The King County Parks system includes more than 205 parks, 33,000 acres of open space, 175+ miles of regional trails, and 250+ miles of backcountry trails.
 
About the Role:
The incumbent in this role will identify, prioritize, and plan critical elements and investments necessary to bring the existing Regional Trail System (RTS) system up to current standards or guidelines while continuing to deliver the 2020-2025 Parks Levy commitments and other assigned projects. This position will be expected to assist CIP program prioritization tasks, manage multiple projects, and serve in a technical lead capacity simultaneously.
 
This position will focus on the Capital Improvements to Existing RTS Program, performing engineering analysis for conformance with the current American Association of State Highway and Transportation Official (AASHTO) Guide for the Development of Bicycle Facilities, Washington State Department of Transportation (WSDOT) Design Manual, Manual on Uniform Traffic Control Devices (MUTCD), or other guidelines. The incumbent will serve in the role of project manager, and technical engineer. Project types include trail and park improvements, design review, developing design standards, creating and maintaining RTS data inputs for an existing asset management system used for tracking existing assets, etc.

This position performs work remotely and onsite.   

About the Team:
The Engineering Unit is one of five units with Parks Capital Improvement Program (CIP) Section.  The CIP Section is tasked with planning, designing, and successfully delivering capital projects that are a part of the six-year levy.  The CIP Section has a diverse set of skills including engineering, architecture, environmental, permitting, project management, asset management, planning, contracting, and construction management that are applied across a wide array of projects, programs and portfolios.  The organization has thoughtful leadership that empowers capital project managers to deliver improvements to the county’s parks and trail system while supporting employee belonging, growth, and development, and allowing employees to maintain a healthy work/life balance.

Job Duties

What You Will Be Doing:

  • As team lead of the Capital Improvements to Existing Regional Trail System Program, prioritize and improve existing infrastructure assets within the King County Parks Regional Trails (KCPRT) to meet current engineering guidelines. This includes inventorying and prioritizing issues across the KCPRT system, assisting with CIP budget planning, and completing necessary internal processes on behalf of the program.
  • As project manager, independently and proactively manage internal and external multi-disciplinary teams through planning, acquisition, design, permitting, construction, and closeout of capital projects. Tasks also include preparing necessary documentation for projects, making presentations, facilitating internal and external meetings, coordinating project-specific outreach with the Parks Engagement Team, regular internal project status reporting, contract administration for design and construction contracts, and construction management activities.
  • As shared-use path technical lead, coordinate the evaluation of project design challenges, and synthesize engineering criteria from multiple design guidelines such as the American Association of State Highway and Transportation Officials (AASHTO) Guide for the Development of Bicycle Facilities, Washington State Department of Transportation (WSDOT) Design Manual, Manual on Uniform Traffic Control Devices (MUTCD), or other guidelines. Research existing and emerging codes/regulations/guidance documents as well as emerging products, make recommendations for solutions, identify and scope technical studies and data collection, update Parks Standard Plans, and document deviations from design guidelines as needed.
  • Assist with continuous process improvement for the Parks Capital Improvement Program.
  • Other duties as assigned to support Capital Improvement Projects.

 

Experience, Qualifications, Knowledge, Skills

Qualifications You Bring:

  • Experience preparing basic maps and visuals to communicate information using tools such as aerial photos, GIS, Bluebeam, Adobe tools, AutoCAD, Civil 3D, or similar software.
  • Bachelor’s degree in civil engineering (BSCE).
  • Experience applying traffic analysis methods for the design of roadway or regional trail channelization and traffic calming techniques.
  • Experience applying King County Road Design and Construction Standards (KCRDCS) or similar, Washington State Department of Transportation (WSDOT) Design Manual and Standard Plans and Institute of Transportation Engineers (ITE) Recommended Practices, Manual on Uniform Traffic Control Devices (MUTCD), and American Association of State Highway and Transportation Official (AASHTO) Guidelines.
  • Experience reading and interpreting design drawings, specifications, technical maps, and other technical documents or reports.
  • Experience working on and/or managing multiple projects or tasks simultaneously, while still producing high-quality deliverables on time.
  • Experience in independently managing projects (scope, schedule, and budget) with multi-disciplinary teams through all project phases.
  • Oral and written communication skills and experience required for giving presentations and meeting facilitation.
  • Advanced level of computer skills, including Microsoft Office suite (Word, Excel, Project, and PowerPoint) and project management and/or construction management tracking software.
  • Demonstrated ability to lead and mentor a team, fostering collaboration, and driving high performance.

Required Licenses:
  • Valid Driver’s License
  • Engineer In Training Certification

It Would Be Great if You Also Bring:
  • Professional Traffic Operations Engineer certification.
  • Experience with transportation engineering, shared-use path design, or bicycle facilities.
  • Experience that demonstrates proficiency and a high degree of skill in traffic engineering.
  • Demonstrated ability and experience administering both design and construction contracts.
  • Professional Civil Engineering License.
 

 

Supplemental Information

Working Conditions:

  • Remote and Onsite Work Details: Employees in this role work remotely from a home location, with onsite reporting requirements typically 2-3 times per month. The frequency of onsite work is determined by business needs and may be adjusted accordingly. Onsite reporting locations may be at various King County worksites including the collaboration space at King Street Center (201 S. Jackson St, Seattle, WA 98104). This work arrangement promotes work-life balance and reduces carbon footprint under the department’s vision of Green Where We Work.
  • Remote Work Location Requirement: Employees must reside in Washington State and be within a reasonable distance to King County worksites to meet onsite reporting requirements. 
  • Work Schedule: This full-time position works a 40-hour work week. This position is exempt from the overtime provision of the Fair Labor Standard Act (FLSA) and is not overtime eligible.
  • Union Representation: This position is represented by Protec 17.
  • Duration: This recruitment aims to fill a Term-Limited Temporary (TLT) position with an anticipated end date of up to two (2) years. If the position is filled by a King County employee who has successfully completed their initial probation, they will be offered the role as a Special Duty Assignment.
