The Oregon Department of Environmental Quality (DEQ) currently has a full-time opportunity for a Municipal Stormwater Specialist (Natural Resource Specialist 2). This position may be located in Eugene, Portland, or Salem, Oregon.

DEQ has a centralized policy and planning component and regional offices to accomplish its mission. There are 3 regions (Northwest, Western, and Eastern); this position is in the Western Region. The Regions provide the following services: compliance inspection of regulated entities; enforcement of permit requirements and administrative rules; issuance of air, water, and solid waste permits; investigation of complaints; issuance of subsurface permits in counties; response to spills or other incidents with environmental impacts; direct contact and liaison with other governmental entities, industries, and the public; and technical assistance to regulated entities and the public.

What you will do!

You will assist higher level staff in determining compliance status of municipal separate storm sewer system (MS4) regulated entities; provide technical assistance and program information on rules and program requirements for achieving compliance with stormwater permits; perform site inspections, and draft enforcement communications and documents. You will also assist with program and policy development, and regularly communicate and coordinate with other DEQ and local government agencies involved in stormwater management and regulation.

What are we looking for?

Minimum Qualifications for Natural Resource Specialist 2:

  • Bachelor’s degree in physical science, environmental science, natural resources, or a closely related field, AND 2 years of experience in a natural resource or environmental field (an equivalent combination of education and experience is acceptable)

  • Demonstrated understanding of environmental justice and the historical impacts for marginalized and underrepresented communities; ability to take personal responsibility for increasing their knowledge of environmental justice and diversity, equity, inclusion, and belonging.
  • Excellent verbal and written communication skills; ability to provide clear, concise, and compelling communication of policy and technical information tailored to the needs of diverse audiences.
  • Experience in determining the compliance status of municipal separate storm sewer system (MS4) regulated entities.
  • Experience in providing technical assistance and program information on rules and program requirements for achieving compliance with stormwater permits.
  • Knowledge of and experience performing site inspections and complaint response, as well as drafting enforcement communications and documents.
  • Experience assisting with program and policy development and communicating and coordinating with local government agencies involved in stormwater management and regulation.
  • Proficiency in MS Office (Excel, Word, Outlook, etc.) and ArcGIS
