The Department of Natural Resources (DNR) has an exciting opportunity within our Recreation & Conservation Division. DNR offers a multitude of motorized, non-motorized, and dispersed recreation opportunities across more than 3 million acres of forestlands and conservation areas. The Recreation Operations Manager provides leadership and direction for the on-the-ground management and improvement of recreation opportunities statewide. This includes managing the program’s capital budget, working collaboratively with recreation staff in each of DNR’s six regions, and supervising four staff who collectively provide support and direction on planning and development efforts, facility and equipment maintenance and replacement, DNR’s ADA Hunting Program, and pursuing program and project funding through competitive grants. The right candidate knows that recreation management requires partnerships, great communication, and a lot of creativity. By utilizing your experience managing teams and projects, and leading others in collaborative decision making, you will make lasting improvements to the way DNR manages recreation statewide.

Duties
Responsibilities:

  • Supervises and supports four staff: two Parks Planners, the Recreation Grants Manager, and the Access and Operations Coordinator
  • Develops, manages, and tracks the ~$3 million biennial capital budget in collaboration with regional staff and the Statewide Recreation Manager
  • Leads program planning efforts at both the landscape and project level
  • Leads program grant program, including collaboration with region and headquarters staff to identify appropriate projects, funding sources, and match opportunities
  • Provides leadership to create collaborative solutions to operational challenges that are consistent with existing laws, policies, and procedures
  • Makes recommendations for, and leads as appropriate, project teams to identify, and make recommendations for solutions to, operational opportunities for increased consistency and efficiency across the state
  • Provides support and leadership to follow through on legislative projects and assignments from executive management as needed
  • Provides program leadership for agency equity and environmental justice initiatives

Qualifications
Required Qualifications: 

  • Bachelor’s Degree
  • 3 years of experience managing staff teams, preferably with a recreation or land use focus, at a statewide level within the previous 5 years. 
  • 2 years’ experience managing stakeholder relationships in Washington with a statewide footprint that operate exclusively in conservation, recreation, or both during the previous 5 years. This experience must include budget development and working directly with State of Washington resource agencies.
  • Ability to speak well and educate others about the Recreation Program.
  • Strong grasp of the political context for recreation on state lands and the ability to anticipate potential controversy.
  • Strong ability to collaborate with a variety of both internal and external stakeholders

Special Requirements and Conditions of Employment:

  • 10-15% including overnight travel for site visits, public meetings, or other programmatic needs.
  • A valid driver’s license and have two years of driving experience. This position requires driving as an essential function. Finalists and/or interview candidates will be asked to provide a driving record from all states in which they have held a license during the past three years.

Desired Qualifications: 

  • Master’s Degree in Public Administration, Conservation Land Management, Landscape Architecture, Environmental Studies, or related field.
