The Department of Natural Resources (DNR) has an exciting opportunity within our Aquatic Resources Division to support our Mooring Buoy and Ports Programs. Join us and help shape how state-owned aquatic lands are used, restored, and protected as part of our unique aquatic leasing system. This work will directly support our efforts as the stewards of state-owned aquatic lands, ensuring that the processes for managing our mooring buoy fields and other use agreements align with our environmental goals, as well as support our high standards for customer service. The Mooring Buoy Program Technician oversees the day-to-day operation of the contract management support activities for the Mooring Buoy Program and Ports Program. The person in this position prepares legal documents, ensures that rent, bonds, and insurance policies for land use authorizations are in good standing, sends out billings, reconciles accounts receivable, updates and maintains information in multiple databases, researches and compiles technical information, edits and sends out correspondence, organizes and maintains formal records, and performs internal audits on accounts. This position is also responsible for Mooring Buoy Program fieldwork data collection and inventory using Esri software programs Survey 123 and Field Maps, assists the Mooring Buoy Program Manager with fieldwork activities, and may be responsible for UAV drone operations. Lastly, this position will support our Aquatics Division Administration with tasks as needed. -
Duties

Responsibilities:
As the Mooring Buoy Program Technician (Property & Acquisition Specialist 1) your responsibilities include the following:- Mooring Buoy Program (60%)
- Receive, track, and review mooring buoy application materials.
- Prepare and execute reauthorizations of 5-year agreements generated in automated online systems through SalesForce and DocuSign.
- Provide required information to internal staff at the Title & Records Office and NaturE Unit technical staff to obtain authorization and business partner numbers.
- Lead on NaturE to maintain, invoice, and track buoy program financial accounts. Update SalesForce for contract management needs.
- Review monthly financial reports and take appropriate action.
- Lead for tracking and maintaining buoy grievance spreadsheet.
- Using ArcGIS or ArcGIS Pro, create maps for public notice and final authorization agreements.
- Conduct Habitat Stewardship reviews and ensures proposed improvements align with the Agency’s standards and programmatic strategies. Trouble-shoot habitat stewardship concerns (such as siting, depth, forage fish, native aquatic vegetation, geoduck beds, sensitive species, etc.); elevate to supervisor as needed.
- Support Habitat Stewardship unit as needed (e.g. draft outreach materials for website, support public outreach events, etc.)
- Ports Program (20%)
- Create, post, and manage public notices on the external DNR website.
- Provide information to the Ports Program Manager as requested for preparing the transmittal letter, review, and final format, and add transmittal letter to SalesForce.
- Ensure receipt of rent, insurance, and any security, as needed, before DNR signs agreements.
- Update NaturE with use authorization and or survey details, resubmissions/tasks, close out old authorizations or terminations
- Complete required file audits as requested.
- Aquatics Division administrative support (20%)
- Serve as the ARD Receptionist (in the office twice a week to scan, sort, and distribute mail and packages).
- Scan and email all incoming mail to recipients coordinate pick up/delivery of received packages, and copy documents as needed.
- Process incoming and outgoing faxes and distribute them accordingly.
- Respond to requests for publications, bulletins, applications, and other technical information about the Aquatic Resources Program.
- Support Aquatics Office Manager for Division support.
- DocuSign initiation, tracking, and distribution when needed.
- Assist Senior Secretary with public record requests.

Qualifications
-
Required Qualifications:
- Associate’s Degree in natural resource management, real estate, forestry, science, engineering, land use or environmental planning, business or other relevant field
AND two years of experience in performing technical or paraprofessional duties related to business administration, natural resources, real estate transactions, leasing contracts, or land use development and permitting.
OR a combination of education and/or equivalent experience. - Experience with managing records and files.
- Experience with understanding, interpreting, and enforcing contract terms.
- Experience interpreting laws, regulations, and policies pertaining to land or property management.
- Commitment to fostering and supporting an environment that honors diversity, equity, inclusion, and environmental justice practices.
- Perform assigned duties in a manner consistent with applicable laws, regulations and public records retention and requests are followed.
- Must clearly demonstrate the ability to:
- Proficiently use computers and software such as Microsoft Word, Excel, Outlook, and GIS and/or additional ESRI data collection software (Survey 123/Field Maps).

- The work environment is approximately 95% in an office environment and 5% in the field. Two days per week are required in-office, preferentially alternating days with the office secretary due to the delivery and sorting of mail. Fieldwork involves driving on congested roads with a high volume of traffic. It may also involve working around boats, docks, beaches, and open water in various weather types.
- Occasional travel/fieldwork to support buoy work or Asset Management and Planning Support as assigned.
- Bachelor’s Degree in natural resource management, real estate, forestry, science, engineering, land use or environmental planning, business, or other relevant field.
- Experience conducting inventories in the field and compliance follow-up.
- Ability to competently use database software, such as NatureE and SalesForce.
- Experience working with and providing customer service to the general public and representatives from businesses, governmental organizations, tribes, or lessees/tenants.
- Basic survey and aerial photography interpretation.
- Experience working with and/or negotiating leases or other legal contracts, and the ability to understand, interpret, and enforce contract terms such as rent, insurance, land surveys, and financial security requirements. Knowledge of the laws and regulations governing the management of state aquatic lands or natural resources
