About WSDOT
Washington State Department of Transportation (WSDOT) is the steward of an integrated, multimodal transportation system that helps to ensure people and goods move safely and efficiently throughout the state. In addition to building, maintaining, and operating the state highway system, WSDOT operates the largest ferry system in the nation, manages the world’s longest floating bridge, and recently completed the world’s widest tunneling project.
 
The Opportunity
WSDOT is currently seeking a Transportation Planning Specialist 4 to serve as the Environmental Justice & Equity GIS Analyst within the Multimodal Planning and Data Division’s (MPDD) Geographic Information Systems (GIS) and Roadway Data Office. The top candidate will provide leadership, consultation, and expert services as a geospatial data analyst and GIS data steward for environmental justice (EJ) and other equity-based decision-making and planning related efforts, including but not limited to implementing the Healthy Environment for All (HEAL) Act. This position’s work will help to meet the agency’s strategic plan goals of Diversity, Equity, and Inclusion (DEI) in conjunction with state-level EJ requirements.
 
What to Expect
Among the varied range of responsibilities held within this role, you will:

  • Serve as WSDOT’s leading subject matter expert in geospatial information solutions supporting environmental justice and other equity-based decision-making and planning. 
  • Identify and collect or establish access to the best available data for use in conducting environmental justice assessments and other equity-based planning and decision-making on a statewide level. 
  • Develop and apply geospatial methods grounded in environmental justice principles to assess (or model) needs and priorities for environmental justice compliance requirements (state and federal) and other equity-based decision-making and solutions that can be used for systemwide and corridor planning. 
  • Create and steward geospatial web services and products supporting environmental justice assessments and other equity-based decision-making and solutions for use by regional planning staff. 
  • Produce custom spatial data and information products to meet the planning, scoping, and community engagement needs of transportation projects and other transportation planning teams. 
  • Translate business needs into business requirements documents, technology specifications, functional needs, and use cases for implementation.
  • Exchange and coordinate access to the best available socio-demographic, economic, and other equity or environmental justice related geospatial data with federal, state, and local agencies and planning organizations.
 
 
Qualifications
To be considered for this opportunity at the Transportation Planning Specialist 3 level, the following are required:
  • Four-year college degree or advanced degree related to planning, information management, geography, public policy, data science, statistical social sciences, or environmental or natural resource science. 
  • Four (4) years’ experience working at least 50% time delivering ArcGIS based services/products for use by others. 
  • One (1) year of professional work experience with ESRI software (ArcGIS Desktop, ArcGIS Pro, ArcGIS Online and ArcGIS for Enterprise), specifically involving creation of data, web maps and configured applications in ArcGIS Online and ArcGIS for Enterprise. 
  • Demonstrated skills and experience applying business analysis and project management methods and practices to define and implement geospatial solutions that meet business needs. 
 
To be considered for this opportunity at the Transportation Planning Specialist 4 level, the following are required:
  • Four-year college degree or advanced degree related to planning, information management, geography, public policy, data science, statistical social sciences, or environmental or natural resource science. 
  • Five (5) years’ experience working at least 50% time delivering ArcGIS based services/products for use by others. 
  • Two (2) years of professional work experience with ESRI software (ArcGIS Desktop, ArcGIS Pro, ArcGIS Online and ArcGIS for Enterprise), specifically involving creation of data, web maps and configured applications in ArcGIS Online and ArcGIS for Enterprise. 
  • One (1) year of professional working experience applying business analysis and project management methods and practices to define and implement geospatial solutions that meet business needs. 
 
In additional to the qualification above, the following are required at either level:
  • Working knowledge of and experience analyzing demographic and socio-economic data.
  • Ability to communicate clearly verbally and in writing in English.
  • Ability to travel to and from different work locations with occasional overnight stays.

 It is preferred that qualified candidates also have:
  • Certification as a Geographic Information System Professional 
  • Completion of eight hours of ESRI certified training within the past three years (on-line & self-directed courses are acceptable). 
  • Demonstrated ability to develop geoprocessing scripts using Python, ArcGIS Models, SQL code, and/or OS Scripts to automate processes or workflows. 
 
Important Notes 
  • This recruitment may also be used to fill additional positions per business needs.
  • This position offers flexible/hybrid remote work options.
  • Same day travel to various locations in Thurston County such as other WSDOT or partner facilities is required. In-state and out-of-state overnight travel to WSDOT Region Offices or a conference or training location is occasionally required.
  • In addition to base salary, employees may be entitled to other forms of compensation depending on the type, duties, or location of the position. For union-represented positions, more information on other forms of compensation can be found in the applicable Collective Bargaining Agreements. Information on other compensation types for non-represented positions can be found in Chapter 357-28 of the Washington Administrative Code. 
  • This is a Transportation Planning Specialist 4 (TPS4) position. However, the hiring manager reserves the right to fill the position at a lower level (TPS3) depending on qualifications, providing an opportunity for an individual to gain the required experience on the job as part of a formal “in-training” plan. Salary levels for each level are below:
    1. TPS3: $67,380 – $90,624
    2. TPS4: $74,376 – $100,008
