As the Accounting and Budget Program Manager (ABPM), you will play a critical role in the fiscal operations of the PSP by serving as the agency’s lead accountant.  The ABPM is responsible for ensuring all expenditures are made in accordance with state and federal law; budget and expenditure data is accurately reflected in the agency accounting records; and fiscal policy and procedures are established in accordance with Generally Accepted Accounting Principles (GAAP) and the State Accounting and Administrative Manual (SAAM).

Our main office is in a LEED Platinum-certified building on the waterfront in Tacoma, WA within a 10 minute walk of downtown (restaurants, shopping, museums, farmer’s market, etc.). Flexible work schedules are typical, including alternate work schedules and working from home or our remote office in Olympia or Seattle, WA, two or three days per week with supervisor approval.  Staff are issued laptop computers and mobile phones and have access to state vehicles for travel.  This position should expect to travel regularly to meetings throughout the region.

Duties

You will support the agency by ensuring sound financial direction and systems are in place, all state and federal funds are managed in compliance with state and federal law, funds are appropriately and accurately recorded, and management has the information necessary to make sound financial decisions.  The ABPM is the agency’s lead accountant and reports directly to the Fiscal Division Manager.

Some of what you will enjoy doing will include:
Budget:

  • Develops the agency biennial and supplemental operating and capital budget requests; is the lead for the creation of the budget documents in conjunction with Small Agency Financial Services (SAFS)
  • Preparation of the agency allotment plans for submittal to Office of Financial Management (OFM)
    • Analyze the supplemental and biennial enacted budgets
    • Prepare the agency supplemental and biennial allotments
    • Prepare quarterly allotment adjustments when necessary
  • Works with fiscal staff at state agencies to gather data leading to input to OFM on prioritizing state agency budget requests related to implementing the Action Agenda
  • Provides fiscal analysis of budget information for use in legislative hearings and the Legislative Fiscal Notes process
  • Develops the finance related components necessary to prepare grant requests to the Environmental Protection Agency and other federal agencies
  • Monitors legislative decisions to agency budget requests in the Version Reporting System (VRS) and Agency Budget System (ABS)
  • Prepares and recast Agency Activity Inventory
  • Tracks agency expenditures, forecasts future spending, and provides day to day analysis of the agency spending plan; brings any anomalies and proposed resolutions to the attention of the Fiscal Division Manager
  • Creates monthly budget analysis (for State and Federal Budgets) for use by the management team.  This includes analysis of monthly allotment and expenditure data and the development/implementation of reports that staff can use to manage their business line

General Accounting:

  • Responsible for agency accounting in the areas of chart of accounts, payroll and grant efforts and supports the Fiscal Division Manager and Chief Operations Officer in forecasting spending and financial needs in these areas.  Tasks include:
    • Develops and maintains an agency code structure that supports multiple funding streams with varying state and federal reporting requirements
    • Develops and maintains master indexes that accurately reflect the agency’s federally approved cost allocation plan
    • Monitors and analyzes direct and indirect expenditures to ensure agency accounting records are accurately recorded
    • Coordinates changes to employee and position account coding with SAFS
    • Establishes and implements a process to reconcile timesheet data to official account records (AFRS)
    • Prepares and adjusts accounting entries to accurately reflect personnel costs
  • Federal Grant Accounting Tasks to include:
    • Prepare multiple federal financial reports in accordance with grant requirements
    • Develop and maintain a system to account for federal grant match requirements, including match obtained from other agencies and contractors
    • Monthly reconciliation of federal revenue to expenditures
    • Review and approval of monthly federal revenue draw
    • Develop the Annual Indirect Cost Rate Proposal for submission to the EPA for approval
    • Apply the approved indirect cost rate to agency operations, including contractual agreements
    • Monitor the indirect rate and costs throughout the state fiscal year
    • Develops and updates the agency’s federally-approved cost allocation plan
  • State Fiscal Year Close Coordination:
    • Develops and manages timeline for agency tasks and deliverables
    • Communicates and coordinates state fiscal year close activities with agency staff, working with the Fiscal Division Manager.
