Summary

The King County Executive’s Office of Performance, Strategy, and Budget (PSB) is hiring interns to work with several different teams within the office as part of the 2024 PSB Summer Internship Program.
 
Interns will gain a firsthand understanding of the workings of government, get an overview of how projects, policies, and legislation are created and implemented, understand why civic engagement matters, and build an appreciation for the importance of public service. Depending on the assignment, interns may interact with a wide variety of people including staff, elected officials, community members, or program participants. 
Interns will have the opportunity to be part of a high-performing team and take advantage of County training and learning opportunities. Opportunities to engage as an intern cohort, network and connect with leaders across the organization, and participate in outings to various County operations add to the intern experience at PSB.

The Office of Performance, Strategy and Budget (PSB) is in the Executive department of King County government. It serves as a resource to the County’s departments and agencies in developing and implementing budgets, strategic plans, financial plans, visual management tools, continuous improvement processes, and performance metrics. It is also responsible for regional planning and implementation of Lean process improvement. Environmentally Sensitive Land Research & Planning Intern  

This internship will be with the Regional Planning section of PSB, which manages the County’s long-range planning under the Growth Management Act to set and implement long-range visions for how a community develops and grows. This includes managing policies and regulations related to local comprehensive plan, the countywide planning policies (CPPs), and regional and multicounty planning activities such as through the Puget Sound Regional Council. 

King County is undertaking the review of a land use category called “Urban Separators.” The Urban Separators land use designation – which was created to protect Natural Resource Lands (such as farms and forests), the rural area, environmentally sensitive areas, and to create open space and wildlife corridors within and between communities – has been addressed in a variety of ways by the 39 jurisdictions in King County but the results have not been reviewed by the County in many years.  This review is anticipated to take more than a year. The purpose of the internship is to help the County initiate this review through the job duties noted in the subsequent section. 

 

Job Duties

 

Mentored by a supervisor, the Intern will:

  • Research how Urban Separators are addressed in the local and countywide planning system in King County. 

  • Research if the CPPs in other counties include similar land use designations. 

  • Develop a system to harmonize the different terminology used by the individual jurisdictions to describe this designation so that the County can have a fuller understanding of this land use category. 

  • Develop a handful of case studies from selected cities to inform the County’s post-internship work. Developing the case studies will involve research into the selected city’s comprehensive plans and development regulations.   

Depending on the skills of the chosen interns, tasks could also include mapping or data collection. These tasks are not critical to the completion of the project nor the selection of the intern. 

 

Experience, Qualifications, Knowledge, Skills

 

  • This position is open to undergraduate or graduate students with an interest in urban planning, geography, public policy, and environmental research. Students in other programs with relevant interests and skills are also encouraged to apply 

  • Experience summarizing and consolidating information from a variety of sources into one report, report writing 

  • Experience with research and policy analysis; experience with data collection or mapping is  optional 

  • A commitment to supporting the objectives and goals of King County’s Equity and Social Justice Plan; and the county’s True North vision and values

TELECOMMUTING: 
This position will work a hybrid of in-person (on-site) and telework, depending on operational need. Interns will be provided with a County issued laptop and must maintain a workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours.
 
Employees must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required by the department in alignment with the Public Health Directive from the Seattle & King County Public Health Officer.

WHO MAY APPLY: This position is open to undergraduate and graduate students currently enrolled and continuing in the fall of 2024 in full time status at an accredited university/college with coursework in the described areas. Proof of full-time enrollment status may be required.
 
WORK SCHEDULE: The work schedule will be Monday-Friday. During the school term, the work week will consist of 10-20 hours at the discretion of your supervisor. During summer, the work week will consist of 40 hours.  These are internships expected to last until mid- to late-August, although the position may begin earlier or end later depending on project and scheduling needs.
