Wilson Construction Company has an immediate opening for a Land Liaison/Environmental Scientist based in Kennewick, WA. Wilson’s Environmental Services Department specializes in environmental permitting and compliance management as it relates to the electrical utility construction industry. Our team brings expertise to construction projects in the areas of permitting, onsite inspection and monitoring, erosion and sediment control implementation, mitigation planning, restoration and revegetation, and environmental training.

The successful candidate will work on a variety of office and field tasks, including serving as a Land Liaison, and managing environmental compliance on construction projects. This is a field-based position. Candidate must work well in a professional and team-oriented environment. Excellent written and verbal communication, client interaction and organizational skills, as well as proficiency with MS Office applications required.

Essential Land Liaison Duties and Responsibilities:

  • Review project contract and specifications and understand Wilson’s land liaison responsibilities.
  • Be able to explain planned construction activities and potential impacts.
  • Be knowledgeable of project schedule and ensure permits and access routes are in place ahead of work.
  • Coordinate activities and communicate daily with Superintendent/General Foreman.
  • Participate in internal and external project meetings.
  • Maintain contact information for public agencies, utilities, railroads, businesses, and landowners.
  • Meet with Owner’s representative to obtain history of interactions with landowners, businesses, and agencies. Understand which information is confidential and not to be shared with public.
  • Communicate with public agencies and railroads:
    o Inform them of Wilson’s scope of work and schedule.
    o Inquire about their concerns for the planned activities.
    o Obtain encroachment permits / crossing permits.
    o Identify yourself as the point-of-contact for future questions and concerns.
  • Communicate with businesses and landowners:
    o Meet landowners in person (when possible) to inform them of Wilson’s planned work and schedule.
    o Inquire about their concerns for the planned activities (e.g., gates, livestock, crops, access routes, helicopter use, etc.
    o Inform them of Wilson’s plan for restoration, rut removal, and track-out control.
    o Negotiate for access, and/or off-ROW land use.
    o Identify yourself as the point-of-contact for future questions and concerns.
    o Perform repair and restoration of damage caused by Wilson activities.
  • Maintain documentation of communications with agencies, utilities, railroads, businesses and landowners.
  • Use signs and flagging to mark approved and unapproved access routes along ROW.
  • Train Project team on permit and landowner requirements (e.g., access routes gates, locks, livestock, parks, working hours, etc.).
  • Coordinate with venders to acquire services needed, such as fuel, traffic control, dumpsters, electrical hookup etc.
  • Identify water sources for dust control and foundation installation.
  • Construct secondary containment for on-site fuel tanks.

Essential Environmental Scientist Duties and Responsibilities:

  • Conducting field monitoring and inspecting for environmental compliance (hydrocarbon spills, erosion and sediment control, sensitive resource mitigation).
  • Developing plans to meet mitigation requirements on a given project.
  • Implementing erosion and stormwater controls at construction sites.
  • Interaction and effective communication with all levels of Project Management staff, field superintendents, clients, and vendors.

Requirements:

  • Bachelor’s degree in Environmental Science, Geology, Natural Resources, Biology, or another related field.
  • Work experience in a related/relevant field (storm water, geology, hydrology, biology, etc.).
  • Minimum of 3 years experience conducting and documenting field work.
  • Capable of performing strenuous fieldwork and walking long distances.
  • Ability to communicate effectively verbally and in writing with various levels of staff and personality types.
  • Proficiency in MS Office.
  • Strong attention to detail and organization.
  • Must be able to work outside and travel, as necessary.
  • Must have a valid state driver’s license.
