Habitat Management Biologist V

The Quinault Indian Nation is seeking a motivated, organized, skilled and personable individual to plan and coordinate watershed restoration efforts by the Quinault Department of Fisheries. The position is responsible for all aspects of large and small-scale restoration projects sponsored by the Quinault Nation on the beautiful Olympic Peninsula of Washington State. All projects address restoration of watershed health with primary goals of protecting and restoring salmonid habitat in the Quinault and Queets River systems.

MINIMUM QUALIFICATIONS 

Bachelor’s degree in environmental science, regional or environmental planning, natural resource management, landscape architecture, public administration, or a related field and at least five years of program management applicable to the responsibilities of this position.

JOB DUTIES INCLUDE

• Coordinating all aspects of implementation of capital restoration projects on the Quinault, Queets and adjacent river systems related to salmon recovery and watershed health.
• Developing habitat protection and restoration project proposals and identifying priorities for the Quinault Nation. Coordinating and working with external project partners as appropriate to meet Quinault Nation restoration priorities.
• Identifying funding sources, writing and submitting grants for restoration projects as directed by the Quinault Nation.
• Tracking grant and project progress including management of scope, schedule and budget. Fulfilling reporting requirements of grant agencies including final reports.
• Identifying and coordinating with property owners to gain permissions, access and support for restoration projects.
• Acting as a representative of the Quinault Indian Nation in local and regional forums and on appropriate committees as needed.
• Working with technical experts to identify, plan and coordinate monitoring activities to assess current system status and progress of restoration projects.
• Providing regular oral and written updates and reports to policy bodies of the Quinault Indian Nation and external partners regarding current and future activities.

EXPERIENCE, KNOWLEDGE, SKILLS 

Required Qualifications – (Level Professional 4 / Grade 9)

• Bachelor’s degree in environmental science, regional or environmental planning, natural resource management, landscape architecture, public administration, or a related field.
• Minimum two years of project or program management applicable to the responsibilities of this position.
• Demonstrated experience managing complex projects successfully.
• Ability to maintain professionalism and composure when under pressure from high workload associated with managing complex projects and programs.
• Knowledge of the principles of watershed restoration and natural resource issues facing Pacific Northwest Rivers and watersheds including ESA and other issues.
• Excellent verbal and written communication skills.
• Demonstrated experience preparing and delivering reports and other documents and ability to convey complex information in non-technical terms.
• Experience developing funding sources and administering grants pertinent to watershed and species recovery efforts.
• Experience preparing and submitting grant proposals.
• Experience presenting to varied audiences.

• Ability to function independently, have a quick grasp of issues, exercise good judgement and initiative and keep co-workers and leadership updated as required.

• Experience with databases, GIS software and proficiency with productivity software including Microsoft and Google products for word processing, data analysis, data sharing and storage, presentations and virtual meetings.

• Excellent interpersonal skills and experience working collaboratively and building trust with diverse groups.

• Two to five years of project or program management applicable to the responsibilities of this position.
• Master’s degree may substitute for two years of experience.
• Demonstrated experience managing complex projects successfully. Knowledge of the principles of watershed restoration and natural resource issues facing Pacific Northwest Rivers and watersheds including ESA and other issues.
• Excellent verbal and written communication skills.
• Demonstrated experience preparing and delivering reports and other documents and ability to convey complex information in non-technical terms.

DESIRED EXPERIENCE, KNOWLEDGE, SKILLS –

• Experience in the technical and organizational aspects of salmon recovery efforts in the Pacific Northwest.
• Firm understanding of the natural processes that shape rivers and floodplains in the Pacific Northwest – e.g. Hydraulics and hydrology, sediment transport, large wood dynamics, vegetative succession, etc.
• Experience working with tribal governments, local governments, agencies and landowners on salmon recovery issues.

HYBRID WORK OPTION –

The candidate will be allowed to work remotely when feasible but must visit worksites, partner and agency offices and scheduled, in-person meetings as required as a primary point of contact for Quinault Nation watershed restoration efforts. Virtual meetings are encouraged for technical and logistical discussions and when in-person attendance is not required. The position must be available to visit and work from the Quinault Administration Complex in Taholah, Washington as required to meet the obligations of updating and receiving direction from supervisors, policy bodies and leadership of the Quinault Indian Nation. The position will have an office assigned at the Quinault Department of Fisheries for hybrid or full-time use.

PHYSICAL REQUIREMENTS –

This position requires the ability to conduct site visits and tours of remote areas. The candidate will often have to walk through brushy and forested areas including streams and riverbeds. Walking will include uneven surfaces, slippery conditions and active construction sites. This position will also require occasional in-water work wearing waders or working from a boat or raft.

OTHER REQUIREMENTS –

• Must have a valid Washington State Driver’s license or be able to obtain one within the first month of employment.
• Must have and maintain the ability to be insured under the Quinault Indian Nation automobile insurance.
• Must be able to maintain confidentiality of information.
• Able to comply with the Federal Drug Free Workplace Act.
