Position Details
This full-time unrepresented supervisory position is exempt from civil service law and has an official duty station at our Headquarters building in Olympia, Washington. Within the organizational chart, this position is located in the External Programs division
 
What does “EMS” mean? Exempt Management Service (EMS) is the term used to identify positions exempt from state civil service law. These positions do not have the same rights as classified positions. What does exempt from state civil service law mean?
 
The Partnership offers a modern hybrid work environment, which includes both remote and office settings in Olympia and Tacoma. Although it’s not an official duty station of the Partnership, the agency currently utilizes a co-work space at a location in Seattle as a drop-in work environment option for staff. You will be expected to report to the Olympia office on your first day of employment for onboarding.
 
The annual starting range of compensation for this position is between $94,500 – $104,500 depending upon qualifications. The full position salary range for is $94,500 – $114,400. Hiring supervisors can negotiate employment offers with candidates for this recruitment within the boundaries of the starting salary range based on a formulaic approach. The position range is the broader range the newly hired person can expect their salary to grow during their tenure in the position. Salary ranges will increase when future legislatively approved general wage increases for non-represented state employees occur. Bonuses, benefits, and/or additional pay may be available based on recruitment, retention, and incentives approved through legislative acts.
 
CONDITIONS OF THE WORKING ENVIRONMENT:
  • If currently living outside of Washington state, be able to relocate to Washington state within 30 days of the appointment date.
  • Begin your appointment no later than 90 days of accepting an employment offer with the Partnership. 
  • Occasionally travel throughout the state, which may include overnight stays, as required, while performing the duties of this position
  • Report for in-person work in group settings or for in-person work at an office building at least once a week or 32 hours per month. You may be required to work more frequently in an office setting than others if you’re unable to effectively conduct work remotely or as business needs arise.
  • Permanently reside in Washington state and available to report in person at Puget Sound agency offices and meetings as directed.

 

Duties

Some of duties include:

  • Lead and support the development of a system of indicators and targets for longer-term and shorter-term Puget Sound recovery goals.
  • Provide leadership and strategic guidance to the agency and the Director of Ecosystem Recovery on improving the agency’s use of adaptive management standards and best practices for performance management and adaptive management of Puget Sound recovery.
  • Lead the development and improvement of systems and processes to ensure we hold ourselves and partners accountable for achieving Puget Sound recovery targets, and evidence-based planning and decision-making.
  • Provide leadership and strategic guidance to the agency, the Puget Sound Management Conference and the Puget Sound recovery community on ways to improve and apply performance management, adaptive management, and evidence-based best practices to Puget Sound recovery planning and decision-making at all levels.
  • Identify the need for and oversee the Adaptive Systems and Accountability Program (ASAP) team’s work to develop or improve performance management and adaptive management tools for all scales of regional applications and processes.
  • Provide leadership and strategic vision for the Partnership’s accountability program.
  • Collaborate with and advise agency leadership on the direction of the accountability program to ensure the Partnership is meeting statutory requirements.
  • Provide leadership and strategic vision for the development and enhancement of Puget Sound recovery information management and decision support tools.
  • Collaborate with and support Partnership staff in developing and maintaining information management systems to share planning, implementation, monitoring, and evaluation information among diverse planning and implementing entities and across multiple geographic scales.
  • Provide supervision, coaching, mentorship and guidance to a team of five, including four direct reports.




 

Qualifications

Required Education, Experience, and Competencies:

  • Masters or other advanced degree in relevant natural or social science discipline, planning, resource management, or performance management; AND 
  • A minimum of five (5) years of relevant professional experience (e.g. science programs, ecosystem-based management, natural resource management, environmental programs and policy and performance management).
OR
  • Bachelor’s Degree in relevant natural or social science discipline, planning, resource management, or performance management; AND
  • A minimum of seven (7) years of relevant professional experience (e.g. science programs, ecosystem-based management, natural resource management, environmental programs and policy and performance management)
OR
  • Associate’s degree in relevant natural or social science discipline, planning, resource management, or performance management; AND
  • A minimum of nine (9) years of relevant professional experience (e.g. science programs, ecosystem-based management, natural resource management, environmental programs and policy and performance management)

Additional Required Qualifications:
  • Knowledge and skill in application of ecosystem-based management and frameworks for scientific engagement in ecosystem-based management.
  • Competency in strategic planning and evaluation of programs, including development and application of monitoring, evaluation and learning plans.
  • Competency in written and oral communication related to ecosystems, ecosystem recovery and protection, and the role of science in ecosystem management.
  • Outstanding creative thinking, critical thinking, and problem-solving skills.
  • Ability to train and inspire others to use adaptive management best practices.
  • Familiarity with, for example, the Open Standards for the Practice of Conservation, Structured Decision Making, Ecosystem Based Management, and LEAN.
  • Knowledge and skill in development and use of relational databases, cloud-based, collaborative information sharing software and performance tracking and reporting systems.
  • Competency in contract and project management.

  • Permanently reside in Washington state throughout employment and available to report in person at Puget Sound agency offices and meetings on a weekly basis. If the successful candidate is currently living outside of Washington, relocation must occur within 30 days of the appointment date. 

Preferred Education, Experience, and Competencies:
  • A minimum of six (6) years of relevant professional experience (e.g., science programs, ecosystem-based management, natural resource management, environmental programs and policy, performance management and program evaluation).
  • Extensive knowledge and application of Open Standards for the Practice of Conservation, Structured Decision Making, Continuous Improvement, and LEAN
  • Extensive experience in working with scientists, planners and other technical staff in a variety of organizations, including: state and federal agencies, academic and research institutions, local and tribal governments, business community, environmental NGO.
  • Extensive experience working in Puget Sound.
  • Commitment to advancing diversity, equity and inclusion initiatives.
  • At least one year of experience supervising, mentorship, or leading teams
