The Department of Natural Resources (DNR) has an exciting opportunity within our Aquatic Resources Division. The Habitat Strategic Initiative Lead (HSIL) is an interagency program, co-led by the Washington Department of Natural Resources (DNR) and the Department of Fish and Wildlife (WDFW), to advance habitat protection and restoration in Puget Sound under a cooperative agreement with the U.S. Environmental Protection Agency (EPA). -
Duties
-
Responsibilities:
- Coordinate and implement the Habitat Strategic Initiative Lead (HSIL) sub-award program.
- Lead the negotiation of Statements of Work and budgets with successful Request for Proposal (RFP) applicants (i.e., staff at government agencies, tribes, special districts, or non-profit organizations) that highlight the connections to the Implementation Strategies (Floodplains and Estuaries, Land Development and Cover, Shoreline Armoring, and Marine Vegetation).
- Manage the HSIL sub-awards and contracts.
- Facilitate technical content review of sub-award deliverables by HSIL team members or Subject Matter Experts (technical staff from government agencies, local jurisdictions, and non-profits, etc.).
- Work with the HSIL Communications Lead to share outputs from the subawards on the Strategic Initiative Lead (SIL) website or other appropriate avenues.
- Complete EPA-required reporting for the sub-award program and organize sub-award records to ensure record retention and EPA requirements are met.
- Support the development of RFP applications and evaluation materials on specific topics following EPA funding guidance.
- Support the overall HSIL-EPA work plan by supporting team activities and providing situational awareness.

Qualifications

Required Qualifications:
- Bachelor’s degree in natural resource or environmental science, natural resource or environmental planning, or public administration or public policy with an environmental emphasis, or closely related field (note: four years of experience in the above fields may substitute for a bachelor’s degree) AND At least two years of professional experience in natural resource or environmental science, natural resource or environmental planning, or public administration or environmental policy.
OR An equivalent combination of education and/or experience. - Experience managing the administrative aspects of a program, including contract management and reporting requirements.
- Basic use of Microsoft Office programs (including Word, Excel, and PowerPoint).

- Work is performed almost exclusively indoors in an office environment. Exposure to hazards is limited to those commonly found in government office environments.
- Infrequent day trips or overnight travel (approximately 12 times per year anticipated) within the Puget Sound region will be required to meet with partners, conduct business, or attend or provide training.
- A master’s degree in natural resource or environmental science, natural resource or environmental planning, or public administration or public policy with an environmental emphasis, or a closely related field (two years of professional experience in the above fields may substitute for a Master’s degree)
AND two years of professional experience in these areas (or one year of experience as an Environmental Planner 2). - Ability to develop and maintain collaborative working relationships, build rapport, and partner with local, state, and federal governmental agencies, and tribes, regarding issues pertaining to habitat protection and restoration.
- Knowledge of the Puget Sound Action Agenda and Puget Sound recovery goals.
- Leading and facilitating a team or work groups to achieve desired and productive outcomes.
- Knowledge of natural resource laws, policies, and programs and how these affect and/or enable fish, wildlife, and habitat conservation in Washington State, and the ability to interpret and apply them in order to achieve expected results.
- Experience applying knowledge of Puget Sound fish and wildlife biology, habitat science, and ecology to anticipate fish, wildlife, and habitat needs, potential impacts, and likely remedies.
- Bachelor’s degree in natural resource or environmental science, natural resource or environmental planning, or public administration or public policy with an environmental emphasis, or closely related field (note: four years of experience in the above fields may substitute for a bachelor’s degree) AND At least two years of professional experience in natural resource or environmental science, natural resource or environmental planning, or public administration or environmental policy.
