The Department of Natural Resources (DNR) has two Fiscal Analyst 5 unit supervisor position openings within our Office of Finance, Budget, and Economics. This recruitment will be used to fill both positions.  

Do you enjoy performing professional-level financial review and analysis of accounting, auditing, and correction of fiscal data in accordance with generally accepted accounting principles (GAAP), governmental accounting standards (GASB), auditing requirements, statutes (RCW and WAC), and Office of Financial Management (OFM) policies in the State Administrative and Accounting Manual (SAAM)? The Accounts Payable supervisor position directly supervises the OFBE Accounts Payable work unit and its staff and provides guidance to staff around the agency who are responsible for accounts payable functions. This position functions as the agency-wide Financial Expenditure System (FES) Finance business expert.

 

Duties
Responsibilities:
  • Agency-wide Accounts Payable Stewardship
    Advises the Finance Manager and the Deputy Finance Manager on matters related to agency accounts payable using systems, such as the Financial Expenditure System (FES), statewide Agency Financial Reporting System (AFRS), and Treasury Management System (TM$). Manages and oversees the daily accounts payable transactions for the agency, including coordinating with region and division staff regarding payments, journal corrections, and accruals. Research and troubleshoot system and transactional errors within the DNR’s accounts payable system FES) and in Agency Financial Reporting System (AFRS). Analyze transactions and process journal vouchers to correct errors and process required financial transactions for compliance with the Office of Financial Management (OFM) and the Government Accounting Standards Board (GASB).
  • Accounting Staff Support and Supervision
    Plans, organizes and directs the workload of the Accounts Payable unit using agency systems such as email and Microsoft Teams. Conducts formal (scheduled) and informal (drop-in) meetings with staff using agency systems, written and verbal communication, and agency policies to set clear expectations. Provide regular and timely guidance and feedback verbally and in written format, using agency systems such as email and Microsoft Teams. Act as backup and perform job duties for staff in their absence using agency systems, to prevent lapses in work. Coordinates and supervises duties relating to accounts payable data analysis, data reconciliation, corrections, and adjustments using agency systems, to ensure deadlines are met and customer requests are completed. Supervises the review and approval of invoices and vouchers for payment. Approves interagency fund transfers, balancing and control of disbursements, and warrant cancellations. Supervises the accounts payables staff, approves leave, evaluates performance, corrects inappropriate or inadequate work behaviors, and approves schedule adjustments. Trains and mentors staff in facets of accounts payable, systems used, and Agency information as it pertains to accounts payable, and unit staff.
  • Financial Business Expert for Accounts Payable Systems
    Acts as the Finance business expert for Accounts Payable systems (FES), including advising agency program and technical staff and management on system configuration changes or upgrades, providing rigorous and thorough testing, and troubleshooting system errors. Within the FES system, maintains tables, and opens and closes fiscal periods according to the agency and statewide schedules. Reviews and approves financial transactions prepared by accounts payable staff, in FES, AFRS, and other statewide systems.
  • Fund and General Ledger Reconciliations
    Review fund and general ledger activity related to agency accounts payable transactions. Reconcile transactions between FES and AFRS, analyze and assess discrepancies, and process journal transactions to correct errors and balance accounts. Coordinate with OFM on new and updated requirements related to changes in GASB standards, monitor fiscal year-end activities, and process necessary journal adjustments to balance agency funds and inter-agency activity.

 

Qualifications

Required Qualifications:

  • A Bachelor’s degree with 18 quarter or 12 semester hours in accounting or a related field, and a minimum of three years of professional-level accounting experience;
    OR,
    A combination of education and/or experience equaling seven years or more may substitute for a degree, but not the credits. The education must include a minimum of at least 18 quarter or 12 semester hours of college-level accounting.
  • A minimum of three years as a supervisor or lead over professional-level accounting staff.
  • Advanced knowledge of accounting principles with experience in general ledger reconciliations, and fund adjustments between revenues and expenditures.
  • Experience and proficiency using computers and computer software systems, including the suite of Microsoft Office products and AFRS.
  • Strong analytical skills.
  • Ability to maintain high levels of accuracy with a heavy workload.
  • Ability to be focused and prioritize work to meet inflexible deadlines.
  • Strong interpersonal relationship skills.

Special Requirements and Conditions of Employment:
  • This position is located in the Natural Resource Building in an open cubicle space.
  • Infrequent travel to region offices may be required.
Desired Qualifications:
  • Experience with DNR fiscal accounting practices and the agency’s trust land management responsibilities, including trust accounting and revenue distribution.
  • Experience and proficiency using DNRs software system FES.
