Description


The Toxics Cleanup Program (TCP) within the Department of Ecology is looking to fill a Public Works Contracting Engineer (Environmental Engineer 5) (In-Training) position. This position can be located in any of the following:

Upon hire, you must live within a commutable distance from the duty station.
 
Please Note:
 If the final location of this position is determined to be in our Northwest Region Office (NWRO) in Shoreline, WA. there will be an additional 5% pay increase due to its location in King County. In this instance the salary range will be $6,835 – $10,406 per month. 

As a Public Works Contracting Engineer in the Financial Services Unit, you’ll be a vital part of the team managing Ecology cleanups. In this role you will be relied upon for engineering expertise and the management of   public works and architectural and engineering services contracts for Western Washington projects. Responsibilities include:
 
  • Serving as a contract officer, preparing, negotiating securing, and managing cleanup contracts for design and cleanup phase of work.
  • Preparing and reviewing engineering plans and contract documents for construction, site cleanup and other technical services related to cleanup activities.  
  • Performing site construction inspections.
  • Tracking milestones and deliverables.
  • Monitoring contract performance. 
Your contributions will be vital to mitigating risk to the Agency, ensuring proper contracting practices, and keeping state-directed cleanups moving forward in a timely and cost-effective manner.

Note: This position offers a career path and on-the-job training. This position allows you to progress through the Environmental Engineer (EE) field and achieve the goal class of an Environmental Engineer 5 (EE5). Candidates will be considered at the EE3 and EE5 levels, depending on their qualifications. For salary levels for each, please see the qualifications section.

Duties

 

Public Works Contracting Engineer (Environmental Engineer 5) (In-Training) description image


What makes this role unique:
In this role, you’ll be a senior environmental engineer focused on state led cleanup projects in Western Washington requiring securing and managing of Architectural and Engineering and Public Works contracts. You will be a program-wide expert on contract management and technical project issues associated with the planning, design, and construction of environmental cleanup projects from start to finish. Additionally, you’ll have the opportunity to help shape the Architectural and Engineering and Public Works program and optimize the process in order to provide feedback and evaluations regarding bidding processes and contracts.
 
 
What you will do:
  • Provide engineering technical expertise and manage Architectural and Engineer and Public Works contracts to comply with applicable law and policy.
  • Provide project management to support projects and help maintain appropriate timelines.
  • Facilitate the process to secure both Architectural and Engineering and Public Works contracts, including contract development, bid specifications, evaluations and protests, contract awards, construction claims, dispute resolution and contract execution though electronic workflow.
  • Manage ongoing contracts, including reimbursement requests, reviewing project progress reports, preparing change orders, and maintaining contract files and records.
  • Regularly evaluate contracts and processes for areas of improvement and increased efficiency.
  • Perform construction inspections at the site.

Qualifications

This is an In-Training Position. The goal class for this position is Environmental Engineer 5 (EE5). We will consider applicants who meet the requirements for the EE3 and EE5 levels. If the finalist meets the requirements for the EE3 level, they will be hired in at that level and placed into a training program to become an EE5 within a specified period of time. 

Required Qualifications:
Years of required experience indicated below are full-time equivalent years. Full-time equivalent experience means that any experience where working hours were less than 40 hours per week will be prorated in order to meet the equivalency of full-time. We would calculate this by looking at the total hours worked per week, divide this by 40, and then multiply by the total number of months worked. Examples of the proration calculations are:

  • 30 hours worked per week for 20 months: (30/40) x 20 months = 15 months full-time equivalent
  • 20 hours worked per week for 12 months: (20/40) x 12 months = 6 months full-time equivalent
Experience for both required and desired qualifications can be gained through various combinations of formal professional employment, education, and volunteer experience. See below for how you may qualify.

At the Environmental Engineer 3 level: Salary Range 67 ($6,510 – $8,758 monthly) in-training
Option 1:
  • An Engineer-In-Training Certificate or a bachelor’s degree with a major study in one of the following engineering fields: sanitary, civil, geotechnical, water resource, environmental, chemical, mechanical or related field, AND
  • Three years of experience in environmental engineering, AND
  • Registration as a Professional Engineer in the state of Washington or another state based on registration requirements equivalent to those in Washington.
 
Option 2:
  • Master’s degree with major study in one of the following engineering fields: sanitary, civil, geotechnical, water resource, environmental, chemical, mechanical or related field, AND
  • Two years of experience in environmental engineering, AND
  • Registration as a Professional Engineer in the state of Washington or another state based on registration requirements equivalent to those in Washington.
 
Option 3:
  • A Ph.D. involving major study in one of the following engineering fields: sanitary, civil, geotechnical, water resource, environmental, chemical, mechanical or related field, AND
  • One year of experience in environmental engineering, AND
  • Registration as a Professional Engineer in the state of Washington or another state based on registration requirements equivalent to those in Washington.


At the Environmental Engineer 5 level: Salary Range 72 ($7,368 – $9,911 monthly) Goal class
Option 1:
  • An Engineer-in-Training certificate or a Bachelor’s degree with a major study in one of the following engineering fields: sanitary, water resources, civil, geotechnical, environmental, chemical, mechanical, or related field, AND
  • Five years of experience in Environmental Engineering, AND
  • Registration as a Professional Engineer in the State of Washington or another state based on registration requirements equivalent to those in Washington.
 
Option 2:
  • A Master’s degree with a major study in one of the following engineering fields: sanitary, water resources, civil, geotechnical, environmental, chemical, mechanical, or related field, AND
  • Four years of experience in Environmental Engineering, AND
  • Registration as a Professional Engineer in the State of Washington or another state based on registration requirements equivalent to those in Washington.
 
Option 3:
  • A Ph.D. with a major study in one of the following engineering fields: sanitary, water resources, civil, geotechnical, environmental, chemical, mechanical, or related field, AND
  • Three years of experience in Environmental Engineering, AND
  • Registration as a Professional Engineer in the State of Washington or another state based on registration requirements equivalent to those in Washington. 
NOTE: Requirements for registration as a Professional Engineer in the state of Washington are eight years of professional experience (which may include up to four years of college-level engineering education) and successful completion of sixteen hours of professional licensing exams. Applicants qualifying through the licensing equivalency option must achieve registration as a Professional Engineer in the state of Washington within six months of appointment to this class.

  • Registration as a Professional Engineer in the State of Washington or another state based on registration requirements equivalent to those in Washington. Applicants qualifying through the licensing equivalency option must achieve professional registration as an engineer in the state of Washington within six months of appointment to this class.
  • Must be able to possess and maintain a valid driver’s license.

  • Experience advising, training, and communicating requirements, processes, and procedures to inform, educate, and mentor staff in a statewide program.
