Salary:  $3,700.00 – $4,968.00 Monthly

Positions with permanent duty stations in King County receive an additional 5% added to their monthly base salary. The salary listed in this announcement reflects the additional 5%.

The Department of Natural Resources (DNR) has an exciting opportunity within our Aquatic Resources Division. We are looking for a motivated person with proficient interpersonal skills to join our team at the Shoreline District. The Property and Acquisition Specialist 1 position helps manage 2.6 million acres of state-owned aquatic lands (SOAL), so that people, orcas, and salmon can thrive, businesses and eelgrass meadows can grow, and public access to the water is available in perpetuity. This position supports aquatic land management activities for the majestic rivers, lakes, islands, and marine waters of King County by providing technical and administrative support to Shoreline District Aquatic Land Managers. This is accomplished primarily through aquatic land leasing.

This position is stationed at the South Puget Sound Region Office in Enumclaw, WA. The majority of work is performed in an office environment.

Duties

Responsibilities:
The Property and Acquisition Specialist 1 position plays an important supporting role in managing state-owned aquatic lands and is entrusted with a diverse set of responsibilities including the following:

  • Independently manage routine aquatic land use agreements and contracts that authorize various uses of state-owned aquatic lands (SOAL), including mooring buoy registrations and other types of routine authorizations as assigned.
  • Manage rent and other financial aspects of aquatic use authorizations and contracts, including insurance and financial security (bonds, bank account assignments).
  • As a primary contact, receive public inquiries regarding the use and management of state-owned aquatic lands (SOAL). Respond to and provide technical information regarding aquatic programs policies and guidelines. Provide materials and instructions on how to apply for use of SOAL. As necessary, refer questions and comments to the Land Manager staff and District Manager.
  • Update and keep the district workflow tracking system current, and/or develop other spreadsheets that track work activities as needed.
  • Coordinate file management with the Title and Land Records office to ensure District files are organized, complete, and reconciled with Division files.
  • Examine, prepare, and distribute documents in response to public and internal service requests.
  • Distribute notices and other general correspondence to business partners and follow up on general contract requirements.
  • Perform closeout/archival process for canceled and/or terminated agreements.
  • Review and interpret surveys and aerial photographs; use GIS to create vicinity maps and research ownership inquiries.
  • Track financial accounts, audit billings, notify business partners of delinquent accounts, and work with internal staff and external parties to reconcile accounts.

 

Qualifications

Required Qualifications:

  • Associate’s Degree and two years of work experience in natural resource management, real estate, forestry, science, engineering, land use or environmental planning, business, or other relevant field;
    OR, a combination of education and/or equivalent experience.
  • Experience with managing records and files.
  • Experience with understanding, interpreting, and enforcing contract terms.
  • Experience with working within a team.
  • Experience interpreting laws, regulations, and policies pertaining to the management of aquatic land.
  • Proficient at using computers and software such as Microsoft Word, Excel, Outlook, and GIS.
  • Proficient at speaking, writing, and reporting clearly and effectively.

Special Requirements and Conditions of Employment:
  • Work setting is primarily an office setting with minimal field time. 
  • Travel may be required to locations within the District or Olympia. Most travel is by car. Most travel requires less than two concurrent nights away. Overnight travel is unusual but may occur.
  • This position will be required to obtain and/or maintain a Washington State Notary License with remote and electronic notary endorsement upon hire.
Desired Qualifications:
  • Bachelor’s Degree in natural resource management, real estate, forestry, science, engineering, land use or environmental planning, business or other relevant field.
  • Experience with insurance, securities, budget tracking, invoicing, and accounts receivable.
  • Proficient at using an accounting or contract management system, such as NaturE and Salesforce.
  • Experience with recognizing land uses and potential land uses.
  • Experience working with leases or other legal contracts and ability to understand interpret and enforce contract terms such as rent, insurance, and financial security requirements.
  • Experience in negotiating leases.
  • Knowledge of laws, regulations, and policies pertaining to the management of state-owned aquatic lands.
