You will work with a dynamic team of professionals supporting the financial needs of wildland firefighting programs by reducing wildfire risk, fire suppression, and promoting healthy forest practices.
The DNR is looking for a Wildland Fire Incident Business Manager to provide financial and business support to the statewide fire suppression operation. This position works with Operations, Aviation, Planning, and Logistics within the Wildland Fire Management Division to provide support to the fire suppression operations within the state of Washington, and represents the DNR on several interagency committees. The Wildland Fire Management Division’s Business and Operations team provides budget and financial service support to the division and coordinates budget and incident business services to DNR’s six regions. You will be responsible for division-wide budget development and budget tracking for the Statewide Emergency Fire Suppression Budget, developing and overseeing the statewide Incident Business Program, and supervising one Financial Analyst 4. -
Duties

Responsibilities:
- Oversees development of Monthly Fire Suppression Cost Reporting, and prepares budget requests for Emergency Fire Suppression funding.
- Provides oversight and develops guidance about the agency’s internal incident business practices that are utilized when the agency is engaged in Emergency Fire Suppression.
- Represents the agency on several interagency committees.
- Research, analyze, and define best practices related to incident business, incident finance, and the emergency fire suppression budget.
- Assist with the development of agreements and operating plans.
- Train new region and division staff on fire fiscal and incident business processes.
- Develop manuals for fire fiscal processes.

Qualifications

Required Qualifications:
- Bachelor’s degree in public administration, business management, accounting, or other relevant field AND 3 years experience working with local, state, or federal
agencies and experts on incident business, finance, or management policy guidance issues;
OR an equivalent combination of education and/or experience. - 2 years experience working with the state’s fiscal or budget systems.
- Proficiency as an expert in the use of Microsoft Excel including utilizing Pivot Tables, VLOOKUP, and other Excel functions.

- Perform assigned duties in a manner consistent with applicable laws, regulations and public records retention and requests are followed.

- The work is performed in an office setting.
- The position requires in-state travel away from the duty station and occasional overnight travel. Weeklong travel out-of-state to fulfill the duties of the PNWCG Incident Business Committee meetings and Western States Business Manager committee meetings may occur 3-5 times per year.
- Master’s degree in public administration, business management, accounting, or an equivalent degree.
- Knowledge of DNR’s budget and financial reporting systems.
- 3 years of supervisory experience.
- Advanced skills in management and business principles and methods, usually gained through attainment of a bachelor’s or advanced degree or at least 2 years of experience in business management with an emphasis on management analysis or accounting.
- 2 years of experience, with direct or indirect responsibility, managing an annual budget, budget development, and budget management principles.
- Strong analytical skills and detailed knowledge of incident business practices.
- Experience applying business management skills in the wildfire or emergency management environment and experience as an Incident Business Advisor and
Finance Section Chief Type 2 or Type 3 within the Incident Command system. - Experience using communication (both verbal and written) negotiation, mediation, and collaboration skills to professionally navigate and encourage interagency cooperation while independently making strategic decisions, often within short timeframes.
- Knowledge of Washington’s legislative processes.
- Knowledge of DNR’s culture and individual programs, with personal work experience in both a region and a division.
- Knowledge of agency policies and procedures, state statutes, OFM rules, union agreements, and agency revenue systems.
- Experience as a Cost Unit Leader within the Incident Command system.
