Salary range: $59,925.62 to $67,868.95 annually. 

JOB SUMMARY

The Invasive Species Program Coordinator is a full-time, permanent position within the Quinault Department of Environmental Protection’s EPA Grants Section. Job responsibilities include control of terrestrial or aquatic invasive species, depending on the needs and priorities of the Quinault Nation. Currently, the main task associated with this position is implementing and managing an ongoing project related to the control of Japanese knotweed on the Quinault Indian Reservation (QIR). This effort requires careful planning, design of projects, grant submission and reporting per grant requirements, contract oversight, and management of seasonal field teams and logistics. They are responsible for communication and coordination with government agencies, private landowners, non-governmental organizations, cooperative weed management areas and other cooperatives in pursuing invasive species management and control. They are responsible for reporting herbicide applications to WA state and EPA.

This position should offer solutions and recommend mitigation measures to invasive species problems. They must work with other staff within the Division of Natural Resources to apply and/or revise QIN regulations addressing invasive species control and management, and assist with forestry and local community projects. The Invasive Species Program Coordinator is expected to assist with the interdisciplinary planning of timber sale and land management activities, and implementing best management practice for prevention of spread of invasive species. This position may be required to present educational material to the community and leadership.

ESSENTIAL FUNCTIONS

Specific tasks that may be required as part of this position include (but are not excluded to):

  • Direct, plan, organize, manage, coordinate, evaluate, and supervise all activities within assigned area(s) of responsibility; direct and evaluate work of others assigned to area of field, project, research responsibility; ensure compliance with applicable Quinault, County, State, and Federal plans, policies, regulations, and
  • Work within a team environment to develop and implement invasive species
  • Direct, plan, assist and oversee management of invasive species projects within assigned area; responsibilities may include preparation and administration of other QDNR projects such as pest management or environmental protection.
  • Ensure that proper permits are in place prior to field work and fulfill permit
  • Coordinate and ensure environmental assessment and protection documentation for invasive species management and related activities is properly completed; direct and coordinate inventory; apply GIS applications, utilize an invasive species geo- database and manage data for grant reporting and project planning; and perform other resource protection
  • Responsible for the completeness and accuracy of all data collection, analysis and recordkeeping within area(s) of assignment; prepare and maintain all necessary records, reports, and correspondence.
  • Possibly supervise multiple staff in completion of multiple natural resource projects/programs; utilize current GIS and computer technology to store, develop, and analyze models appropriate for invasive species Set standards, evaluate performance, resolve problems, recognize and take corrective actions where necessary.

OTHER JOB FUNCTIONS

Establish and maintain an effective system of communications within the organization, and establish and maintain effective working relationships with diverse groups and individuals. Make presentations to senior staff, Business Committee, Policy staff, Tribal members, and the general public as required. May represent the Manager, Department and/or Nation at national, state, and local meetings/conferences to promote and explain QIN objectives and policies. Act as advisor to the senior management and Business Committee on the development and implementation of QIN policies within areas of expertise. Supervise contractors and technical/support staff.

JOB DEMANDS

Work is performed in both indoor and outdoor environments. Office work is sedentary. Outdoors activities are performed in varying weather and terrain conditions. Activities may be performed in rainy and windy weather with below freezing temperatures or hot dry conditions, and may involve physical risks such as falling, slipping, tripping, and working in significant hazardous logging and or stream conditions. Longer hours may be worked during the summer months when most treatment of invasive plants is performed. Mobility is needed to perform duties and attend various meetings. Physical effort may be needed to perform on-site activities, and lift and carry heavy and awkward objects. May participate in aerial surveys conducted by helicopter or plane in low level flights over target areas.

Basic communication skills such as talking, seeing, and hearing are needed for frequent telephone usage and oral discussions with community groups, sporting groups, and/or commercial representatives, staff, and other QIN employees. Must be able to clearly communicate tasks to contractors, staff, and other QIN employees. Use of hands and fingers to handle objects and control automated equipment, hand and power tools, using finger dexterity is needed. Patience and persuasiveness are needed when interacting with other people. Successful completion of this job may require occasional involvement with hostile and/or argumentative individuals. Must have the ability to work in a fast paced environment and meet deadlines. Necessary aptitudes include understanding instructions, numerical aptitude, precision problem solving, initiative, ingenuity, and imagination; analytic ability, memory, concentration, and judgment. Occasionally necessary to work beyond normal working hours and on weekends, and during travel.

MINIMUM QUALIFICATIONS

Bachelor’s degree from an accredited college or university with major study in natural resource management, environmental science, or related field and 1 year experience in invasive species control.

OR

Associate’s Degree with emphasis in natural science and 2 years of experience in invasive species management activities.

Must hold a valid Washington State driver’s license or be able to obtain a Washington State driver’s license within 90 days of employment.

Must have and maintain the ability to be insured under QIN automobile insurance. Able to comply with the Federal Drug Free Workplace Act.

PREFERRED QUALIFICATIONS

Experience or formal training in:

  • Grant or budget management
  • Tribal natural resource management
  • Use of handheld computers or other device for collecting data
  • Collaborative natural resources management
