This position is the primary lead for training all newly hired AFSCME clerical within the Assessor’s office. Incumbents also perform a variety of computer-related program tasks in support of the Assessor’s Office, with work being only periodically reviewed by a supervisor. Incumbents are expected to function with considerable independence and have latitude in exercising independent judgment within the framework of existing policies and procedures. This position performs a variety of technical duties involving the maintenance of assessment and levy records and related information systems. Coordinates the assessment and administration of the real and personal property annual revaluation program.

Examples of Duties
(Any one position may not include all of the duties listed nor do the listed examples include all tasks which may be found in positions of this class). Participates in a variety of complex and responsible technical support activities within the Assessor’s Office. (LEVIES) Prepares values for certification of levies; interprets and verifies taxing district levy certification and ordinances/resolutions and election results. Calculate and certify levy rates for taxing districts assuring the levy limitations comply with state-mandated RCWs and WACs. Communicate and coordinate with the Assessor’s office of adjoining counties to set levy rates for shared taxing districts. Coordinate with the WA State Department of Revenue on property tax issues and other matters affecting the administration of levies and personal property. Calculates timber-assessed values and timber tax distribution amounts ensuring that values and amounts are allocated to the appropriate levies. Responsible for the calculation of Payment in Lieu of Taxes (PILT) ensuring that the values and levy rates are allocated to the appropriate tax code area. Corresponds with taxing districts during their preliminary and final budget requests regarding property tax levy limitations, calculations, and potential impacts of levy limitations. Assists districts with calculating preliminary allowable amounts. Prepares a variety of reports and/or compilation of information at the request of the taxing district. Prepare annual, date-sensitive reports that include the Levy Report, Senior Report, Final Values Report, Assessor’s Certification of Assessment Rolls to County BOE, Taxing District Boundary Report, Personal Property Stratification Report, Assessor’s Certification of New Construction, Revaluation Progress Report, and Abstract of Assessed Values Report for Department of Revenue as required by statutes. Insure that all state-regulated deadlines are met in regard to personal property and real property assessments in order to promote a timely, orderly process for property taxation. (PERSONAL PROPERTY) Processes personal property listings by reviewing for completeness and compliance, analyzing data reported, assigning depreciation rates, updating for asset additions, and applying valuation factors. Responsible for researching, analyzing, inspecting, and processing destroyed personal property claims. Coordinates the annual update of the cost/depreciation rates and tables into the computer database. Responsible for the annual personal property report mailings by reviewing statutory requirements and Legislative changes, running computer data extracts to create database files, and coordinating printing and mailing. Ensures that all deadlines are met in regard to revaluation notices. Provides data upon request for state reports by initiating computer program queries. Processes destroyed property, fire patrol corrections, and DNR fire combinations. Processes in-house corrections, Assessment Roll Corrections, and the resulting tax roll corrections in coordination with the Treasurer’s Office. Processes advance taxes. Serves as backup for DFL and Current Use removals. Provides administrative support for the DFL and Current Use Programs.

Education and Experience
Any equivalent combination of education and experience which provides the applicant with the knowledge, skills, and abilities required to perform the job. A typical way to obtain the knowledge and abilities would be: A High School Diploma or GED. An Associate of Arts degree in accounting, business administration, or a related field, plus two years of data entry experience and one-year involving real property.

Licenses and Certifications

  • Must attend the Fundamentals of the Assessor’s Office training, IAAO course 101, Interpreting Legal Documents, Basic and Senior Levy, Personal Property Admin, and Current Use Administration training from the Department of Revenue within 18 months of hire.
  • Valid WA State driver’s license.
