The Puget Sound Partnership is a non-regulatory state agency leading the region’s collective effort to restore and protect the Puget Sound natural ecosystems. We are also one of the Executive Cabinet agencies under Governor Inslee’s Office. The Partnership brings together hundreds of partners to mobilize action around a common agenda, advance Sound investments, and advance priority actions by supporting partners.

Position Details
This full-time unrepresented position is exempt from civil service law and has an official duty station at our Headquarters building in Olympia, Washington. Within the organizational chart, this position is a member of the Internal Operations Division, and reports to the Lead Budget Analyst.

The Internal Operations Division supports the core functions of the agency by providing Fiscal, Human Resources, Administrative, and IT services. Additionally, it is the central point for all Environmental Protection Agency (EPA) program management. 

Work Location
The Partnership offers a modern hybrid work environment, which includes both remote and office settings in Olympia and Tacoma. Although it’s not an official duty station of the Partnership, the agency currently utilizes a co-work space at a location in Seattle as a drop-in work environment option for staff.
 
All staff are required to report for in-person work in group settings or for in-person work at an office building at least once a week or for a specific number of hours monthly, including this position. You may be required to work more frequently in an office setting than others if you’re unable to effectively conduct work remotely or as business needs arise. You will be expected to report to the Olympia office on your first day of employment for onboarding.
 
Travel throughout the Puget Sound area occasionally will likely be necessary and may not be eligible for mileage reimbursement depending on where you reside and the destination of the meeting. The Partnership offers agency vehicles for all staff when traveling to meetings, conferences, or other work-related events that are not part of the employee’s regular commute. Use of the vehicle and a gasoline card for fueling is at no cost to the employee.

Salary
The annual salary range of compensation for this position is between $56,676 – $76,188 depending upon qualifications, although the expected hiring salary will typically be less than the top of the range to allow for growth and development movement. Bonuses, benefits, and/or additional pay may be available based on recruitment, retention, and incentives approved through legislative acts.

The expectation of this position’s starting appointment date is as soon as possible and no later than 60 days from the acceptance date of an employment offer from the Partnership. 

Some of duties include:
Budget:

  • Track budget performance and provide monthly budget to actual expenditure reports, perform detailed analysis, and provide narratives and recommend corrective actions.
  • Coordinate directly with the Lead Budget Analyst, Fiscal program staff, and managers of assigned programs providing them with data, analysis, and recommendations to achieve program and agency objectives through the allocation and control of agency resources.
  • Monitor, analyze, and report monthly operating, travel related spending to Lead Budget Analyst, and assigned programs to ensure expenditures are in compliance with work plan budget.
  • Coordinate the fiscal note process for assigned programs and is responsible for gathering program assumptions, writing fiscal notes, soliciting the review of fiscal notes by Lead Budget Analyst, and coordination with Office of Financial Management staff.
  • Lead and support spending plans and program allotments by coordinating with assigned program, the Lead Budget Analyst and the Accounting and Budget Program Manager (ABPM).
  • Analyze and process indirect JVs and update indirect JV log.
  • Analyze and process Federal expenditure draw via Automated Standard Application Payment (ASAP) system; report and review revenue drawn to date for the agency.

Fiscal:

  • Independent manage agency account payables, leave accounting, and receivables:
    • Receive and analyze documentation to determine amounts owed to or by the agency.
    • Contact vendors or customers to explain and resolve issues.
    • Verify to assure the appropriate account coding for payment documents based on supporting documentation and the agency chart of accounts.
    • Create invoices and the supporting documentation needed to bill other agencies.
    • Process payments for operating invoices.
    • Audit and reconcile payment register with A45 batches submitted to Small Agency Financial Services (SAFS).
    • Review and verify contractual and agreement financial records are complete, accurate, secure, and appropriately identified for records retention and retrieval requirements.
  • Independently manage the travel reimbursement processes:
    • Review all agency travel reimbursement requests submitted through the Travel and Expense Management System (TEMS) for accuracy and compliance with applicable state and federal requirements; approve, and process for reimbursement.
    • Determine the appropriate account coding based on supporting documentation and the agency chart of accounts.
    • Determine if required authorizations and supporting documentation are accurate and in compliance with agency policy.
    • Serve as the TEMS administrator for the agency.
  • Purchase/Travel card custodian and processes for the agency:
    • Administer and control use of the purchase cards.
    • Reconcile the purchase card log to the monthly statement.
    • Identify, research, and resolve discrepancies.
    • Prepare transaction coding sheet, gather supporting documents, and process monthly statement for payment.
  • Timesheets:
    • Submit timesheets and leave requests for Executive Director (as needed) to SAFS per pay period.
    • Audit and reconcile timesheets using payroll reports, addresses discrepancies, and works with agency staff to resolve issues.
  • Monitoring and close out activities:
    • Assist with year-end process related to agency payables and receivables, including communicate deadlines to staff; analyze fiscal data to establish year-end accruals; and research related to general ledger activity.

Required Education, Experience, and Competencies:

  • An Associate degree from an accredited college or university involving major study in business administration, public administration, accounting, economics, or statistics; AND
  • Three (3) years of professional experience in budgets, management, or program analysis.

OR

  • A Bachelors’ degree from an accredited college or university involving major study in business administration, public administration, accounting, economics, or statistics; AND 
  • One (1) year of professional experience in budgets, management, or program analysis.

OR

  • Five (5) qualifying years of professional experience in budgets, fiscal management, or program analysis may substitute for education and experience above.

Preferred Education, Experience, and Competencies:

  • Master’s degree or higher, which includes 18 quarter or 12 semester hours in accounting, auditing, or budgeting and at least four years of relevant professional experience.
  • Knowledge of the State Accounting and Administrative Manual (SAAM).
  • Knowledge of state travel rules and regulations (SAAM Chapter 10).
  • Knowledge of state purchasing and procurement laws.
  • Knowledge of state financial systems and databases (e.g., Travel and Expense Management System (TEMS), Enterprise Reporting, WEB Intelligence and Enterprise Reporting (ER) Training, Human Resource Management System (HRMS), Agency Financial Reporting System (AFRS) Training, AFRS Basics and Financial Toolbox, AFRS Selecting Transaction Codes, AFRS Consolidated Annual Financial Report).
