General Statement of Duties

 

THE WASTEWATER DIVISION IS LOOKING TO HIRE A REGULATORY AND ENVIRONMENTAL DATA ANALYST!
 
Provides analysis of regulatory issues that may impact the Regional Wastewater Utility and the Division’s programs, projects, and functions. Recognizes regulatory issues, analyzes their actual or potential impact on the Regional Wastewater Utility Program and Division, and participates in their resolution. Develops solutions and recommends changes in policies and programs to resolve or avoid regulatory issues. Develops and analyzes initiatives, plans, policies, and strategies related to the operations of the Regional Wastewater Utility Program and the Division.
 
Plans, develops, and implements policies and programs for monitoring, evaluating, and managing data from an array of environmental sources and programs including surface water, aquatic habitats, groundwater, wastewater, operations, stormwater and air.  
 
This position directly supports the activities of the water quality permitting programs by providing assistance with data compilation, analysis, and review.

Examples of Duties Performed – Duties may include but are not limited to the following

Manage the Regional Wastewater Utility’s Standard Air Contaminant Discharge Permit including overseeing the permit renewal process and annual reports, determining hazardous air pollutants, and performing highly complex fate and transport analysis and modeling from facility processes. Serves as a regulatory liaison with the local air regulation authority.
 
Analyze and evaluate environmental data related to wastewater treatment processes and operations, surface water, groundwater, biosolids, soils, air emissions, and stormwater.
 
Use various computer programs and applications including, statistical software, Laboratory Information Management Systems (LIMS), Wastewater Information Management System (WIMS), Geographic Information System (GIS), Biowin, and other database and information sources.
 
Evaluate data sets using statistical methods to characterize the data, perform trend analysis and document observed water quality changes, compare data to State and Federal water quality criteria, calculate various metrics such as pollutant loads for specific drainage basin areas and watersheds from monitoring data.
 
Evaluate studies and summarize results of statistical and annual reporting, including, but not limited to, plant processes, water quality, groundwater, pretreatment and air quality.
 
Provide technical and regulatory expertise on local, State and Federal water quality rules, regulations, and policies. Collaborate with other agencies to comment on and propose language for legislation, regulations, and policies.

Using a variety of techniques, computer applications, and statistics, prepares reports and presentations of data analysis, evaluates results, and interprets complex data sets for regulatory reporting, management decision making, internal and external use. 

Review, interpret, develop solutions and alternatives to environmental policies and rules.  Provide technical recommendations and solutions to the City of Eugene’s Wastewater Division Managers and Management Team, the Regional Wastewater Management Team, the Metropolitan Wastewater Management Commission (MWMC) and other environmental program management and policy teams. 
 
Analyze and summarize data related to the Industrial Pretreatment Program including Local Limits evaluations and annual reports. Evaluate trends in industrial user data.
 
Analyze data to assist in identifying and resolving operational issues, determining operational improvements, and assessing environmental impacts.
 
Prepare complex reports as required for the City of Eugene’s wastewater National Discharge Elimination System (NPDES) permits, other environmental permits and environmental studies.
 
Prepare and submit regulatory reports to management or regulatory authorities that include tables, charts, maps, and drawings, trends of water quality information using hydrologic principles and GIS techniques, evaluation of results, observations of water quality changes, methods and conclusions.
 
Track and review proposed legislative policies at the State and Federal levels, and provide oral and/or written input.
 
Respond to internal, local, State, Federal, peer agency and consultant data requests by preparing and submitting quality-controlled data sets.
 
Provide comments and recommendations for NPDES permit renewals, participate in updating new monitoring plans for compliance with new permit requirements.
 
Participate in writing monitoring plans, collection of data and with special projects, as needed.
 
Regularly meet with Teams (analysts, operators, technicians, field teams, management) to discuss data quality issues and concerns, and opportunities for improvement.
 
Perform other duties as assigned.

 

 

Qualifications

 A typical way to obtain the knowledge and abilities would be:

Education:
Bachelor’s Degree in environmental engineering, mathematics, chemistry, biology, microbiology, water resources, environmental sciences, geology or a closely related field.
 
Experience:
Five years of progressively responsible experience related professional experience, preferably in the public sector, including data management across multiple platforms.
 
Progressively responsible experience in regulatory compliance, statistics, qualitative and quantitative analytical procedures and software, data set processing, and writing comprehensive reports and plans for regulatory agencies.
 
Experience working with scientific, operational, and technical staff in identifying and developing solutions to regulatory issues, wastewater utility problems, and recommending alternatives.
 
Experience in the development, interpretation and application of environmental regulations in a highly regulated industry or agency.

The Ideal Candidate will possess the following knowledge, skills and abilities:

Knowledge of:
Environmental regulations, policies and laws and applying them effectively to data sets.
 
Principles and practices of the latest methods, models, computer programs and statistical software for environmental data management, analysis, evaluation, modeling and processing.
 
Principles and practices of project management and contract management of professional consultants.
 
Principles and practices of water quality permitting, guidance and policies, and air quality permitting, guidance and policies.
 
Experience working with geographic information or geo-referenced data, including experience using Global Positioning System (GPS), GIS, GeoDart, maps and other sources to track and communicate location information.
  
Ability to:
Collect significant amount of data pertaining to a variety of environmental topics, both quantitative and qualitative, and analyze and evaluate the data;
 
Manage data across multiple platforms;
 
Write complex regulatory and other reports, including tables, graphs, maps, and drawings; write monitoring and sampling plans;
 
Present complex data sets and modeling results clearly and concisely, both orally and in writing, to staff, the MWMC, City councils, the community and other stakeholders including regulatory agencies and consultants;
 
Apply statistical analysis and testing to environmental data to produce results and interpretations; make recommendations, predictions, and conclusions based on information collected;
 
Analyze and evaluate environmental data and present the information to a variety of internal and external audiences; evaluate impact of program decisions upon the organization;
 
Understand and evaluate new water quality and air quality management methods or environmental management strategies;
 
Understand and interpret pertinent policies, procedures, laws and regulations;
 
Produce working models from data analysis for reports and application into real world scenarios;
 
Manage professional consultant contracts;
 
Provide customer service, data analysis and database management through various database systems, including Laboratory Information Management Systems (LIMS), Wastewater Information Management System (WIMS), Geographic Information System (GIS), GeoDart, Biowin, and other sources;
 
Identify, research and analyze complex regulatory problems in a technical environment, and separate the substantive nature of programs or issues into their administrative, technical, political, economic, and fiscal components;
 
Operate effectively in a team environment.
