The Department of Natural Resources’ (DNR) Product Sales and Leasing Division is seeking a professional, motivated candidate who can lead the Agency’s timber contract management operations into the future. Timber harvest revenue from our forested state trust lands contributes to county incomes for junior taxing districts, school construction funds, and other trust beneficiaries. In this position, you will be part of a team committed to sustainable forest management and timber and revenue production. This role is an integral piece to ensuring timber sales contract administration is consistently applied across the state while protecting our natural resources and fiduciary responsibilities to our trust beneficiaries. Your duties as Contracts Manager could take you to every corner of Washington to work with and train staff in contract administration and financial reconciliation. Working with Agency staff, stakeholders, and customers will also require excellent communication skills.

 

Duties

Responsibilities:
As the DNR’s timber sale contracts expert, this position is the agency expert for all timber sale contracts and processes. This position independently manages highly complex contract dispute resolutions statewide at an expert level, analyzes financial performance, and influences continuous program improvement and development. This position also ensures the program consistently implements Agency policies and standards as well as meets requirements in State law following the Board of Natural Resources approval and public auction.

This position provides the leadership of the DNR timber sales contracts program by providing expert opinion and clear guidance to all six region managers and assistant managers, proprietary foresters, Product Sales & Leasing Division Management, and Deputy Supervisor for State Uplands related to timber sale contract disputes and timber sale issues with statewide impact, to ensure consistent resolution. This position is the primary resource for statewide timber sale managers from auction day preparation and processes, through active sale operations, and to final sale financial audits and close-out. As a primary timber contract trainer, this position coordinates and delivers timber-sales-related training statewide to ensure contract administrators understand the background and legal aspects of timber sales contracts and financial procedures, so they can conduct effective and legal compliance and billing.

Qualifications

Required Qualifications:

  • Bachelor’s degree in forestry or a closely related natural resources field or business administration AND at least 5 years of professional experience with timber sale contracts, to include:
    • Direct contract administration of at least 15 contracts
    • Financial assessment and reconciliation responsibilities
    • Dispute resolution issues
    • At least 3 years as a resource for others involved in contract administration, providing guidance and reviewing decisions and written documentation.
           Or an equivalent combination of education and/or experience.

  • Experience providing expectations and feedback for others, following a formal performance & development plan outline.
  • Key Knowledge:
    • Detailed knowledge of DNR timber sale contract clauses
    • Knowledge of laws related to DNR, timber sales, and contracts within the Revised Codes of Washington (RCWs) and Washington Administrative Codes (WACs)
    • Effective training methods for adult learners
    • Negotiation principles and implementation
    • Knowledge of Employee Performance Management cycle, and applicable Collective Bargaining Agreements (CBAs).

Special Requirements and Conditions of Employment:
  • Office position with occasional travel and fieldwork.
Desired Qualifications:
  • Graduate degree in Forestry, Natural Resources, or Business Administration, combined with at least 5 years experience in the forest industry.
  • 10 years of experience with contract management or administration, with at least 5 years providing guidance to others in contract administration duties.
  • Key Knowledge:
    • Knowledge of DNR business practices, organizational structures, and agency policies. Knowledgeable of DNR’s legal responsibilities as a trust manager, and specific trust mandate components. Familiar with the requirements of
      • Policy for Sustainable Forests (PSF),
      • DNR’s Habitat Conservation Plan (HCP),
      • Criteria for formal forestry certification programs (SFI and FSC)
  • Knowledgeable about the capabilities and limitations of timber harvesting and forest road-building equipment.
  • Familiar with basic accounting principles and fund management processes.
  • Skills/Abilities:
    • Detail-oriented; ability to identify discrepancies and inconsistencies in spreadsheets and written documents.
