Position/Project Specifics:

Pacific States Marine Fisheries Commission is seeking a highly motivated individual to assist the U.S. Geological Survey as a fish husbandry technician at the Marrowstone Marine Field Station. Understanding the components of morbidity and mortality to populations of wild animals, infectious and parasitic diseases represent important, yet largely understudied factors; likely because their effects often go unnoticed. One approach to assessing the impacts of endemic pathogens is to perform controlled pathogen-exposure experiments on regionally important fishes like pacific herring and salmon.

 

The primary responsibilities of the incumbent will be to provide daily care and husbandry for colonies of specific pathogen free marine fish at the Marrowstone Marine Field Station, located in Nordland, Washington. Daily care will involve continued rearing, feeding, tank cleaning, live feed production, and general procedures requires in a biosafety level -2 marine fish containment laboratory. Secondary responsibilities will include assisting scientists with ongoing experiments involving these and other fish as well as assisting with laboratory diagnostics on samples from ongoing experiments and field surveillances

All phases of rearing marine larval fish will be performed by the incumbent, including but not limited to cultivation of live feed (phytoplankton, rotifers, and Artemia), disinfection of tools and laboratory equipment, feeding larval fish, cleaning tanks, etc.

Physical Demands:

The work requires physical exertion such as bending, crouching, stooping, stretching, reaching, climbing ladders, or similar activities. The incumbent should be able to lift up to 40 pounds. Additionally, the work requires above average manual dexterity and coordination, necessary to perform common laboratory techniques and safely negotiate wet floors.

 

 

Work Environment:

Work is based at a marine field station located on an exposed peninsula in north Puget Sound. Climatic and weather conditions at the facility can be extreme and include severe rain and wind. The incumbent conducts a combination of office, laboratory, and field work. The office and laboratory are adequately lighted, heated, and ventilated. Temperature and weather extremes may be encountered in the performance of outdoor work. Field and laboratory duties may require the use of special protective gear. The incumbent is expected to conduct duties in a safe and orderly manner so as not to endanger self, fellow coworkers, or property with which entrusted.

 

 

Qualifications

Minimum Qualification Requirements:

A range of experience and education may be presented.  At the lower end of the range, candidates must present six months of General Experience* OR one year of education above the high school level that included at least six semester hours in any combination of scientific or technical courses.  An equivalent combination of experience and education is also qualifying.

At the upper end of the range, candidates must present one year of Specialized Experience** OR a 4-year course of study above high school leading to a bachelor’s degree with a major or at least 24 semester hours of coursework in any combination of scientific or technical courses.  An equivalent combination of experience and education is also qualifying.

Fisheries Technician 1- Yuba River Monitoring

Position/Project Specifics:

Pacific States Marine Fisheries Commission is seeking a highly motivated and passionate individual to assist with monitoring lower Yuba River fish communities. Specific duties include, but are not limited to, assisting biologists in conducting adult salmonid spawning and redd monitoring surveys, escapement surveys that include otolith extraction and other genetic sampling, temperature monitoring and maintenance of in-stream equipment, predation sampling using hook and line techniques, and Vaki Riverwatcher maintenance.

 

Eligible candidates will have a working knowledge of the scientific process and an understanding of the importance of following set protocols and procedures. Field work is required and will encompass a combination of hiking, kayaking, hook and line angling, underwater camera deployement, snorkeling, and motorized vessel travel to collect field data. Candidates must be able to hike or kayak up to 10 miles a day in remote areas, over rough terrain, and in adverse weather. They must be able to lift up to 50 lbs, perform strenuous field work, orient themselves using digital maps, operate 4wd vehicles and ATVs, and follow strict field and safety protocols. Since there are multiple agencies, technicians, biologists and hydrologists involved with the project and office space, candidates must have very good interpersonal skills and an overall positive attitude. We are looking for team-players.


The position will start in September 2024 and will go through the end of February 2025. In general we work 4 days/week and 10 hours/day, but additional holiday and weekend work could be required.

 

HOUSING IS NOT PROVIDED.

 

 

Duties and Responsibilities include:

  • Operate and maintain various motorized water craft and 4WD trucks.
  • Accurately collect biological and environmental data using established protocols.
  • Collect and process fish carcasses for mark/recapture efforts using gaffs and machetes.
  • Make standardized observations including but not limited to species identification, sex, length, and reproductive condition.
  • Effectively identify and enumerate salmonid redds and features such as pot depression, tail spill, and gravel composition while using GPS devices.
  • Accurately input biological and environmental data on field forms, and/or computer databases.
  • Assist with daily QA/QC of collected and entered data.
  • Maintain and clean field equipment, Vaki Riverwatchers, and boats.
  • Adhere to and enforce all safety protocols including CDC guidelines for COVID-19.
  • Assist with other project tasks as assigned.
  • Candidates must be willing to work in inclement weather, wading/swimming in swift water, hiking rough terrain, and work weekends and holidays if needed.
  • Candidates must be flexible to assist other agency projects on an as needed basis.

 

 

Essential Functions

  • Participate in survey crews that conduct regional fishery presence/absence research, recreational/commercial fishing surveys, anadromous fish escapement surveys (carcass, redd, trap/weir, snorkel, etc.), or tag detection and mark recovery surveys. Make standardized observations such as species identification, length, weight, behavior, growth, survival, reproductive condition, and/or signs of parasites, diseases or pathogens, fin clips or tags.
  • Collect and organize biological and habitat samples and collections (such as scales, otoliths, ageing structures, other tissues, water quality, etc.).
  • Make regular facility inspections including, for example, dewatering equipment, pumps, flumes, gates, tanks, screens, filters, gatewells, and/or tag interrogation equipment. Monitor and maintain water quality levels. Record findings and adjustments made. Respond appropriately and immediately to emergencies.
  • Summarize and input biological or habitat data on field forms, electronic data loggers, and/or desktop computers. May assist with preliminary data summaries and analyses, technical report writing, or database management.

 

 

Knowledge Required by the Position:

At the lower end of the range, employees use knowledge of basic arithmetic, reading, writing, and data collection to perform routine or repetitive tasks. 

At the upper end of the position range, employees use knowledge of the basic principles and protocols of fish biology to make readings, measurements, and observations; execute tests; collect samples, etc.   If complex equipment systems are operated, the employee has the knowledge to perform calibrations or adjustments to achieve desired results.

Demands can range from moderate –where there is walking, climbing stairs and ladders, reaching, lifting, bending, and strenuous sweeping– to rigorous.  In the latter case, the incumbent must be able to handle buckets of water or gear weighing up to 50 pounds.  Long daily periods of hiking, carrying equipment, swimming, and/or standing may be required.  Camping out for extended periods may be required. Some work requires the ability to maintain footing in fast-moving water. 

 

 

Work Environment:

A portion of the work is performed in an office setting with adequate lighting, heating and ventilation.  The majority is performed in fish processing labs, fish holding areas, and/or in the field.  Incumbents may work on narrow, elevated walkways and platforms that are over or adjacent to water.  Field work involves exposure to all types of weather, slippery rocks, trails, irregular terrain, insects, poison oak, rough or fast-moving water, or cold water temperatures. Work at high elevations or aboard boats may be required.

Position/Project Specifics:

Pacific States Marine Fisheries Commission is seeking a highly motivated and passionate individual to assist with the monitoring of lower Yuba River fish communities. The Fishery Biologist 2 will work under the direction of the Project Manager to implement monitoring and evaluation studies, and will be primarily responsible for analyzing biotic and abiotic data associated with the monitoring efforts.

 

Specific duties include, but are not limited to, leading biologists and technicians in conducting adult salmonid spawning and redd monitoring surveys, escapement carcass surveys that include otolith extraction and other genetic sampling, juvenile salmonid survivorship studies (predation and acoustic telemetry tracking through JSATS), temperature monitoring, modeling and maintenance of in-stream equipment, salmonid spawning gravel supplementation and digital elevation modeling, and supervising VAKI Riverwatcher maintenance.

 

Eligible candidates will have a working knowledge of analytical techniques as they apply to ecological systems and will possess strong technical writing skills necessary for drafting technical reports and study design plans when required. Field work is required and will encompass a combination of hiking, kayaking, hook and line angling, underwater camera deployment, snorkeling, SCUBA diving, and motorized vessel travel to collect field data. Candidates must be able to hike or kayak up to 10 miles a day in remote areas, over rough terrain, and in adverse weather. They must be able to lift up to 50 lbs, perform strenuous field work, orient themselves using digital maps, operate 4wd vehicles, and follow strict field and safety protocols. Strong experience with R, ArcMap, and Microsoft Office Suite are required to fulfill job duties. Experience conducting salmonid abundance surveys, redd surveys, and knowledge of RTK surveying is desirable. Experience using Lightworks, Trimble and Uinta software, HOBOware software, database management, data QA/QC and curation is highly desired.


The position will start September 3, 2024 and will be a full-year, full-time position with benefits. The Fishery Biologist 2 will be expected to work 4 days/week at 10 hours/day, additional holiday and weekend work could be required but is rare.

 

 

Essential Functions:  

  • Following existing protocols for fish health screenings; conduct tissue sample collection, bacterial testing and analyses, blood collection and analyses, parasite identification, and necropsies on experimental fish populations. Recommend modifications of existing research protocols. Design data collection forms and set up research databases for integration of data. Compile and analyze data for reports, prepare graphics, contribute to or write papers for peer-reviewed journals, and present research results at professional meetings.
  • Develop age composition structures, stock assessments, escapement totals, harvest levels, run reconstruction frameworks, and/or run forecasts for designated fish species and stock. Evaluate and direct sampling efforts or reporting practices to best meet data requirements. Write memoranda and reports necessary for transfer of information to the appropriate individuals, agencies, and organizations.
  • Write or contribute to papers and reports for publication, and compile reports on results of data collection and analysis. Prepare and deliver formal and informal presentations at seminars, meetings, etc.
  • Conduct limited physical and biological watershed, stream, and fish habitat assessments. Responsible for conducting data investigation and research, drafting technical report, database management, GIS for all physical and biological data, and survey and inventory results. Prepare, present, implement and update watershed assessment plans.
  • Assist in writing contract proposals and progress reports. Assist in developing detailed contract specifications, task statements, quality of work criteria, and other specifications.
  • Monitor budget expenses for projects, control purchasing, and manage equipment inventories.

At the upper end of the range, the Fishery Biologist has specialized knowledge and demonstrated competence in advanced techniques of a complex area of fish biology sufficient to serve as a troubleshooter or specialist.  The employee is competent to modify or adapt standard techniques, processes and procedures, and to assess, select, apply precedents and devise strategies and plans to overcome significant problems related to species production, protection, habitat restoration, or program management and evaluation. Planning reports generated by employees at this level assess the impact of various multi-faceted management or public practices on a resource. Upper range work examples include:

  • Use biological information to evaluate run profiles and habitat suitability in stocked streams within a major geographical area. Develop comprehensive management plans to insure preservation, protection, and enhancement of habitats.
  • Plan, design and implement research studies on fish health and/or nutrition. Analyze and report biological and/or genetic information affecting future selection, rearing, and spawning activities.
  • Prepare both quarterly progress and annual reports on run status and hatchery or fish facility operations.
  • Monitor and evaluate hatching, rearing and planting of fish. Evaluate and monitor adult return rates. Develop new rearing strategies.
  • Prepare fish habitat measurement plans or management plans for a watershed or large geographic area.
  • Diagnose various fish diseases or nutritional disorders in experimental populations or brood stock. Develop modifications to existing health protocols as well as experimental protocols.
  • Write publishable reports of research and project findings.

Data Management Specialist 2-Natural Science-Data Management and Tools

Position/Project Specifics:

 

This full-time position with the Pacific States Marine Fisheries Commission (PSMFC) involves in-person work at the PSMFC office, coordinating with program staff and external partners on data management and accessibility. The Data Management Specialist will primarily focus on the Recreational Fisheries Information Network (RecFIN) and the Salmon Data Discovery Tool projects. Established in 1992, the RecFIN Program integrates recreational fishery sampling efforts from California, Oregon, and Washington into a single database and is currently modernizing its system and exploring cloud solutions. The Salmon Data Discovery Tool, a new system under development, aims to improve access to diverse salmon information across all habitats and life cycles.

 

The Specialist will assist with other data systems, both legacy and newly developed, to support Tribal, Federal, and State partners. Responsibilities include data compilation, entry, script-based uploads, user testing, help desk support, and content updates on collaborative platforms and websites. The role also involves data versioning, documentation, electronic data transfer, legacy data migration, QA/QC, and enhancements to data queries and web visualization. Tasks will include system maintenance, script development, application testing and implementation, technical documentation, and user interface design.

 

Working within a team environment, the Specialist will compile data from various sources, ensure data meets exchange standards, update program websites, and develop draft products such as documents, presentations, and spreadsheets. The role supports the development of data systems and user tools, organization and implementation of program committee and team meetings, and participates in regional meetings like the Emerging Technologies Information Sessions. Assignments are planned and executed independently under general guidance from senior team members and the Senior Program Manager.

 

The successful candidate will demonstrate proficiency in data management and entry/query tools (e.g., Google Sheets, Google Forms, Access, SQL databases) and Microsoft Office. Familiarity with, or the ability to learn, tools such as GitHub for documentation and versioning, ArcGIS online tools like ESRI Dashboards, data extraction/transformation/loading scripts, and platforms like SharePoint and WordPress is essential. The candidate must be adaptable, capable of handling multiple tasks, reprioritizing work, and collaborating respectfully. Experience or the ability to learn database design management, data security and integrity standards, data validation, and software solutions for data processes is required. The position demands independent thinking, self-learning, and self-motivation to complete tasks with minimal supervision, and the ability to develop and maintain working relationships with diverse colleagues and partners in natural resources and data systems.

  • Compile project data into standardized electronic data formats. This includes accessing filed information, verifying its accuracy and completeness, performing data entry, electronic data transfer, editing, and error checking.
  • Extract relevant data presented in various text and numeric formats, reports, tables, graphics, or figures.
  • Maintain local versions of datasets per established regional database exchange formats and standards.
  • Maintain a local archive of current and historical reports and documents. Coordinate the regular transfer of reference materials to archives and libraries.
  • Train technical and general users in the use of database applications like Access and Google Forms through individual instruction and/or group presentations.
  • Create queries, summaries, and/or maps in response to requests for customized data using tools like SQL databases and ESRI Dashboards.

At the upper end of the range, employees:

  • Develop and implement databases and libraries, integrating new data with historical databases and spreadsheets. Custom interface tool use may be required.
  • Produce written research and statistical reports (including graphs, tables, maps, and text), data sets, and data summaries using a variety of analytical techniques and software tools.
  • Document data handling and reporting processes to ensure consistency and validity of data between and within sites. Files may come from sources that use different computer hardware, software systems/protocols, and different communication packages.
  • Maintain and update data catalogs, directories, and metadata.
  • Perform system maintenance and backups, including routine database checkpoints, checkpoint verification, tuning, data-process merges, and user account management. Restore files when required.

Supervisory Controls

 

Work is assigned based on project goals, objectives, priorities, and sometimes specific tasks. At the lower end of the range, the employee exercises initiative in solving common technical and procedural problems, referring unusual issues to a supervisor or higher-graded employee for consultation or review.

At the upper end of the range, the employee plans and carries out assignments independently, guided by experience and knowledge to complete objectives. Assistance is sought only for the most unusual issues. Planning, execution, and accuracy of the data produced are typically accepted without detailed review, even for customized assignments.

The McCloud River Winter Run reintroduction is a new project that is in need of Fisheries Technicians to help conduct RST monitoring, capture efficiencies and remote site egg incubation.

PSMFC is looking for a motivated person to help out the lead field biologist working on a pilot project to reintroduce winter-run Chinook Salmon (winter-run) to the McCloud River upstream of Shasta Reservoir. This job offers the opportunity to participate in a history-making project to return winter-run Chinook salmon to their ancestral home in the McCloud River. The position will allow you to work with diverse interest groups, and to apply your knowledge of salmonid life history, fisheries monitoring and aquaculture techniques. Additional skills that will be needed include general ecological principles, principles of fish habitat evaluation and restoration, and fisheries management

 

 

Essential Functions: 

Responsibilities include construction and maintenance of remote site egg incubation systems (RSI’s), water quality monitoring, and release of winter-run fry into the McCloud River. Incumbents will also maintain field notes and electronic databases, and may be asked to help produce technical reports related to operation of RSI’s on the McCloud River.  Incumbents will help operate and maintain rotary screw traps, fyke nets, and associated fish trapping gear. Incumbents may also be required to conduct additional juvenile salmonid monitoring, including snorkel surveys. Habitat typing and additional water quality monitoring may be required as well. Incumbents will be responsible for transportation and release of reintroduced winter-run fry, as well as coordination with State or Federal hatcheries to obtain and transport fish for trap efficiency trials or other surrogate fish investigations.                                                      Incumbents will be required to maintain field notes and electronic databases, and help produce technical reports related to operation of fish trapping equipment, and fisheries surveys conducted on the McCloud River.

Work Environment:

This position is primarily a field position. Applicants should have the ability to work outside, work in inclement weather, conduct physically demanding work, and work long hours as needed. Primary field work will occur in or near swift-water and will require the ability to negotiate rough and unstable terrain. Travel to field sites will require an ability to operate 4-wheel drive vehicles off-road. Overnight stay at field sites will be required. Weekend and holiday work will be required. Must have a valid Driver’s License and be prepared to travel using a State-owned vehicle.

 
 
 

Qualifications

Minimum Qualification Requirements:

A range of experience and education may be presented.  At the lower end of the range, candidates must present six months of General Experience* OR one year of education above the high school level that included at least six semester hours in any combination of scientific or technical courses.  An equivalent combination of experience and education is also qualifying.

At the upper end of the range, candidates must present one year of Specialized Experience** OR a 4-year course of study above high school leading to a bachelor’s degree with a major or at least 24 semester hours of coursework in any combination of scientific or technical courses.  An equivalent combination of experience and education is also qualifying.

Fisheries Technician 1 – Upper Sacramento Steelhead Monitoring

Job Description

 

Position/Project Specifics:This seasonal position will be working on the Sacramento River Steelhead monitoring program out of Red Bluff, CA. The candidate will be required to operate and maintain screw-traps on tributaries to the Upper Sacramento River. Additional duties will include: PIT tagging juvenile salmonids, constructing PIT tag antennas and arrays and resistance board weirs, and data entry. Duties will also include performing surgeries on juvenile salmonids to implant acoustic tags. On occasion the candidate may also be required to participate in snorkel surveys on tributaries as well as the main stem Upper Sacramento River. Knowledge of salmon and steelhead life histories is highly desirable. Screw Trap and PIT tagging experience would be beneficial as well. Weekend work is mandatory.

  • Participate in survey crews that conduct regional fishery presence/absence research, recreational/commercial fishing surveys, anadromous fish escapement surveys (carcass, redd, trap/weir, snorkel, etc.), or tag detection and mark recovery surveys. Make standardized observations such as species identification, length, weight, behavior, growth, survival, reproductive condition, and/or signs of parasites, diseases or pathogens, fin clips or tags.
  • Collect and organize biological and habitat samples and collections (such as scales, otoliths, aging structures, other tissues, water quality, etc.).
  • Support captive fish-rearing activities including spawning, incubating, feeding, sampling, sorting, handling, medicating, anesthetizing, and transporting fish. Monitor the status of facility systems and equipment. Assist in the development, fabrication, construction, and maintenance of systems.
  • Make regular facility inspections including, for example, dewatering equipment, pumps, flumes, gates, tanks, screens, filters, gatewells, and/or tag interrogation equipment. Monitor and maintain water quality levels. Record findings and adjustments made. Respond appropriately and immediately to emergencies.
  • Support watershed and stream assessments by working as part of a field team that performs habitat surveys. Includes road inventories, stream habitat inventories, channel typing, habitat typing, woody debris, and riparian inventories.
  • Summarize and input biological or habitat data on field forms, electronic data loggers, and/or desktop computers. May assist with preliminary data summaries and analyses, technical report writing, or database management.

Knowledge Required by the Position:

At the lower end of the range, employees use knowledge of basic arithmetic, reading, writing, and data collection to perform routine or repetitive tasks.

At the upper end of the position range, employees use knowledge of the basic principles and protocols of fish biology to make readings, measurements, and observations; execute tests; collect samples, etc. If complex equipment systems are operated, the employee has the knowledge to perform calibrations or adjustments to achieve desired results.

Work Environment:

A portion of the work is performed in an office setting with adequate lighting, heating and ventilation. The majority is performed in fish processing labs, fish holding areas, and/or in the field. Incumbents may work on narrow, elevated walkways and platforms that are over or adjacent to water. Field work involves exposure to all types of weather, slippery rocks, trails, irregular terrain, insects, poison oak, rough or fast-moving water, or cold water temperatures. Work at high elevations or aboard boats may be required.

Job Description

Position/Project Specifics:

 

The Trailer Assistant is responsible for conducting the manual adipose fin-clipping and coded-wire tagging on juvenile salmon and steelhead at nine anadromous hatcheries throughout the state of Idaho. The majority of the work is done with an automated fish-marking trailer and the Trailer Assistant is responsible for the operation of the manual section of the trailer. The Trailer Assistant will also help with the PIT-tagging operations at the nine anadromous hatcheries. Significant travel is involved working and traveling to the nine different IDFG anadromous fish hatcheries throughout the state of Idaho working collaboratively with IDFG to complete the project. Opportunity to gain extensive experience in a hatchery environment and some fish-rearing experience.

 

There is a potential for the right candidate(s) of moving to full year/full time employees in early December.

  • Support captive fish-rearing activities including spawning, incubating, feeding, sampling, sorting, handling, medicating, anesthetizing, and transporting fish. Monitor the status of facility systems and equipment. Assist in the development, fabrication, construction, and maintenance of systems.

Job Description

Group Definition: Data Management Specialists (Natural Sciences) use a background in the natural sciences as they assist in the population, maintenance, enhancement and distribution of databases.  They locate, obtain, standardize, enter, verify, and correct various data sets related to project goals and work plans.

 

Position/Project Specifics:

 

This position involves the review, interpretation, and data entry of information from video footage recorded on commercial fishing vessels in Alaska. This includes documenting trip and haul information, as well as catch species identification, quantification, and fate from Alaska fixed gear and pollock trawl fishing trips. The successful candidate will have a working knowledge of at-sea commercial fishery practices, recent experience as an at-sea fisheries observer in Alaska, proficiency in visually identifying fish by species, attention to detail, and strong organizational skills. This role is computer-intensive and requires prolonged periods of reviewing and analyzing video footage.

  • Computing experience, including good data entry skills sufficient to:  input data; structure information retrievals; edit, combine and manipulate data; and/or provide reports for users.  This knowledge allows the employee to assess or interpret the significance of the results and relate that to the overall objective of the assignment.
