Position Details
This full-time unrepresented position is exempt from civil service law. Within the organizational chart, this position is a member of the Internal Operations Division and reports to the Grants, Contracts and Compliance Manager.

In this role, you will lead contract activities for several of the agency’s largest programs and provide expert level consultation and assistance with questions and complex contract fiscal budget matters to ensure funds are used in the most effective and efficient manner possible.

Work Location
The Partnership offers a modern hybrid work environment, which includes both remote and office settings in Olympia and Tacoma. Although it’s not an official duty station of the Partnership, the agency currently utilizes a co-work space at a location in Seattle as a drop-in work environment option for staff.
 
All staff are required to report for in-person work in group settings or for in-person work at an office building at least once a week or for a specific number of hours monthly, including this position. You may be required to work more frequently in an office setting than others if you’re unable to effectively conduct work remotely or as business needs arise. You will be expected to report to the Olympia office on your first day of employment for onboarding.
 
Travel throughout the Puget Sound area occasionally will likely be necessary and you may not be eligible for mileage reimbursement depending on where you reside and the destination of the meeting. The Partnership offers a few available agency vehicles for all staff when traveling to meetings, conferences, or other work-related events that are not part of the employee’s regular commute. Use of the available vehicle and a gasoline card for fueling is at no cost to the employee.

Salary
The annual salary range of compensation for this position is between $83,161 to $94,553 depending upon qualifications, although the expected hiring salary will typically be less than the top of the range to allow for growth and development movement. Bonuses, benefits, and/or additional pay may be available based on recruitment, retention, and incentives approved through legislative acts.

The expectation of this position’s starting appointment date is as soon as possible and no later than 60 days from the acceptance date of an employment offer from the Partnership. 

 

Duties

Some of duties include:
Budget Support:

  • Work under the direction of the Grants, Contracts and Compliance Manager for developing, maintaining, and executing program budgets that align with the agency’s biennial and supplemental budgets allocated to contract work and forecasting.
  • Lead and meet with assigned programs regarding contract budget process and allotments, to include working with program staff to determine and prepare ongoing forecasted contract spending plans and allotments, adjusting ongoing contract spending plans, and notifying the Lead Budget Analyst of upcoming contract spending and allotment changes.
  • Assist programs in understanding how to read and find their contract allotment and expenditures on the biennium budget work plan and CAET to learn how to track their contract spending and unspent allocated amounts.
  • Ensure contract expenditures stay within program control numbers by fund.
General Accounting for contract related actions:
  • Advise and consult program accounting activities related to chart of accounts, payroll reports and analysis; ensure program spending is aligned with deliverables outlined in federal grant awards; and advise the Chief Financial Officer and Accounting and Budget Program Manager in forecasting spending and financial needs of assigned programs to ensure resources are available and suitable for the work being performed by program staff and vendors.
Contract Preparation, Execution and Management:
  • Manage contract and fiscal matters for Professional Service and Interagency agreements, procurements and sole source filings for assigned programs.
  • Assist the Grants, Contracts, and Compliance Manager in creating, developing and delivering contract training for Agency staff and completing all required annual reports including the Agency’s yearly contract reporting to Department of Enterprise Services (DES).
  • Create and develop the biennium “Forecast Report.”
  • Manage and maintain the new Access Equity system that is implemented through OMWBE to report and display subcontractor information and payment. Provide training and guidance to fiscal staff and vendors, as needed.
  • Assist and/or file the Federal Funding Accountability and Transparency Act reports for all subawardee/subrecipient contracts as required by the Federal Government.

 

Qualifications

Required Education, Experience, and Competencies:

  • Three (3) years or more of demonstrated experience in a budgeting or accounting role; AND
  • Three (3) years or more of demonstrated experience in writing, creating, and managing contracts and grant management role or capacity that required performing budget and accounting duties.
**NOTE: Experience may be concurrent.

Additional Required Qualifications:
Must be skilled at supporting programs with budget, accounting, contract invoicing, contract management, grant management duties including expenditure and revenue projections for contract forecasting, preparing and executing contracts/agreements, and monitoring contract spending and performance. Specific experience includes:
  • Experience tracking, reporting and projecting program and agency budget allotments and expenditures.
  • Experience interpreting and applying State and Federal fiscal policies.
  • Knowledge of state and federal budget processes.
  • Knowledge of Generally Accepted Accounting Principles (GAAP).
  • Knowledge of the State Accounting and Administrative Manual (SAAM).
  • Experience gaining support of others through persuasiveness, credibility, and expertise.
  • Experience in understanding Supplier Diversity goals, outcomes and implementation process, including administration of the Access Equity system.

  • Permanently reside in Washington state throughout employment and available to report in person at Puget Sound agency offices and meetings on a weekly basis. If the successful candidate is currently living outside of Washington, relocation must occur within 30 days of the appointment date. 

Preferred Education, Experience, and Competencies:
  • Education: Bachelor’s degree in business, public administration, accounting, economics, or statistics and three to four years of professional experience in budgets, contract management, or program analysis. A Master’s degree in a related field may substitute for two years of professional experience.
  • Applied budget and/or accounting skills: Five or more years of experience in program budgeting and/or accounting using state systems or closely private sector systems.
  • Applied contract management skills: Three or more years of experience in contract or grant management, including creating, initiating, negotiating and development of Scopes of Work and budget for contracts or grant agreements.
  • Excel and Databases: Advanced proficiency and skills using MS Excel: pivot tables, advanced, etc.
  • Financial Systems: Intermediate to advanced proficiency working with OFM systems and using systems including; AFRS, The Allotment System (TALS), Enterprise Reporting, Fiscal Note System, Compensation Impact Model (CIM), Budget and Accounting Support System (BASS), Agency Budget System (ABS), Web Intelligence reports, and Enterprise Reports, Salary Projection System (SPS), Contract Management System (CMS), and other financial reporting systems.
  • LEAN and process improvements: Experience leading process improvements and streamlining practices and tools.
  • Project Management: Experience applying Project Management principles to projects and in work environment.
