Public Works – Water Resources, Environmental Services Division is looking for a qualified and motivated Planner to implement programs related to surface water quality and requirements under the Western Washington Phase II Municipal Separate Storm Sewer Systems (MS4) permit.

The position’s primary responsibility is to evaluate requirements under the National Pollutant Discharge Elimination System (NPDES) Phase II MS4 Permit, advise on the direction of strategic planning, and consolidate required deliverables through consistent, professional coordination with various stakeholders. Stakeholders include but are not limited to, regulating agencies, internal divisions, external partnerships, advisory committees, and the public.

Experience in professional, courteous and comprehensive verbal and written communication is required to provide support and resources for achieving the City’s compliance goals. Preference will be given to demonstrated ability related to policy development, strategic planning, short term tactical planning, standard operating procedures (SOPs) creation and contingency planning.

Ideal Candidate Profile

  • A passion for, and strong ethics surrounding, environmental protection & compliance practices.

  • Academic and/or work experience related to environmental science, civil engineering, construction and utility infrastructure. Preference will be given to knowledge in stormwater management and conveyance systems.

  • Experience in interpretation of, and developing program planning for, National Pollutant Discharge Elimination System (NPDES) permits with preference given to specific knowledge of the Phase II Municipal Storm Sewer System (MS4) Permit.

  • Knowledge of federal, state and local laws and regulations pertaining to environmental compliance, water resources or natural resources.

  • Experience with researching grant availability and applicability, grant package preparation, and administration of awarded funding.

  • Knowledge of and skill in the use of ArcGIS, Microsoft Office 365 or Suite, general project management software, and other comparable technologies for improving workflow processes and time management.

  • Ability to communicate complex information to varying audiences and stakeholders in a comprehensive, courteous and tactful manner both in writing and verbally.

  • Ability to effectively coordinate and interact with a variety of individuals, groups and organizations inside and outside the City.

Job Responsibilities

Include, but are not limited to, the following:

  • Participate in the notification process to external regulating agencies (within required timeframes) when a discharge is causing or contributing to a violation of water quality standards in a receiving water.

  • Lead coordinating meetings with, and soliciting input from, interdisciplinary teams and other stakeholders for review and update to the Stormwater Management Plan (SWMP).

  • Develop and implement schedules for required actions (reporting, best management practice implementation, monitoring and assessments, etc.) under the Phase II MS4 Permit.

  • Participate in Agency and external partnership meetings to gather, track, maintain and use information to evaluate SWMP development, implementation and prioritization.

  • Coordinate with Senior Outreach Program Specialist to develop outreach, educational and training activities for varying target audiences, to meet requirements under the Phase II MS4 Permit.

  • Document, track and maintain records of activities conducted to meet requirements under the Phase II MS4 Permit in accordance with record retention protocol.

  • Advise on practices, policies and procedures to reduce stormwater impacts associated with Operations & Maintenance and other interdepartmental activities.

  • Advise and assist with implementing ongoing training programs for permittee employees whose primary construction, operations or maintenance job functions may impact stormwater quality.

  • Lead for updating Stormwater Pollution Prevention Plans (SWPPPs).

  • Gather data and ensure accuracy of information, complete and submit annual report for the Phase II MS4 Permit.

  • Advise on appropriate actions to stop or correct conditions of non-compliance.

  • Provide support and technical expertise for updating and informing decisions related to updates to interdepartmental plans, such as the comprehensive plan, the capital facilities plan, and Storm and Surface Water Management Plan.

  • Research, write and administer requirements of available grants and alternative funding sources.

  • Coordinate the monitoring, assessment and reporting for compliance with Total Maximum Daily Load (TMDL) requirements.

 

Typical Qualifications:

  • Knowledge of planning principles, practices, regulations and techniques as related to land use, environmental impact, transportation, and general infrastructure or utility.

  • Knowledge of local government and political decision-making processes related to planning issues.

  • Knowledge of specialized areas of planning such as community development or environmental planning is preferred.

  • Skilled in working with various stakeholders to achieve a solution to a project or proposal.

  • Skilled in preparing support documentation or visual presentations which clearly, precisely and concisely illustrate planning recommendations.

  • Skilled in working in a team discipline.

  • Ability to develop and write plans based on an analysis of data and ongoing citizen and staff input.

  • Skilled in project management software and time management strategies.

  • Demonstrated punctual, regular and reliable attendance is required.

 

Education/Experience:

  • Four-year degree in Urban Planning, Environmental/Natural Resources Planning, Land Use and Code Enforcement, Comprehensive/Long-Range planning or closely related field and three years related experience required.

  • Master’s Degree preferred.

  • Additional related experience may be substituted for the degree on a year for year basis.

  • Additional education and/or experience in water quality and/or stormwater management preferred.

  • Valid Washington State Driver’s License required.
