What you will be doing:  The Department of Environmental Quality seeks a highly qualified, professional, and experienced candidate to lead environmental justice efforts and provide leadership and oversight to the Agency’s environmental justice initiatives.  This is a critical position responsible for planning, organizing, and directing all environmental justice activities, ensuring compliance with the Agency’s mission, goals and objectives, state and federal laws, regulations, policies and procedures; works with all stakeholders to constructively and collaboratively address environmental issues and concerns, and coordinates and facilitates Agency efforts to protect the environment in minority, low-income, tribal and other vulnerable communities by integrating environmental justice in all applicable programs, policies and activities.

Minimum Qualifications
The successful candidate will possess comprehensive knowledge, skills and abilities in the following key competencies:

Knowledge of theories, principles and practices of Environmental Justice; demonstrated knowledge of and experience in administration of federal and state environmental laws and regulations, including Title VI of the Civil Rights Act; experience in program management; experience in effective management of change; demonstrated knowledge of principles of air and water pollution control; experience in environmental policy analysis, program assessment and project management; and experience in community engagement.  The position requires a demonstrated ability to effectively communicate and deal with a wide variety of audiences, including advocacy organizations, community advocates, elected officials, high-level public officials, senior corporate officials, legal counsel and the public.  
Preferred Qualifications
A law degree is preferred.  A combination of education, training, or experience may substitute for a degree.

The Commonwealth does not provide sponsorship; therefore, applicants must be a citizen or national of the U.S., a Lawful Permanent Resident, or an alien authorized to work. 
 
Excluding current DEQ employees, the selected candidate MUST pass a criminal background check. 
 
This position requires compliance with the Code of Virginia’s Conflict of Interests Act and must complete training every two years and submit a financial disclosure form upon hire and every year thereafter.
