Summary
This position coordinates the County’s Farmland Legacy Program within the Skagit County Public Works Department.
Work includes implementing the goals of the Farmland Legacy Program, including negotiating and acquiring Conservation Easements, obtaining and overseeing contracts of support services such as appraisals and monitoring, coordinating closely with other County Departments on agricultural land management and developing of easements from land divisions, responding to landowner inquiries on Conservation Easement properties, and facilitating the Conservation Futures Program Advisory Board meetings.
Beginning salary range for this position is dependent upon qualifications: $4,853.50 – $5,198.70 per monthEssential Functions
Develops, drafts, executes, and monitors Farmland Legacy Program Conservation Easements;
Edits, updates, and maintains the Farmland Legacy Program database in a manner that is consistent with integration into Geographic Information Systems;
Drafts, executes, and manages Professional Service contracts and Interlocal Agreements following applicable procurement guidelines;
Facilitates Farmland Legacy Program advisory group meetings and provides a communication link to advisory committee members; attends and supports the County’s Agricultural Advisory Board meetings as needed;
Markets the Farmland Legacy Program with individual landowners and local and regional forums; develops and implements outreach and education strategies;
Responds to landowner inquiries on allowed uses within Conservation Easements;
Support the County’s Comprehensive Plan goals and policies as they relate to Agricultural lands;
Conducts research and analysis necessary to prepare reports and give presentations for colleagues, citizen advisory committees, the Board of County Commissioners, other agencies, and the general public;
Prepares budgets and accounting reports;
Coordinates and facilitates internal and external meetings, including logistics and producing meeting summaries;
Ensures interdepartmental coordination as it relates to monitoring and tracking executed conservation, critical area, and natural lands easements.
OTHER JOB FUNCTIONS:
Performs other duties as assigned, including an Emergency Response assignment under the County’s Incident Command System during emergencies.
Minimum Qualifications
Bachelor’s degree in Agriculture, Agronomy, Business Administration, Geography, Planning, Public Administration, or a related field preferred and two years of experience in the agricultural sector; or any combination that provides a total of four years of training to acquire the necessary knowledge, skills, and abilities to perform the work.
Proficiency with Microsoft Office products required.
Previous experience in local government preferred.

- Research, collect, prepare, and analyze technical data pertaining to conservation easements, agricultural land use, farmland preservation, and soil conservation;

- Work occasional long hours in the field during inclement weather and with challenging terrain
- Interpret complex grants, maps, applications, and other public plans.
License/Certificates:
Valid Washington State Driver’s License required.
WORKING CONDITIONS/PHYSICAL REQUIREMENTS:
80% of work is performed in an office environment. 20% of work is on project sites with exposure to varying weather and terrain conditions. Physical hazards on-site may include traffic and construction equipment.
Hazards include those present in a normal office environment, working adjacent to waterways and in remote wooded areas, and working with the public on private property.
