This new IT Business Analyst – Senior/ Specialist supervisory position is the Lead IT Business Analyst residing in the Project Management Office (PMO) in the Information Technology Division (ITD) responsible for providing agency-wide IT business analysis services. The position serves as a member of the Information Technology Project Management Office. The ITD is responsible for developing, maintaining, and implementing all IT services for DNR. This position reports to the ITD PMO Manager.

This position serves as the agency’s lead technical specialist in information systems analysis and design. Using advanced knowledge consults with and guides agency customers to define business requirements and identify opportunities and alternatives for applying information technology to analyze, evaluate and solve highly complex business problems that impact the entire agency or multiple divisions in the agency. This position is a key liaison between business stakeholders and the technical teams. This position has the responsibility to lead cross-functional teams and adhere to agile Software Development Life Cycle (SDLC) guidelines throughout the full systems development life cycle. This position has the authority to verify that the project produces the required deliverables of quality, within the specified constraints of time and cost and to achieve the potential benefits defined in the business case.

 

Duties

Responsibilities:
Provides IT business analysis services to the agency using advanced knowledge by leading the analysis and design of complex IT project initiatives that span one or more lines of business, affecting up to 2,000 employees and millions of dollars of revenue and management costs annually.

Tasks include:

  • Leads the IT business analysis for the scoping and development/integration of agency information systems. This position plays a key role in the implementation of software solutions that not only increase business efficiency, but also provide solutions that offer greater financial insights that guide the agency decision making processes.
  • Leads requirements gathering sessions with user groups and works closely with development teams to support the translation of business requirements and functional specification documents into technical requirements.
  • Oversees the solution development/build ensuring requirements/user stories are traceable and enabled by the solution. Works closely with business stakeholders to build, refine, and prioritize requirements or user story backlogs.
  • Designs and documents workflows for existing and new processes and provides solutions to new agency business unit ideas. Makes recommendations to improve business processes.
  • Leads the creation of all business design documentation, including entity relationship diagrams, system/data flow diagrams, data mapping, and data dictionaries.
  • Oversees quality assurance processes to ensure that design and development meets the requirements and Key Performance Indicators for agency projects. Ensures proper implementation of the specifications into the new system.
  • Oversees analysis work of other staff (including agency staff or contractors) participating in the project by providing them guidance and/or instructions regarding agency and statewide IT policies and best practices.
  • Stewards and creates new test plans and manages test plan implementation (including regression tests and user acceptance tests) to ensure solutions and software upgrades are ready for production deployment.
  • Oversees the development and implementation of user training strategies. Works closely with business areas to ensure training is performed for users and knowledge transfer for application maintenance owners.
  • Conduct research on software and hardware products to justify recommendations and to support purchasing decisions.
  • Assigns work to subordinate staff, ensuring that the work assigned does not alter the position classification.
  • Sets performance standards expectations.
  • Monitors work performed by subordinate staff, providing appropriate feedback.
  • Evaluates and documents performance.
  • Guides training and developmental planning.
  • Reviews applicants’ credentials, conducts interviews, and hires or effectively recommends hiring staff.
  • Resolves staff issues, recommends discipline, recognizes employees, and counsels employees in work-related activities and career development.
Outcome: Successful implementation of IT systems for business units across the agency (on time, on budget, and with customer acceptance) resulting in increased productivity as well as meeting key behavioral competencies.

 

Qualifications

Required Qualifications:

  • A Bachelor’s degree in Information Technology, Computer Science or closely related field AND 8 years of IT business analysis experience gathering information and requirements, designing, building, and deploying enterprise applications. Translation of business needs into technical specification and working on complex workflows and business rules.
    OR combination of education and/or experience equivalent.
  • Experience in SDLC (software development lifecycle), Software as a Service (SaaS) platforms and or (COTS) Commercial-off-the-shelf applications.

  • Completion of a certificate or other program in project management (e.g. Scrum Master, Product Owner, PMP, or Business Analysis).

  • Experience with LEAN management principles.
  • Public sector information technology management experience.
