Position Details
This full-time unrepresented position is exempt from civil service law. Within the organizational chart, this position is a member of the leadership team and reports to the Deputy Director in the External Programs Division.
 
In this role, you will oversee three of the agency’s programs and supervise five staff who manage ecosystem recovery planning and implementation, the systems that track and communicate ecosystem recovery plans and their implementation, adaptive management, accountability, and coordination of the Local Implementation Organizations (LIO). You will lead a staff that develops the State of Washington’s goals and strategies for achieving Puget Sound recovery, including setting targets, ensuring system-wide accountability for achieving state goals and targets, and implementing adaptive management to ensure effective implementation of the Action Agenda.

Work Location
The Partnership offers a modern hybrid work environment, which includes both remote and office settings in Olympia and Tacoma. Although it’s not an official duty station of the Partnership, the agency currently utilizes a co-work space at a location in Seattle as a drop-in work environment option for staff.
 
All staff are required to report for in-person work in group settings or for in-person work at an office building at least once a week or for a specific number of hours monthly, including this position. You may be required to work more frequently in an office setting than others if you’re unable to effectively conduct work remotely or as business needs arise. You will be expected to report to the Olympia office on your first day of employment for onboarding.
 
Travel throughout the Puget Sound area occasionally will likely be necessary and you may not be eligible for mileage reimbursement depending on where you reside and the destination of the meeting. The Partnership offers agency vehicles for all staff when traveling to meetings, conferences, or other work-related events that are not part of the employee’s regular commute. Use of the vehicle and a gasoline card for fueling is at no cost to the employee.

Salary
The annual salary range of compensation for this position is between $113,919 to $127,590 depending upon qualifications, although the expected hiring salary will typically be less than the top of the range to allow for growth and development movement. Bonuses, benefits, and/or additional pay may be available based on recruitment, retention, and incentives approved through legislative acts.

Duties

As the Ecosystem Recovery Director, you will direct and oversee all aspects of the Ecosystem Recovery function of the organization. You will also plan, lead, organize, and direct the work performed by staff and support external partners to ensure the agency is accomplishing its mission, goals, and objectives.

Some of what you will do includes:

  • Develop a vision for the ecosystem recovery of Puget Sound, including through extensive partner engagement.
  • Lead and support the team that develops the Action Agenda and tracks its implementations.
  • Lead and support the development of regional and local goals, indicators, and targets for achieving ecosystem recovery, and oversee an accountability and adaptive management system to support partners achieving those goals and targets.
  • Oversee the technical systems which are the foundation for implementing and communicating adaptive management and accountability, including the web-based PSInfo and Action Agenda Explorer, and the Partnership’s Geographic Information System (GIS) initiatives.
  • Integrate local, state, tribal, federal, and private sector efforts to create, implement, and track the Action Agenda, and drive alignment across all partners behind shared goals and targets. Ensure implementation is being tracked.
  • Work with the Adaptive Systems and Accountability Program (ASAP) manager to develop and execute a vision for PS Info, Action Agenda Explorer, and the partnerships GIS initiatives.
  • Engage in close coordination with the Tribal Management Conference and state partners who are “Strategic Initiative Leads” and other state partners with a role in ecosystem and salmon recovery.
  • Create a vision for the program, and develop and implement work planning milestones and initiatives, and identify resources needed to accomplish work of the programs it oversees.
  • Manage the development, budget, and performance of staff.
  • Manage the efficient and effective execution of the program work plans.
  • Ensure the agency and the Planning Program, Adaptive Systems & Accountability Program, and LIO Program are meeting diversity, equity, inclusion and environmental justice goals and responsibilities.


 

Qualifications

Required Education, Experience, and Competencies:

  • Master’s degree or above in planning, environmental management, natural resources, public administration, public policy or planning, or a related field; AND
  • Seven (7) years of professional experience in an environmental-related field.
OR
  • Bachelor’s degree focusing on planning, environmental management, natural resources, public administration, public policy or planning or related field; AND 
  • Nine (9) years of professional experience in an environmental-related field
OR
  • Minimum of 13 years of professional experience in an environmental-related field or lived experience equivalent to competencies in environmental/natural resources management (e.g., management of salmon hatcheries, expertise developed from Tribal, Native, and Indigenous knowledge and practices, etc.)

Additional Requirements:
  • A minimum of six (6) years of supervisory and leadership experience.
  • A minimum of six (6) years of project management experience.
  • A minimum of six (6) years of strategic planning, policy development, and analysis experience.
  • Experience in science and/or data-informed planning.

Preferred Education, Experience, and Competencies:
  • High-level management and leadership experience in a complex, public sector work environment.
  • Program administration including personnel, budget, and grant/contract management, performance management and accountability.
  • Experience with tribal governments.
  • Experience working successfully in a political environment with sensitivity to controversial issues.
  • Experience and interest in process and performance improvement (LEAN, Baldridge, etc.).
  • Master’s degree or higher in environmental management, natural resources, planning, public administration or related field.
