Who we are
The Washington State Conservation Commission (SCC) is a non-regulatory state agency that supports and coordinates our state’s 45 conservation districts and administers voluntary conservation programs. Together, the SCC and conservation districts provide incentive-based services that empower people across Washington to take actions that keep natural resources and working lands healthy for all.

What you will be doing
You will contribute to the Agency’s mission, vision and strategic objectives by the operation and implementation of agency programs, grants and accounting services ensuring the aforementioned are in compliance with state and federal laws. The position provides direct assistance to the state’s 45 conservation districts in the development, maintenance, and closing of grants values. 

Duties
Some of the duties include:
Program Management: 

  • Responsible for providing professional level support of grant management, program 
  • Review & Analyze district project submittals for linkages to Commission policies, programmatic guidelines and funding. 
  • Provide programmatic guidance with Financial & Regional Management teams to ensure coordination and integration of deliverable to both internal & external stakeholders. 
  • Provide information and technical assistance to district/program participants, staff and outside entities regarding program content, policies and activities and recommends alternative courses of action.
  • Work with Program Managers to assist with monitoring program activities in relation to established program goals; within established program parameters, determines variances from program standards.
  • This position has delegated program authority regarding critical water quality programs legislatively appropriated.  And is responsible for developing, advising and implementing objectives that align with the agency strategic plan and programmatic guidelines.  
  • Serves as a backup financial representative for the Conservation Districts Statewide Database System (CPDS)
  • Assists with ongoing training for district staff on the use of the CPDS

Grant and Financial Management:

  • Responsible for providing professional level support of grant management, program management and financial management to our Capital and Operating Funded grants programs
  • Approve and process grant vouchers: 
  • Addenda
  • Amendments
  • Budget Revisions
  • Close out Notifications 
  • Process vouchers for payment by entering data into the SCC Financial Database completely, accurately, and timely. 
  • Verify the underlying documentation supports claimed amounts and meets payment eligibility requirements, including SCC policy and procedure manual, SAAM, and BARS manual.
  • Follow up with Regional Managers regarding any identified concerns with vouchers or project status.
  • Other duties as assigned

Qualifications
Required Qualifications:
Bachelors degree in business administration, accounting, or related field or equivalent education/experience.
-OR-
Experience in accounting, professional administrative work, or other relevant experience, may substitute (year for year) for education.

Required Knowledge, Skills and Abilities:   

  • Demonstrated proficiency in writing and editing.
  • Ability to track multiple activities, projects, and tasks at the same time.
  • Skill and ability to analyze an existing process, identify areas in need of improvement, and develop steps that will improve the efficiency and effectiveness of a data management system.
  • Able to participate in statewide travel, with occasional weekends and/or multiple days.

Preferred qualifications:

  • Awareness of purposes and activities of Washington State’s 45 conservation districts.
  • Knowledge of State laws, regulations policies, and other applicable guidelines.
  • Excellent facilitation, collaboration and communication skills, especially in writing and editing documents.
  • Demonstrated interpersonal skills with the ability to work with collaborative groups.
  • Knowledge of basic administrative procedures, office practices, and correspondence preparation.
  • Ability to operate general office equipment.
  • Ability to identify and utilize a variety of mathematical techniques to form conclusions and/ or solve practical problems.
  • Ability to use a computer and software such as the Microsoft Office Suite (Outlook, Word, Excel, etc.) to create, format, edit, preview, print and save documents.
  • Knowledgeable in generally accepted accounting principles (GAAP), and Federal and State regulations (i.e. procurement, accounts payable and/or payroll) such as the Washington State Office of Financial Management (OFM) State Administrative and Accounting Manual (SAAM) or equivalent.
  • Ability to proficiently operate accounting software programs.
  • Skilled in preparing complex financial reports and statements
