Position Details
This full-time unrepresented supervisory position is exempt from civil service law. Within the organizational chart, this position is a member of the Science & Evaluation Program within the External Programs Division, and reports to the Science and Evaluation Program Director.
 
As the PSEMP Manager, you will be responsible for managing the overall coordination and support of the Puget Sound Ecosystem Monitoring Program (PSEMP) and supervising one FTE employee. PSEMP, which is a broad network of monitoring experts and organizations, is a key element of the Puget Sound Partnership’s strategic science program and the center of the Partnership’s efforts to enable strategic learning about ecosystem conditions and the impact of ecosystem recovery efforts.

A little bit about the Science & Evaluation Program
The Science & Evaluation Program is responsible for coordinating and implementing a shared, science-based system of measurement and monitoring that allows assessment of collective actions. This team’s work informs updates to the Puget Sound Action Agenda by tracking the status of ecosystem recovery indicators and assessing the effectiveness of recovery efforts. Science & Evaluation staff report ecosystem recovery progress through the Vital Signs website, as well as the biennial State of the Sound report. The Science & Evaluation Program also provides support to the Science Panel, including development of the Quadrennial Science Work Plan. A key element of the Science & Evaluation Program is the  support provided for the Puget Sound Ecosystem Monitoring Program (PSEMP) by the PSEMP Manager and the Monitoring Network Coordinator. 

Work Location
The Partnership offers a modern hybrid work environment, which includes both remote and office settings in Olympia and Tacoma. Although it’s not an official duty station of the Partnership, the agency currently utilizes a co-work space at a location in Seattle as a drop-in work environment option for staff.

All staff are required to report for in-person work in group settings or for in-person work at an office building at least once a week, including this position. You may be required to work more frequently in an office setting than others if you’re unable to effectively conduct work remotely or as business needs arise. You will be expected to report to the Olympia office on your first day of employment for onboarding.
 
Travel throughout the Puget Sound area on a regular basis will likely be necessary and may not be eligible for mileage reimbursement depending on where you reside and the destination of the meeting. The Partnership offers agency vehicles for all staff when traveling to meetings, conferences, or other work-related events that are not part of the employee’s regular commute. Use of the vehicle and a gasoline card for fueling is at no cost to the employee.

Salary
The annual salary range of compensation for this position is between $90,693 – $103,965 depending upon qualifications, although the expected hiring salary will typically be less than the top of the range to allow for growth and development movement. Bonuses, benefits, and/or additional pay may be available based on recruitment, retention, and incentives approved through legislative acts.

Duties


Some of duties include:

  • Manage PSEMP’s efforts to develop and pursue a strategic plan that articulates how the program will achieve its objectives 
  • Oversee budgets, procurements, and contracts and agreements to implement and improve PSEMP and other monitoring and assessment efforts.
  • Work with other Partnership staff and with the Science Panel, PSEMP Steering Committee, executive committee, and work group leaders to ensure that monitoring and assessment findings inform the implementation and adaptation of the Action Agenda and related recovery plans.
  • Serve as the team lead for the Partnership’s PSEMP staff. 
  • Serve as a liaison to the Partnership’s Science Panel, Salmon Recovery Council, Ecosystem Coordination Board, Leadership Council, and other groups on monitoring and assessment issues.
  • Lead and coordinate PSEMP’s work as the multi-organization network for monitoring and assessment of ecosystem conditions and recovery.
  • Develop training plans for direct reports in the team
  • Partner with staff on developing goals and objectives with a focus on professional development and succession planning
  • Create and maintain a culture of staff accountability, including giving clear direction and defined objectives, and managing performance based on agency policy and HR best practices
  • Oversee and control  a $2 million per biennium operating budget administered through various contracts, grants, and agreements
  • Exercise independent judgement within legal and agency HR policy frameworks related to hiring, training, mentoring, and developing staff
  • Manage staff schedules in a manner the ensures a balance between staff flexibility and desired work outcomes 

 

Qualifications

Required Education, Experience, and Competencies:

  • Master of Science or other advanced degree in a field involving environmental or ecosystem science; AND
  • At least five (5) years of professional working experience; AND
  • At least two (2) years of experience managing interdisciplinary programs or complex projections.
OR

  • Bachelor’s degree in a field involving environmental or ecosystem science; AND
  • At least seven (7) years of professional working experience; AND
  • At least four (4) years of experience managing interdisciplinary programs or complex projections.

AND

  • A work history demonstrating progressive levels of responsibility.
  • Substantive knowledge of current developments and directions in ecosystem monitoring.

Preferred Education, Experience, and Competencies:
  • Ph.D. in a relevant scientific discipline
  • A minimum of five years of experience leading or coordinating a multi-agency, collaborative monitoring program or project including data collection, data management, and reporting
  • Experience in effectively communicating to senior executives, scientists, agency staff, stakeholders and the public
  • Substantive knowledge of the issues in which the Puget Sound Partnership is involved
  • Proficient in promoting and applying best practices for adaptive management
  • Understands government operations in natural resource related areas and the organizational and political climate for decision making
  • Competency in contract management
