Nature and Purpose of the Position

The position of Grant and Contract Coordinator is currently a seasonal, temporary administrative position of the Pierce Conservation District (the District). This position provides guidance and management of all Grants and Contracts that are administered within Pierce Conservation District (PCD). This position manages the administration of Grants and Contracts at PCD to include tracking and reporting funds along with assisting in strategies to identify and secure future funding development opportunities. This position reports to the District Assistant Director and Executive Director.

Primary Job Responsibilities

The Seasonal Temporary Grant and Contract Coordinator reports to the Assistant Director, and is responsible for the following: 

  • Review and ensure compliance of grants and contracts to identify guidelines including legal obligations, funding guidelines, deadlines, and deliverables
  •  Monitor and track grant funding, ensuring proper allocation, and assists with monthly fiscal reporting for the Board of Supervisors
  •  Maintain grants and contracts accurate records for records retention compliance 
  • Maintain filing system for grants and contracts, including maintenance of a PCD master index document Develop and maintain monthly grants reports for staff and for the monthly Board meetings 
  • Administer the district funding portfolio of 80+grant and contract awards 
  • Work collaboratively with Executive/Assistant Director to ensure timely submission of required grant reporting. 
  • Work with District staff to identify, define, and develop funding sources to support District goals 
  • Prepare and submit grant proposals by coordinating with internal stakeholders and external partners 
  • Provide oversight to all informal and formal procurement processes for service contracts, purchased services, large scale supplies and materials purchases, and public works projects (most frequently under state and federal grants), through all phases of the procurement and contracting process, including pre-solicitation, solicitation/bid/RFP/RFQ process, contract negotiation, monitoring during period of award including reporting and payments, and close-out
  • Assist in the development, review, and execution of both incoming awards and outgoing subrecipient contracts
  • Collaborate with district staff to ensure alignment between grant objectives and organizational goals 
  • Perform quality control throughout fiscal processes associated with grants, contracts, and procurement
  • Perform other like tasks as needed by District.

 

 

Qualifications

  • Experience in nonprofit and/or grant and contract administration Proficiency with QuickBooks, Microsoft Outlook, Excel, and Word 
  • Strong strategic planning skill to identify funding opportunities that align with organizational goals and priorities. 
  • Associate degree in accounting, business, or other relevant field required, Bachelor degree desired 
  • 3+ years’ work experience in related discipline involving contract/agreement review and administration, grant billing and reporting, purchasing for government and/or non-profit organization CRM experience desired in relation to project tracking, such as Zoho
  • Commitment to accuracy and excellent attention to detail Excellent proposal writing skills, with the ability to clearly articulate project goals, objectives, and outcomes 
  • Solid business management skills, including budgeting, financial analysis, and reporting 
  • Ability to effectively manage change within an organization, adapting strategies as needed to meet evolving grant requirements 
  • Experience in document review and familiarity with electronic signature platforms such as DocuSign and Zoho Efficient time management and prioritizing skills Excellent written and oral communications skills, including the ability to communicate technical information clearly to non-policy oriented audiences both in writing and through oral presentations 
  • Familiarity with State and Federal acquisition regulations for grant applications and contract management 
  • Assist with audits by state, federal, and sponsor entities. Assist with preparation of indirect cost rate proposals.

Licenses, Certificates & Other Requirements

Valid Washington State driver’s license at time of appointment with maintenance of active WA license or State Identification. Certification in grants management or certificate in Business administration preferred.

 

 

Physical Requirements and Working Conditions

Primarily an office environment with occasional travel to a variety of locations to conduct work meetings and trainings. This is a full-time position consisting of 40 hours/week. The position will require some work on weekends or after regularly scheduled work hours. This position’s primary Duty Station is located at the Pierce Conservation District Office at 308 West Stewart Street, Puyallup, WA 98371.

 

 

Compensation & Benefits

Hourly wage range is $28.14 – $30.43 depending on qualifications and experience. This is a full-time non-exempt position. 100% of premiums paid for medical/dental/vision for you and your dependents as well as accrued paid sick leave, annual leave, paid government holidays, and an ORCA card. As a government entity, social security will be withheld.
