Salary- $62,328.00 – $97,000.00 Annually

Our Administrative Division Manager,

  • Coordinates with the Program Director Deputy Program Director, and Central Budget to direct the development, implementation, and monitoring of the Wildlife Program’s $83M biennial operating budget. Work with senior managers to develop budget decision packages. Coordinate with agency central budget leads as needed to assemble and interpret budget and fiscal data and meet legislative requests.
  • Exercise’s primary responsibility and accountability for development, preparation, and monitoring of the program’s approximately $7 million Administrative Division budget.
  • Oversees program rule development and Fish and Wildlife Commission meeting process.
  • Supervises staff and oversees business operations for the Wildlife Program. Business operations such as: orienting staff to the Wildlife Program and Admin roles and their support functions, inventory; contracts management, fleet management, employee relocations, facility use, safety and training programs, records management, customer service, personnel actions, legislative bill analysis, and fiscal note process.
  • Plan, lead, organize, and oversee the work performed by the Wildlife Program administrative division staff. Assure appropriate and optimum use of the Wildlife Program’s resources and enhance the effectiveness of employees through timely appraisal and professional development opportunities. Provide effective change management leadership to ensure best resourcing of priority administrative work as expectations change (e.g., budgeting and rulemaking and Commission processes).
  • Develop and execute management and administrative projects, including policy review and revision; strategic planning; and program reporting. Establish deadlines and assign tasks to division managers to meet program/agency needs.
  • Support effective communications throughout the organization and within the Program. Maintain the highest standards of personal/professional and ethical conduct and support the State’s goals for a diverse workforce.

WORKING CONDITIONS: 

Work Setting, including hazards: Assigned duty station is in Olympia. Work performed almost exclusively indoors in a fast-paced office environment. Teleworking may be allowed upon annual approval of a plan; however, some routine in-office time will be required.

Schedule (i.e., hours and days): Position is overtime exempt and is expected to schedule work time within a typical 40-hour work week (adjusting as needed to meet business demands and deadlines).

Travel Requirements: Position requires some travel. Travel includes traveling between the Department’s work locations as well as other state agency locations. Occasional overnight travel may be necessary.

Customer Relations: Requires frequent interactions with internal customers and occasionally external customers.

Education:

  • A bachelor’s degree in physical or natural science, planning, public policy, or administration, environmental law, science, policy, or similar field.

And

 Experience:

  • Five years of program administration, project management, regulatory, planning, or policy experience.
  • Previous supervisory or management experience which could include applying principles of management, budget planning, strategic or policy planning, and/or personnel administration.

  • Professional Experience may substitute year for year for the education requirement.

Competencies:

  • Subject matter experience in the advanced principles and practices of public administration, and
  • business management.

PREFERRED QUALIFICATIONS: 

  • Effectively negotiate and resolve issues.
  • Manage and prioritize complex, competing assignments with very tight deadlines.
  • Experience developing and monitoring operating budgets.
  • Experience developing and managing contracts and grants.
  • Experience preparing legislative bill and fiscal note analysis.
  • Experience with policy and administrative rule development.
  • Experience supervising, mentoring, and evaluating staff.
