The Shorelands & Environmental Assistance (SEA) program within the Department of Ecology is looking to fill a Coastal and Ocean Management Unit Supervisor (WMS Band 1) position. This position is located in our Headquarters Office in Lacey, WA. Upon hire, you must live within a commutable distance from the duty station.

In this position, you will report to the Coastal/Shorelands Section Manager within the Shorelands and Environmental Assistance Program at the Department of Ecology. You will manage a multi-disciplinary team of 5 professional staff who coordinate statewide policy and planning issues on coastal and ocean management, including coastal hazards and climate resilience, ocean protection, marine planning, and regional sediment management. You will participate in and support staff engagement on interstate, interagency and intra-agency, Tribal, and stakeholder processes on highly complex planning, policies, and proposed state and federal legislation. Key priorities for this work include climate resilience, equity, diversity, inclusion, and environmental justice. You will provide direction and oversee initiatives for program growth and enhancements, establish priorities, develop program implementation strategies and manage staff work. You will also provide support to the Coastal/Shorelands Section Manager on regional and national level coordination and collaboration, including our engagement with Coastal States Organization.

Program Mission: The mission of the Shorelands and Environmental Assistance Program is to work in partnership with communities to support healthy watersheds and promote statewide environmental interests. The Coastal/Shorelands Section in Shorelands and Environmental Assistance Program works to ensure that the shorelines, floodplains, and ocean waters are protected, restored, and managed consistent with state and local laws.

Duties
This is a unique opportunity to participate and support work across local, state, and national scales of resource management. In this role, you will provide leadership, guidance, and mentoring to tackle some of the most complex and challenging issues facing our coast and ocean through partnerships, integration of disciplines, and balancing diverse interests to build common ground and find solutions providing multiple benefits (community, economy, and environment). You will also work closely with our state’s floodplain management, shoreline management, and coastal monitoring and analysis units in the Coastal/Shorelands Section to ensure coordinated and strategic implementation of key state authorities.

What you will do:

• Manage a multi-disciplinary team of professional staff who coordinate statewide policy and planning issues on coastal and ocean management issues.
• Provide tactical leadership for all Shorelands and Environmental Assistance Program coast and ocean management activities.
• Build and sustain productive working relationships with local governments; state and federal agencies; tribal governments; research institutions; and other management partners and stakeholders.
• Coordinate with the Section Manager and lead strategic implementation and program enhancement efforts. 
• Represent Ecology on multi-agency and multi-stakeholder work groups convened to address local, state, or federal coastal management planning or policy issues.

Qualifications
Required Qualifications:
Years of required experience indicated below are full-time equivalent years. Full-time equivalent experience means that any experience where working hours were less than 40 hours per week will be prorated in order to meet the equivalency of full-time. We would calculate this by looking at the total hours worked per week, divide this by 40, and then multiply by the total number of months worked. Examples of the proration calculations are:

• 30 hours worked per week for 20 months: (30/40) x 20 months = 15 months full-time equivalent
• 20 hours worked per week for 12 months: (20/40) x 12 months = 6 months full-time equivalent

Experience for both required and desired qualifications can be gained through various combinations of formal professional employment, education, and volunteer experience. See below for how you may qualify.

A total of Nine (9) years of experience and/or education as described below:

Professional level Experience in land use, urban, regional, environmental, or natural resource planning, and/or program development AND at least one year of experience leading a team, leading projects or supervising staff which can be gained concurrently with the above experience.

Education: Involving a major study in land use, urban, regional, environmental, or natural resource planning, landscape architecture, geography, land use or environmental law, public administration with an environmental emphasis, marine affairs, or closely related field.

Note: A minimum of one year of experience leading a team, leading projects or supervising staff is required for all education levels. This experience can be concurrent with the above environmental experience.
