What this job is about: The Healthy Environment for All (HEAL) Act requires Washington state government to act to reduce environmental and health disparities and improve the health of all people of Washington State. Passed in 2021, the law requires seven state agencies to embed environmental justice into agency practice.

As the Healthy Environment for All (HEAL) Coordinator, you will support the Governor’s Office’s oversight and coordination of agency implementation of the HEAL Act. You will also have the unique opportunity to support environmental justice work and investment in overburdened communities. 

What will you be doing? 

  • Oversee and coordinate the implementation and administration of the HEAL Act by state agencies covered under the law. 
  • Collaborate with state agencies to identify, analyze, and resolve policy and implementation issues.
  • Facilitate communication and coordination between state agencies on issues related to HEAL implementation, specifically between the state agencies covered by the law and other affected agencies (including the Office of Financial Management, Office of Equity, and Governor’s Office of Indian Affairs).
  • Serve as the primary liaison for the Governor’s Office to HEAL agency workgroups.
  • Support the Governor’s Policy Advisor for Environment & Water to keep legislators informed of HEAL implementation.
  • Assist the Office of Financial Management (OFM) and agency budget managers to evaluate budget requests related to HEAL implementation.
  • Foster connections, as appropriate, between the state’s work on environmental justice, Pro-Equity and Anti-Racism, and poverty reduction.
  • Support the Governor’s policy advisors, OFM budget staff, and agencies to leverage federal funding opportunities under Justice 40 and coordinate with state environmental justice spending.
  • Coordinate with OFM, Governor’s policy advisors, and agencies to assist in developing the Governor’s proposed investments in overburdened communities.

Required Qualifications

  • Bachelor’s degree in a field closely related to public administration, public policy, political science, environmental science, health, or justice.
  • Three years of demonstrated experience in: 
    • Managing complex projects with diverse stakeholders and tight deadlines;
    • Briefing senior-level officials or executives; and
    • Developing and/or analyzing policies, laws, rules, or regulations.
  • Competency in computer word processing and spreadsheet software.

Desired Qualifications

  • Experience or firm understanding of environmental justice and environmental health disparities.
  • Demonstrated effectiveness in implementing new projects or initiatives in state government.
  • Knowledge of state legislative processes.
