customers. Also this position may have to participate in evening hearings, meetings and/or presentations.

Please Note: four (4) of the five (5) positions are project positions and are funded until June 30, 2021.

A Bachelor’s degree involving major study in environmental, physical, or one of the natural sciences, environmental planning or other closely allied scientific field and five years of professional-level experience in environmental analysis or control, or environmental planning which includes one year equal to an Environmental Specialist 3 or above or two years equal to an Environmental Specialist 2 or above.

OR

A Bachelor’s degree in another discipline, provided that at least 45 quarter hours or 30 semester hours of course work is in the environmental, physical or one of the natural sciences including ecology, biology, hydrology, soil science, or plant sciences and five years of professional-level experience in environmental analysis or control, or environmental planning which includes one year equal to an Environmental Specialist 3 or above or two years equal to an Environmental Specialist 2 or above.

OR

A Master’s degree in one of the above fields and three years of professional-level experience as required above which includes one year equal to an Environmental Specialist 3 or above or two years equal to an Environmental Specialist 2 or above;

OR

A Ph.D. in one of the above fields and two years of professional-level experience as required above which includes one year equal to an Environmental Specialist 3 or above or two years equal to an Environmental Specialist 2 or above;

OR

Two years of professional level-experience as required above as an Environmental Specialist 3 provided a Bachelor’s degree involving major study as listed above has been attained.
