King County’s Office of Emergency Management is looking for a career service Emergency Management Program Professional with a background in critical infrastructure emergency response planning and Geographic Information Systems (GIS) to join our team. This position is responsible for working on projects and programs involving inter-agency, inter-jurisdictional, and multi-disciplinary coordination in King County.
Be a key player in the planning and development for present and future services. Roles involve daily interaction with senior-level management, elected officials, and multiple intergovernmental partners. Requires a self-starter who is interpersonally and politically savvy, can work on multiple projects, and is a great problem solver.
POSITION SUMMARY:
The Dam Safety Program Planner will work closely with critical infrastructure partners, such as dam owners and operators, local jurisdictions, and other response partners to support risk reduction efforts by updating and/or developing response plans, conducting public education and outreach, and developing strong partnerships.
CURRENT POSITIONS – Successful candidates will be placed in the Emergency Management Program Assistant or Coordinator classification. Classification determinations will be based on experience, skill, and knowledge the candidate demonstrates.
Emergency Management Program Assistant salary is: $39.05 – $49.50
Emergency Management Program Coordinator salary is: $43.97 – $55.74

SCOPE OF JOB DUTIES:
The successful Emergency Management Program Coordinator candidate, at a minimum, will demonstrate skill and ability to:- Facilitate the development and administration of multiple emergency management programs focused on risk reduction, which may include complex components of grant and contract management, hazard and threat identification, risk assessment, emergency planning, capability development, training and exercises, and event planning.
- Participate in Emergency Operations Center (EOC) operational readiness activities including writing procedures and coordinating maintenance of equipment, training, and exercises.
- Conduct outreach and education for communities in King County areas that are potentially at risk of being impacted by critical infrastructure failures.
- Coordinate with critical infrastructure partners, as well as city, county, state, and federal partners to enhance or maintain preparedness and response plans. Participate in the development and administration of multiple emergency management programs which may include assessments, planning, training, and exercises for critical infrastructure hazards.
- Develop detailed maps of critical infrastructure hazards using geographic information systems (GIS) to support planning, response, and mitigation efforts.
- Develop, plan, and facilitate multiple workshops for partners and legislative/executive mandated committees.
- Analyze and assist with developing recommendations for process improvement, reducing waste, and promoting value-added activities during day-to-day operations, and during EOC activations.
- Promote, support, and facilitate regional coordination, communication, and collaboration, to unify and/or connect region-wide emergency management practices.

Emergency Management Program Coordinator:- Have significant (2+ years) background and knowledge of hazard mitigation planning, community planning, critical infrastructure, critical infrastructure protection, and/or Geographic Information Systems (GIS)
- Have significant (2+ years) background and knowledge of current emergency management principles and practices and local, state or federal critical infrastructure protection programs; OR any combination of education and experience that clearly demonstrates the skill and ability to perform the job duties.
- Have significant (2+ years) experience working with GIS systems, developing, analyzing, and interpreting maps in many formats.
- Are knowledgeable of current principles and practices in grant management and project management.
- Are able to conduct and analyze capability, gap analysis, and preparing reports.
- Have a track record of developing and maintaining working relationships with a variety of constituents and individuals from diverse backgrounds.
- Are flexible and can adapt as required, while working in a multi-faceted and sometimes ambiguous environment.
- Are comfortable and proficient with the use of office productivity tools in daily work (The County uses Microsoft Office, and other online collaboration tools).
