Position Description

Operations Technology Engineer, Principal description image
Environmental Services is looking for a Operations Technology Engineer, Principal to join the Application and Data Management team in our Science & Engineering Division.  This position supervises and leads a team of two Operations Technology Engineers and has the primary oversight for Environmental Service’s Plant Control System.  It also develops policies and technical strategies, coordinates highly technical system operations, and the strategic implementation of new technology in a live production environment.
 
The Operations Technology Engineer, Principal will oversee the designs, plans, recommendations, implementation, and commissioning of all Environmental Services’ facilities’ control systems, data networks, and access control systems  This position requires a high level of technical expertise to support the critical functions of the Plant Control System including  Data Historians, Virtual Machines, Database, Control System environment, and Cyber Security best practices and monitoring within the control system environment of Control Centers of various Environmental Services facilities.  
 
Primary Responsibilities:
Management

  • Supports the Technology Manager in the Asset Management Group with the direct supervision of the Operational Technology Engineering team, also working in conjunction with other engineers in Environmental Services on multiple highly complex integrated projects
  • Provide training, mentorship, guidance, and support to junior personnel, and give direction and support to contractors, consultants, internal engineers, and technicians by possessing and displaying a high level of technical knowledge
  • Conduct selection interviews and performance reviews for subordinates and provide recommendations for hiring, terminations, and discipline
  • This position is the technical lead for the Environmental Services Plant Control System, Data Historians, converged virtual server infrastructure, and data transport
  • Direct and assign control system tasks as needed on a project, operation, and maintenance basis. Provide technical and operational support to operators and field staff
  • Recommend, procure, and coordinate training for staff to develop technical skillsets of plant control systems and facilitate knowledge sharing to increase department resilience
Planner/Designer
  • Subject matter expert and technical lead in Environmental Services’ Plant Controls System. Serves as a technical advisor to Environmental Services’ senior leadership
  • Assist with budget development for biannual capital projects and O&M activities. Responsible for monitoring Plant Control System budget and expenditures
  • Provide guidance and direction to other engineers and technicians in installing, commissioning, maintaining, and repairing the plant control system
Project Engineer
  • Coordinate and evaluate access control systems, data networks, and virtual servers. Responsible for project results and contract administration, progress payments and change orders. Inspect projects and related activities to assure compliance with the specifications, contracts, and applicable local, state, and federal codes. 
  • Perform advanced level of engineering duties in the preparation, implementation, coordination, evaluation and analysis of engineering projects, studies, systems, and functions. Utilize high level of technical expertise in the design, programming, and implementation of the plant control systems and access control systems. Prepare technical specifications, engineering calculations and plans for engineering projects as an engineer. 
  • Evaluate and coordinate maintenance, repair, installation, and design of plant control systems. Analyze data and coordinate projects with consultants and contractors. Prepare drawings for new construction. Select details and define specifications. Prepare cost estimate, scheduling, material equipment purchases and delivery contracts. Evaluate bids, administer contracts with various consultants, check progress of work, interpret and modify design criteria, record changes as they occur.
Problem Solver
  • Evaluate, respond to, and investigate issues with projects, contracts, and operational control system functions.
  • Research, analyze and perform advanced engineering calculations to assess malfunctions or to improve control system efficiencies. 
  • Act as plant control system coordinator between Operations & Maintenance staff to optimize Plant Control Systems performance and minimize outages. 
  • Monitors technology advancements in the industry to ensure Environmental Servicesis maintaining best practices.

 

 

Qualifications

Minimum Education*
Bachelor’s degree in electrical engineering or directly related field. 

Minimum Experience*
5 years of progressively responsible industrial controls experience including 1 year prior as a subject matter expert/project lead 

*Equivalency: 1 year of experience = 1 year of education 

Licensing, Certifications and Other Requirements
Washington State Driver’s License 


Desired Qualifications 
Experience with Rockwell Control System, Data Historian and Genetec Security Systems.
