The Accounts Receivable Manager, 
Supervision and Mentoring of Accounts Receivable Staff: 

  • Provides training on correct methods and procedures in conformity with rules and regulations.
  • Monitors and inspects work in progress to ensure continuity and timely completion of work. 
  • Provides employee feedback and the meaningful performance evaluation and ensures training opportunities.
  • Handles personnel issues relating to staff conflicts, absenteeism, performance issues, etc.
  • Assigns and monitors the workload of the Accounts Receivable unit. 

Manage Accounts Receivable Assigned Functions:  

  • Management of accounts receivable contracts – billings, accruals, collection of revenue and contract reporting requirements as established in contract.
  • Answers receivable contract questions from contractors, budget, and program managers.
  • Ensures unit reconciliations are completed timely to include (revenue, Federal/Local, general ledger, and donation accounts.)
  • Ensures a smooth transition from the states legacy payment processing system (AFRS) to the new ERP system (Workday) for the Accounts Receivable staff by attending meetings, providing input, and keeping the staff appraised of the developments and providing training.

WORKING CONDITIONS:

  • Work Setting, including hazards:    
    1. Telework options may be available – requirement of 60% in-person with a possibility of an allowance of 40% telework as determined after the training is complete. 
    2. Work is performed in an office setting with typical office hazards.
  • Schedule:   
    1. Typically, 8 hours a day, Monday – Friday, but may be required to occasionally work more than 40 hours per week or on weekends to meet deadlines during peak periods. 
  • Travel Requirements:             
    1. Limited travel, some traveling to the regional office and to meet on payroll, taxes, etc.
  • Tools and Equipment:   
    1. Personal Computer, 10-Key Machine, and Telephone.
  • Customer Interactions:          
    1. Broad in scope, may include agency Fiscal Office staff, other staff, program, and business managers throughout WDFW, senior management, state, and federal auditors, Office of Financial Management (OFM), Department of Enterprise Services (DES), Vendors.

REQUIRED QUALIFICATIONS:

  • Bachelor’s degree in business, public administration, accounting, economics, statistics, or relevant field. 

         AND

  • Four (4) years of professional experience in accounting, budget, finance, payroll, or public administration. 
    1. The experience listed above must include one (1) year of a lead role or supervisory position of professional staff experience to include all aspects of workforce and performance development, effectively coaching, mentoring, and providing direction and correction when required. 

OR

  • Current or recent experience as a Fiscal Analyst 4. 

OR 

  • Equivalent education/experience. 

Please Note:

  • Closely related qualifying experience may be substituted for the required education on a year-by-year basis. 
  • A Master’s degree in a financial related field can be substituted for professional experience.
  • Certification as a Public Accountant, Internal Auditor, Certified Governmental Financial Manager or Management Accountant can be substituted for professional experience.

PREFERRED QUALIFICATIONS:

Professional experience in: 

  • Finance or business administration including interpretation and implementation of associated federal, state, and local laws, rules, policies, and procedures.

Knowledge of: 

  • Washington State government accounting software including but not limited to Agency Financial Reporting System (AFRS), Enterprise Reporting.
  • Washington State Office of Financial Management (OFM) SAAM (Statewide Administrative and Accounting Manual) as it relates to procurement and payment of invoices. 
  • LEAN management processes and implementation. Seeking new information; questions why things are done; tries new approaches.
