Position Details
This full-time unrepresented position is exempt from civil service law. Within the organizational chart, this position is a member of the Internal Operations Division and reports to the Lead Budget Analyst.

In this role, you will be responsible for the planning, monitoring, reviewing, and controlling of contract budgets and expenditures. You will perform senior-level fiscal activities and will be responsible for ensuring that all contract expenditures are made in accordance with state and federal law; contract budget and expenditure data is accurately reflected in the agency accounting records; and that fiscal policy and procedures are established in accordance with Generally Accepted Accounting Principles (GAAP) and the State Accounting and Administrative Manual (SAAM).

Work Location
The Partnership offers a modern hybrid work environment, which includes both remote and office settings in Olympia and Tacoma. Although it’s not an official duty station of the Partnership, the agency currently utilizes a co-work space at a location in Seattle as a drop-in work environment option for staff.
 
All staff are required to report for in-person work in group settings or for in-person work at an office building at least once a week or for a specific number of hours monthly, including this position. You may be required to work more frequently in an office setting than others if you’re unable to effectively conduct work remotely or as business needs arise. You will be expected to report to the Olympia office on your first day of employment for onboarding.
 
Travel throughout the Puget Sound area occasionally will likely be necessary and you may not be eligible for mileage reimbursement depending on where you reside and the destination of the meeting. The Partnership offers agency vehicles for all staff when traveling to meetings, conferences, or other work-related events that are not part of the employee’s regular commute. Use of the vehicle and a gasoline card for fueling is at no cost to the employee.

Salary
The annual starting range of compensation for this position is between $71,500 – $79,000 depending upon qualificationsThe full position salary range for is $71,500 – $86,500. Hiring supervisors can negotiate employment offers with candidates for this recruitment within the boundaries of the starting salary range based on a formulaic approach. The position range is the broader range the newly hired person can expect their salary to grow during their tenure in the position. Salary ranges will increase when future legislatively approved general wage increases for non-represented state employees occur.

Duties

Some of duties include:
Budget:

  • Track contract budget performance and provide monthly budget to actual expenditure reports, perform detailed analysis and provide narratives and recommends corrective actions. 
  • Provide data, analysis, and recommendations to achieve program and agency objectives. 
  • Provide contract status reports and monitor contract-related spending. 
  • Coordinate the fiscal note process for assigned programs and gather program assumptions, writing fiscal notes, and soliciting the review of fiscal notes 
  • Lead and support spending plans and program allotments.
  • Establish encumbrance for new contracts, and perform encumbrance adjustments, management, and reconciliation.
  • Perform trend analysis for contract spending.
Fiscal:
  • Manage agency contract-related account payables, and receivables.
  • Contact contractors to explain and resolve issues.
  • Create invoices and the supporting documentation needed to bill other agencies.
  • Process payments for  contract invoices.
Fiscal monitoring of agency contract budgets and expenditures:
  • Review contractor invoices to ensure supporting documentation is adequate and accurate; works/deliverables are completed; and expenditures are in compliance with contract budget, project timeline, and billing conditions.
  • Record contract payment information into the Access Equity tracking program.
  • Review and analyze amounts owed to or by the agency, and resolve discrepancies as needed.
Analyze and/or prepare complex fiscal data sets:
  • Prepare and process accounting adjustments and Journal Vouchers for approval and release.

 

Qualifications

Required Education, Experience, and Competencies:

  • An Associate degree from an accredited college or university involving major study in business administration, public administration, accounting, economics, or statistics; AND
  • Two (2) years of professional experience in budgets, management, or program analysis.
OR
  • Four (4) qualifying years of professional experience in budgets, accounting, or program analysis.

Additional Required Qualifications:
  • Demonstrated experience using Microsoft Outlook to create, modify and respond to emails and calendar appointments.
  • Demonstrated experience using Microsoft Word to create, modify, format, and edit documents.
  • Demonstrated experience using Microsoft Excel to create, modify, format and print spreadsheets, find and replace data, and work with basic formulas and functions.
  • Ability to effectively communicate in spoken language or in writing.
  • Ability to analyze and reconcile complex fiscal data.
  • Ability to work independently and as part of a team.
  • Ability to prioritize tasks by importance and deadline.

Preferred Education, Experience, and Competencies:
  • Bachelor’s degree or higher, which includes 18 quarter or 12 semester hours in accounting, auditing, or budgeting and at least one year of relevant professional experience.
  • Two or more years of working knowledge of governmental accounting.
  • Knowledge of the State Accounting and Administrative Manual (SAAM), Revised Code of Washington (RCW), andWashington Administrative Code (WAC).
  • Knowledge of federal grant requirements such as 2 CFR 200.
  • Knowledge of state travel rules and regulations (SAAM Chapter 10).
  • Knowledge of state purchasing and procurement laws.
  • Knowledge of state financial systems and databases (e.g., Travel and Expense Management System (TEMS), Enterprise Reporting, WEB Intelligence and Enterprise Reporting (ER) Training, Human Resource Management System (HRMS), Agency Financial Reporting System (AFRS) Training, AFRS Basics and Financial Toolbox, AFRS
    Selecting Transaction Codes, AFRS Consolidated Annual Financial Report).
  • Demonstrated experience working independently under general supervision.
  • Demonstrated experience applying and adopting accounting methods to a variety of accounting transactions.
  • Demonstrated experience working effectively with staff at all levels.
