The Toxics Cleanup Program (TCP) within the Department of Ecology is looking to fill a Senior Public Outreach Planner (Environmental Planner 4) position. This position is located in our Northwest Region Office (NWRO) in Shoreline, WA. Upon hire, you must live within a commutable distance from the duty station.
Please Note: The salary posted above includes the additional 5% premium pay that this position will receive due to its location in Shoreline, WA in King County. 

As the northwest region continues its work with impacted and underserved communities, it’s necessary to collaborate with local governments and communities, especially for work on Affordable Housing projects, and sites impacting Puget Sound. As the Senior Public Outreach Planner, you will be responsible for planning engagement, involvement, collaboration, and support with stakeholders, environmental groups, local governments, and tribal governments specifically on Puget Sound Priority Bays projects, like the urban water cleanup sites surrounding the Lower Duwamish Waterway (LDW) Superfund site, and other sites in the cleanup process. You will plan and develop solutions on a variety of issues, and provide public outreach, strategic goal setting, and accountability for site cleanup and public participation projects. Internally, you will also support public involvement needs of multiple units within the section.

The mission of the Toxics Cleanup Program is to protect Washington’s human health and the environment by preventing and cleaning up pollution and supporting sustainable communities and natural resources for the benefit of future and current generations. In this role, you will work with a supportive team at the NWRO Toxics Cleanup Program that is passionate about their work and serving communities.

Duties
In this role, you will provide high level strategic planning and service, interacting with local governments and impacted communities at Brownfields, Affordable Housing Integrated Planning Grants, Clean Site Initiative projects and Model Toxics Control Act (MTCA) cleanup sites. You will also develop and implement engagement plans with overburdened communities, supporting the environmental justice law, the Healthy Environment for All (HEAL) Act, and Title VI compliance, with equity analysis, diversity and inclusion. You will be able to flex your strategic planning and communication skills working with various groups both inside and outside of the agency.

What you will do: 

  • Provide planning for high-priority cleanup projects like the LDW and Affordable Housing projects, and coordinate support activities for the associated work teams.
  • Review performance data and trends in assessing strategic performance for cleanup sites.
  • Assist the Section Manager and local governments by managing the planning, public outreach, strategic goal setting, and accountability for both new and ongoing cleanup projects.
  • Collaborate with local governments and communities, especially on Affordable Housing projects, and sites impacting Puget Sound. 
  • Develop Public Participation Plans specific to the affected overburdened communities in support of the goals of the HEAL Act.
  • Manage grants and contracts for local governments and communities.
  • Develop maps, fact sheets, presentations, and other outreach materials.
  • Coordinate public engagement activities, such as comment periods, public meetings, open houses and events, tracking public engagement progress with the LDW and Affordable Housing outreach teams.

Qualifications
Required Qualifications:
Experience for both required and desired qualifications can be gained through various combinations of formal professional employment, educational and volunteer experience. See below for how you may qualify.

Option 1:
A Bachelor’s degree with major emphasis in land use, urban, regional, environmental, or natural resource planning, landscape architecture, geography, land use or environmental law, public administration with an environmental emphasis, or closely related field, AND five years of professional experience in land use, urban, regional, environmental, or natural resource planning, and/or program development.  

Option 2:
A Master’s degree or higher with major emphasis in land use, urban, regional, environmental, or natural resource planning, landscape architecture, geography, land use or environmental law, public administration with an environmental emphasis, or closely related field, AND three years of professional experience in land use, urban, regional, environmental, or natural resource planning, and/or program development.  

Option 3:
One year of experience as an Environmental Planner 3, at the Department of Ecology

Special Requirements/Conditions of Employment: 

  • Must possess and maintain a valid driver’s license.

Desired Qualifications:

  • A Master’s degree with major emphasis in business administration, financial management, resource economics, public administration, or closely related field and three years of full-time professional experience in budget analysis and planning AND five years of professional experience in land use, urban, regional, environmental, or natural resource planning, and/or program development.  
  • Excellent written and verbal communication, project management, and meeting facilitation skills.
  • Some experience developing and implementing performance management systems in the environmental field.
  • Ability to manage and track large projects, grants, and contracts.
