The Washington Department of Fish and Wildlife (WDFW) currently operates 75 hatchery facilities, the majority dedicated to producing salmon and/or steelhead. 

 Hatcheries have operated in Washington State for more than a century, beginning with a facility on the Kalama River in 1895.  

In this role, you will manage and supervise multiple facilities within a complex and serve as the principal assistant to the Hatchery Operations Manager.

This is an opportunity to develop pro-active approaches to ensure best fish health available with fish health staff and hatchery staff.

In this dynamic role, you will develop and implement staff training and development plans to provide cross-training of employees, specific job-related training, and other approaches to provide opportunities for staff flexibility and development.

You are excited to train subordinates in higher-level duties to prepare them for promotions and in the absence of the hatchery manager things will operate smoothly.

 

Duties

Here are some things you will be doing in this role,
 
Supervision:
  • Carries out personnel actions, e.g.: recruitment, hire recommendations, evaluations, corrective actions.  
  • Ensures that expectations are adhered to.
  • Coordinates operations of assigned facilities.
  • Responds to workload demands by coordinating staffing across hatchery facilities. Ensures that workload demands are met within their assigned facility as well as other facilities within their region through coordination between the supervisors of those facilities.
  • Ensures safety compliance and safety training coordination.
  • Serves as a leader/role model for other staff.
Managing facility production: 
  • Meets with fish health specialist to ensure production quality.
  • Communicates with hatchery staff the emerging fish health issues. 
  • Understands how facility production contributes to harvest and/or conservation Monitors.
  • Responsible for the collection and compilation of biological data and its input into Fish Books data base.
Operations management and compliance:
  • Trains and ensures staff compliance with policy, procedure, laws, rules, regulations, i.e., HSRG, HGMP, DOE, L&I, SARA Title 2, DOT, Co-Managers, NOAA, USFW as it pertains to facility production and operation.  
  • As the ranking on-site Agency employee, responsible for resolving issues and problems as they arise. Communicates and coordinates with agency personnel and outside entities as needed to resolve issues. 
  • Responsible for ensuring facility upkeep and maintenance. Communicates with agency personnel, or contacts contractors to coordinate repairs or improvements. When possible, repairs and maintains or directs staff to repair or maintain facility infrastructure or equipment.
  • Prioritizes and coordinates implementation of upgrade/repair and communicates to C.M. or other agency personnel.
Internal/External Communications:
  • Coordinates and communicates as agency lead with constituent groups and volunteers and State, local, federal, Tribal entities to achieve agency mission (e.g., artificial production and nutrient enhancement).
  • Represents agency policy when speaking in public forums and to constituent requests.  Performs work previously performed by the COESS classification since it has been abolished.
  • Represents the agency professionally and communicates effectively on potentially sensitive policy issues to influence decision making of internal or external entities.
 
WORKING CONDITIONS:
  • Work Setting, including hazards:   
    • Outside in all weather conditions whether it is raining, snowing, sunny, dark, cold, or hot. Typically, the employee in this position will be working outside about 250 days a year.
    • At times this position will be required to repetitively lift at least 50lbs. Use respirator and other PPE while working with various chemicals used at facility.
    • Must be able to negotiate water in emergency situations.
    • Perform strenuous physical activities, follow instructions, and complete assigned tasks, gather and compile data, use sound judgment, and assist in training entry level employees.
  • Schedule:   
    • Typically, Monday – Friday, 8:00 AM – 5:00 PM.
    • Work hours can vary greatly for this position at different time of the year depending on the work schedule and weather conditions.
    • This position may require standby which means the employee is responsible for overseeing the facility for the remaining 16 hours of the day. When on standby this position will require the employee to work ten days and be off 4.
  • Travel Requirements: 
    • Travel may be required for short periods of time to accomplish agency goals and required training, or to attend meetings.
  • Tools and Equipment: 
    • Hand and power tools, lawn care equipment, tractors, forklifts, welding equipment, egg picking machines, water sampling instruments, small and large fish transport trucks, passenger vehicles, adult fish pumps, adult fish counters, CWT identification equipment, trash pumps, pressure washers, diesel generators, small gas engine powered equipment, computers, and software.
  • Customer Interactions:
    • Interaction with co-managers and constituents almost daily.
    • May communicate with media outlets.

 

Qualifications

REQUIRED QUALIFICATIONS:

  • One (1) year of experience as a Fish Hatchery Specialist 3.
Or
 
  • An associate’s degree in fisheries technology, biology or closely allied field, and three (3) years of experience performing fish culture duties in a hatchery.
Or
 
  • A bachelor’s degree in fisheries, biology, or closely allied field and three (3) years of experience performing fish culture duties in a hatchery.
    • Please note: Four (4) years of experience performing a variety of fish culture duties in a hatchery will substitute for the bachelor’s degree.
License:
  • Valid driver’s license.
Special Requirements/Conditions of Employment:
  • Some positions may require the employee to have a Commercial Driver’s License or Pesticide Applicators License.
  • Must be trained in supervising CDL holders and federal drug and alcohol training.
 
PREFERRED QUALIFICATIONS:
In addition to those required qualifications, our ideal applicant will also have some or all of the following: 
  • Two- or four-year degree in Fisheries or closely associated field.
  • Experience managing multi-species rearing programs, managing multiple personnel on site and at remote facilities.
  • Ability to make sound judgments with little information or time to analyze.
  • Experience managing and building budgets and contracts.
