The Department of Natural Resources (DNR) has an exciting opportunity within our Recreation & Conservation Division as the Recreation Data Manager & GIS Analyst for the Recreation Program; providing senior level expertise in data management and data application development.

As part of the Recreation and Conservation Division at DNR, the recreation program supports recreation and public access opportunities across more than three million acres of forested state trust lands, Natural Resource Conservation Areas, and Natural Areas Preserves. The Recreation Program manages over 1,200 miles of designated trails, 160 recreation sites, including 80 campgrounds, and access for hiking, horseback riding, camping, off-road vehicle (ORV) riding, mountain biking, cross-country skiing, snowmobiling, hunting, nature/wildlife viewing, and boating in a wide variety of landscapes across the state. The recreation program also offers services to our regional recreation programs by providing operations, planning, grants and outreach support.

This position is a journey level data manager that designs, develops, customizes, and manages database schemas and applications that extend the utility of recreation data for critical decisions relating to fulfilling the mission of the Recreation Program. Data, information, and products derived from the systems are used in support of the statewide recreation program by DNR, tribal governments, federal government agencies, and other state agencies, cities and counties, private organizations, and public recreationists. This data is used to determine recreation policy and activities across DNR-managed landscapes.

Duties
Responsibilities:

  • Developing both custom code and using out-of-the-box tools to increase access and distribution of core business data externally, such as management of DNR’s public-facing GO! Map. 
  • Developing and maintaining tools to extend utility and efficient distribution of core business data and data systems internally. The goal is for these systems to enable and sustain consistent data-based decision making within the Recreation Program statewide. 
  • Providing senior-level technical consultation on relevant management questions as well as analysis and recommended solutions to division and region staff to address common business needs over time, such as tracking equipment and facility in the recreation program inventory, producing replacement and maintenance cost reports and schedules, and others. 
  • Representing the Recreation Program in internal and external discussions and project teams about the use and presentation of Recreation data in a variety of formats. 
  • Collaborating with staff from Forest Resources Division’s Informatics Section, Recreation and Conservation Division’s Conservation, DNR’s central Information Technology Division, and other affected parties on data management protocols, data storage systems and database content to facilitate data sharing and exchange.
  • Creating simple to complex GIS maps using templates and tools created to adhere to DNR branding. Create new templates and tools as needed to support the Recreation Program and region/landscape needs. 
  • Consulting and making recommendations on data needs and opportunities related to the forthcoming DNR Outdoor Access and Responsible Recreation Plan (scheduled to be completed in 2024).

Qualifications
Required Qualifications: 

  • A Bachelor’s degree, or equivalent experience, in information technology, computer programming, geography or closely related field.
  • 4 or more years of experience working with databases.
  • Demonstrated proficiency in designing, developing, and managing relational databases, particularly SQL and Oracle relational databases.
  • Demonstrated proficiency with geospatial data, modeling, analysis, design, programming, technical support, and documentation.
  • Demonstrated proficiency in developing applications for effective extraction, distribution and use of core business data (e.g. JavaScript and Python programming languages or other languages).
  • Demonstrated skills in gathering, documenting and implementing user requirements as part of application development.
  • Basic knowledge of cartographic concepts and principles.

Working Conditions:

  • The position will work approximately 90% in an office setting in DNR headquarters in Olympia, telework, or hybrid. About 5-10% of the time will be spent traveling for meetings and field tours. On any such visits, the person in the position may be accompanied by other member(s) of the Recreation Program staff. No contact with hazardous chemicals.

Desired Qualifications: 

  • Working knowledge of mobile data collection applications and map/feature services.
  • Working knowledge of remote sensing data (i.e. aerial photography, satellite imagery, LiDAR, PhoDAR).
  • Advanced cartographic knowledge and skills.
