The Department of Natural Resources (DNR) Wildland Fire Management Division is searching for a Fire Cache Manager for the Tumwater Fire Cache. This position has assigned responsibility to develop program goals and objectives related to Wildland Fire Management; develop program policies and procedures related to consumable, durable, and stocking equipment; review and evaluate program budget for review, authorize expenditures of Fire Cache stock and other related items; assists with the allocation of program resources; set and adjust program priorities; and evaluate the program’s effectiveness and readiness. This position works under administrative direction where advice and assistance are limited to the accomplishment of broad objectives and policies; verifies that all completed work is reviewed for compliance with all State, Local, and Federal laws and regulations, as well as the adherence to program goals and objectives, budgetary limitations and DNR policies and procedures.

 

Duties

Responsibilities:
The Fire Cache Manager is responsible for the following:

  • Washington State Fire Cache Management – Statewide expert on cache management for emergency incident response. Formulates policies, procedures, guidelines, and standards related to the Fire Cache and incident support for approval by the Division Manager.
  • Inventory Management – Responsible for guidance and programmatic controls concerning Fire Cache program goals and objectives, such as audit controls, stocking determinations and daily/weekly and annual warehouse needs, availability to stock supplies and equipment, seasonal Forest Service/Fire Districts match grants and the effective stocking/distribution of the Washington State National Guard wildland firefighting equipment and PPE.
  • Procurement and Contacting
  • Equipment Management – Coordinates with Engineering Division’s Equipment Shop to ensure all Fire Cache equipment is inspected and maintained in a safe and serviceable condition.
  • Emergency Incident Response Support – Evaluates ongoing emergency situations and establishes levels of personnel and equipment that are currently needed, or which will likely be required to meet the support needs of an incident or complex of incidents.
  • Transportation Services – Coordinates with ONR’s Safety Office to ensure all safety requirements, state and federal laws, and guidelines are being met and adhered to.
  • Fire District Assistance – Coordinate with the Fire District Assistance Program Manager to provide assistance to fire districts in need of additional resources to improve wildfire protection and emergency service responsibilities.
  • Budget Management – Responsible for the fire cache program budget and authorizing expenditures.

 

Qualifications

Required Qualifications:

  • Bachelor’s degree in natural resources-related field AND four years of experience implementing a wildland fire program
    OR a combination of education and experience in a related field connected with Wildland Fire.
  • Two years of supervisory experience including responsibility for staff selection, training and development, planning and assignment of work, and evaluating performance.
  • Comprehensive knowledge of guidelines related to Washington State and Department of Natural Resources laws, policies, procedural manuals and handbooks, work plans, management plans, applicable law, and federal and state laws related to CDL drivers.
  • Experience administering public contracts, grants, or other partnership agreements.
  • Demonstrated commitment to fostering and supporting an environment that honors diversity, equity inclusion, and environmental justice practices.
  • Perform assigned duties in a manner consistent with applicable laws, and regulations, and public records retention and requests are followed.
  • Ability to work with diverse interests to identify and achieve common goals.
  • Demonstrated knowledge of cooperating agency’s policies, regulations, and procedures for ordering, use, payment, and disposition of property used in support of
    multi-agency incident management efforts.

Special Requirements and Conditions of Employment:
  • Work is performed in an office and warehouse setting. The work involves regular and recurring exposure to risks associated with materials handling, equipment, power and hand tools, falling objects, and contact with hazardous materials. The incumbent must be familiar with warehouse, machine shop, and hazardous materials safety and wear appropriate personal protective equipment as needed.
  • This position works statewide and is required to travel, sometimes overnight, to locations all over the state.
  • A valid unrestricted driver’s license and have two years of driving experience. This position requires driving as an essential function. Finalists and/or interview candidates will be asked to provide a driving record from all states where they have held a license for the past three years.
Desired Qualifications:
  • Working understanding of the needs and capabilities of rural and volunteer fire districts.
  • General understanding of public budgeting processes.
