The Department of Natural Resources (DNR) has an exciting opportunity within our Washington Geological Survey. Are you passionate about geology, geophysics, and significantly impacting earthquake hazard assessment and research? Join us as the Lead Scientist and Program Manager for the Earthquake Hazards and Geophysics Program, where you’ll play a vital role in reducing earthquake risk in Washington State. You will lead a dedicated team conducting high-level research, managing multi-year projects, and mentoring scientists of diverse backgrounds. Your expertise will directly contribute to creating comprehensive seismic hazard maps and enhance public awareness and preparedness for earthquakes.
You will oversee multiple concurrent research projects and collaborate with various partners across local, state, and federal levels. Your strategic thinking will guide project development, budgeting, and logistics while ensuring that all products meet our high standards. We are looking for someone who is not only knowledgeable in geologic hazards assessments and geophysics but also possesses strong interpersonal skills and the ability to inspire others. Your leadership will foster a culture of collaboration and innovation, allowing your team to thrive while making meaningful contributions to emergency management and land-use decision-making.
You will manage both the Earthquake Hazards and Geophysics programs at the Washington Geological Survey. The Earthquake Program’s mission is to Reduce loss from earthquakes through understanding seismic hazards and risks and will:- Build a comprehensive and complete suite of seismic hazard maps for the state that complement and (or) build on efforts by other seismic hazard partners
- Strengthen the community of practitioners and researchers through outreach, collaboration, and information-sharing
- Grow public awareness and preparation for earthquakes
- Provide scientific expertise to decision-makers at all levels, including during/after earthquakes
- Lead post-earthquake data collection efforts
- Advocate and facilitate the dissemination of understandable products and information to the public and other partners
- Deploy available tools, people, and resources to assist, train, mentor, or complete studies that support DNR programs, with an emphasis on WGS efforts
- Grow group expertise, collaboration, and knowledge around existing methods and new techniques that benefit DNR programs and project partners
- Ensure equipment is maintained and ready to deploy
- Assist with post-earthquake data collection

Responsibilities:
Supervision and Mentorship- Support and mentor program scientists.
- Supervise teams on earthquake hazards and geophysical research.
- Assign work, set expectations, and evaluate performance.
- Facilitate hiring, training, and succession planning.
- Review work for compliance with standards, budget, and quality.
- Consult with partners and staff on earthquake hazard research.
- Manage concurrent projects and guide project scientists.
- Negotiate with management on product development and timelines.
- Develop funding sources and manage budgets for projects.
- Ensure all grant and project deliverables meet reporting requirements.
- Conduct and publish research on earthquakes and related topics.
- Lead and participate in projects for the Washington Geological Survey.
- Collaborate with various government partners and committees.
- Advise on earthquake hazards and emergency planning.
- Represent the agency as a subject-matter expert.
- Communicate research results to management, partners, and the media.
- Attend meetings to network and share research findings.

Qualifications
-
Required Qualifications:
- Bachelor’s degree with a major study in geology, geophysics, engineering geology, geotechnical engineering, or a related natural science field AND 6 years of professional experience related to the position.
OR a Master’s degree in one of these fields AND 4 years of professional experience related to the position.
OR a PhD AND 3 years of professional experience related to the position.
OR an equivalent combination of education and/or experience. - Professional experience involving geologic hazard assessments, not limited to liquefaction, fault studies, site conditions, field investigations, geophysical characterization or research, and land subsidence.
- Experience with creating and organizing multiple concurrent research projects, including establishing relationships and collaborating with scientists at diverse organizations, planning and coordinating field logistics, and budgeting.
- At least 2 years of successful people management, mentorship, supervision, and/or teaching across a broad range of personality types and work/life experiences; may be concurrent with the required 6 years of professional experience.
- Fluency with geologic and hazard maps and the ability to synthesize a broad array of geologic and geophysical information.
- Familiarity and basic fluency in the use of GIS to develop figures and maps.
- Excellent command of written English, with a preference towards clear and concise technical scientific prose.
- Knowledge of basic fiscal principles and their application to developing and managing budgets greater than $200,000/yr.
- Ability and desire to effectively plan complicated logistics for field work, plan project milestones, develop schedules, and other tasks requiring a high level of strategic thinking and logistical planning.

- Office, public meetings, and typically <10% fieldwork. Fieldwork may involve steep, uneven terrain in all weather conditions.
- Extensive in-state, with occasional out-of-state travel.
- A valid unrestricted driver’s license and have two years of driving experience. This position requires driving as an essential function. Finalists and/or interview candidates will be asked to provide a driving record from all states in which they have held a license during the past three years.
- A Washington Geologist License (LG) is required per RCW 18.220.020, as outlined in the individual performance development plan.
- A Washington Engineering Geologist License (LEG) is required per RCW 18.220.020, as outlined in the individual performance development plan.

- Specialized training in earthquake science; neotectonics; potential fields geophysics; seismic data acquisition, analysis, and (or) interpretation; structural geology or tectonics; modeling of solid-earth systems; all with a preference towards multi- or inter-disciplinary collaboration.
- Geologic knowledge of Washington State.
- The desire and ability to improve workflows.
- Experience in grant writing.
- Previous budget management, including the use of spreadsheets or other software to develop budgets and track costs.
- Experience working directly with government agencies (local, county, state, federal) and members of the public on geologic issues.
- The ability and desire to lead multi-person outreach meetings that seek consensus.
- Knowledge of applicable laws, regulations, and court decisions.
- Experience with public speaking.
